About this file

This is a proposal evaluation score sheet issued by the Utah Department of Transportation (UDOT) Procurement Services for a Request for Proposals seeking qualified firms to conduct a Siting Assessment and Economic Impact Analysis of a potential spaceport in Utah. The evaluation process consists of three stages: Stage 1 is a pass/fail determination of responsiveness based on mandatory minimum requirements including experienced key personnel, prior similar project experience, and comprehensive response to the solicitation; Stage 2 is a detailed technical evaluation scored on a maximum of 105 points across four criteria—Project Team Qualifications (25 points), Relevant Past Work and Studies (25 points), Proposed Approach and Methodology (40 points), and Risk Assessment (15 points); and Stage 3 is a cost proposal evaluation scored on a maximum of 25 points. The total possible evaluation score is 130 points.

Cost proposals are evaluated using a ratio-based calculation wherein the firm submitting the lowest total project cost receives the maximum 25 cost points, while all other firms receive points proportional to their cost relative to the lowest bid using the formula: Cost Points × (2 − (Proposed Cost/Lowest Proposed Cost)). Firms whose proposed cost exceeds double the lowest proposed cost receive zero cost points. Technical scoring uses a five-point scale ranging from "Excellent" (5 points, exceeds all requirements) to "Fail" (0 points, fails to address requirements or contains missing information). The solicitation anticipates a single contract award and UDOT retains the right to reopen the solicitation to allow additional contractors to submit responses at any time.

Total Cost Evaluation Points (25 points possible)

TOTAL EVALUATION POINTS (130 POINTS POSSIBLE)

Evaluation of Cost Proposals: The offeror with the lowest total cost will receive the maximum available Cost points. All other offerors will receive points as determined by the ratio* of their cost to the lowest offered cost. Final cost scores will be calculated based on the following:

*Ratio Calculation: Points assigned to each offeror’s Cost Proposal will be based on the Lowest Proposed Cost. The offeror with the Lowest Proposed Cost will receive 100% of the cost points. All other offerors will receive a portion of the total cost points based on what percentage higher their proposed cost is than the Lowest Proposed Cost. An Offeror whose proposed cost is more than double (200%) the Lowest Proposed Cost will receive no points. The formula to compute the points is: Cost Points x (2- (Proposed Cost/ Lowest Proposed Cost)).
