About this file
This document outlines the Consultant Procurement Evaluation Criteria for a Hazard Mitigation Plan, likely for a county or municipality in Colorado. The procurement process involves selecting a consultant to prepare a FEMA-approved Hazard Mitigation Plan in compliance with DMA 2000 and 44 CFR §201.6 requirements. Consultants will be evaluated across four key criteria: Qualifications & Relevant Experience (30 points), Technical Approach & Methodology (30 points), Community Engagement & Stakeholder Coordination (30 points), and Cost Proposal (10 points), totaling 100 possible points.
The evaluation will assess consultants' prior experience with FEMA Region VIII requirements, Colorado hazard profiles, and State of Colorado Department of Homeland Security and Emergency Management (DHSEM) coordination. Critical evaluation areas include demonstrated experience with similar-sized municipalities, staff qualifications, project management approach, innovative methodologies, and strategies for community engagement. The cost proposal will be evaluated on reasonableness, transparency, alignment with the project budget, FEMA Hazard Mitigation Grant Program (HMGP) cost allowability, and the balance between cost and value-added services. Consultants will need to demonstrate comprehensive understanding of technical requirements, stakeholder coordination, and inclusive public engagement strategies.
