About this file
This is a Vendor Pricing Sheet for the Utah Department of Transportation (UDOT) Security Certificate Management System (SCMS) RFP, dated 2025-07-29. The solicitation seeks to establish a contract for a Connected Vehicle Security Certificate Management System, with an anticipated multiple vendor award and a contract term of 5 years with potential 5-year extension (total 10-year potential duration). The system will support security certificates for roadside units (RSUs) and onboard units (OBUs), with specific pricing requested for initial system setup, configuration, integration, administrative interfaces, system licensing, device enrollment, and ongoing technical support.
The pricing sheet details cost components including system setup (A1.0), initial device enrollment support (A1.1), five-year system licensing at $0 (A1.2), annual licensing beyond year 5 (A1.3), and security certificates for various quantities of RSUs and OBUs. Pricing will be scored competitively, with the lowest total cost receiving maximum points, and other offerors receiving proportional points based on their pricing relative to the lowest bid. The document also includes provisions for future development and support, with hourly staff rates to be negotiated for additional features or consulting support beyond the initial system implementation.

VENDOR PRICING SHEET
UTAH DEPARTMENT OF TRANSPORTATION (UDOT)
SECURITY CERTIFICATE MANAGEMENT SYSTEM (SCMS)
AMENDED 2025-07-29
Instructions Vendor shall submit their Cost Proposal information on this “Vendor Pricing Sheet”. This MUST be submitted separately from the Technical Response “Vendor Response Sheet”. Cost information will be scored after the completion of scoring for all other elements of the proposal.
Vendor shall enter the cost for each element listed in the “Total Cost” column in the table below (Items A through C). Descriptions of selected cost items are provided below the item, if needed. If an item will be provided at no cost, a zero must be entered into the “Total Cost” column.
Scoring for pricing will be assigned as follows:
The offeror with the lowest Total Cost will receive the maximum available Cost points. All other offerors will receive points as determined by the ratio* of their cost to the lowest offered cost. Final cost scores will be calculated based on the following:
*Ratio Calculation: The Cost Points assigned to each Offeror’s Cost Proposal will be based on the lowest Overall Total Cost. The Offeror with the lowest Overall Total Cost will receive 100% of the cost points. All other Offerors will receive a portion of the total cost points based on what percentage higher their Proposed Overall Total Cost is than the Lowest Proposed Overall Total Cost.
The formula to compute the points is: Cost Points x (Lowest Proposed Overall Cost/Proposed Overall Total Cost)
