About this file

This document is a Business Confidentiality Claim Form for the Utah Department of Transportation (UDOT) related to a Request for Proposal (RFP) for a Connected Vehicle Security Certificate Management System (CV SCMS). The solicitation aims to enter into multiple contracts with qualified firms to provide a CV SCMS, with an anticipated contract length of 5 years and potential for 5 additional years. The RFP encourages offerors to submit innovative ideas and expand upon the specified requirements, while addressing the core needs outlined in the Scope of Work.

The form provides a mechanism for bidders to claim confidentiality for specific types of information, such as non-public financial statements, specific employee information, and customer lists. However, the document explicitly states that pricing/cost proposals cannot be classified as confidential and will be considered public information. Bidders must justify their confidentiality claims under Utah Code Annotated sections, demonstrating that the information represents a trade secret with independent economic value and is subject to reasonable efforts to maintain its secrecy. The form requires detailed documentation of the specific pages and paragraphs for which confidentiality is being claimed.
