About this file

This is a Cost Proposal Submittal Form for the Utah Department of Transportation's Request for Proposals regarding a Siting Assessment and Economic Impact Analysis of a Potential Spaceport in Utah. The RFP seeks qualified firms to evaluate the feasibility and business case for establishing a spaceport within the state. The solicitation is anticipated to result in a single contract award, and respondents must follow all Utah Department of Transportation standards and specifications. The state reserves the right to reopen the solicitation to accept additional contractor responses at any time.

Respondents must submit cost proposals as a separate document from their technical response, organized into Phase 1 and Phase 2 with detailed breakdowns by activity. Cost evaluation is based solely on Total Project Cost, with the lowest proposed cost receiving 100 percent of available cost points. All other offerors receive a proportional percentage of cost points calculated using the formula: Cost Points × (2 − (Proposed Total Cost/Lowest Proposed Total Cost)). Offerors whose Proposed Total Cost exceeds 200 percent of the lowest proposed cost receive no points. Cost proposals must be submitted in the exact format specified; modified or alternate formats may result in disqualification. Offerors are strictly prohibited from altering or modifying the required submission information to ensure accurate and fair cost comparison among all respondents.
