II. BUILDING
Buildings offered must be Class A space or Class B space modified to meet Class A standards.
Co-tenants within the building must be professional office environments as determined by the government. Multi-tenant buildings must be effectively managed throughout the life of the lease to prevent conflicts of interest with regard to co-tenants in neighboring space within the same building. A conflict of interest occurs when the Lessor leases space in the same building as the Government to a tenant seeking to either profit from Government customers or employees, or a tenant that interferes with the Government’s mission. Co-tenants considered inappropriate for the intended Government use of the building include, but are not limited to, law firms representing SSA claimants and retail locations that sell alcohol, tobacco, firearms and explosives products and related paraphernalia.
The Government reserves the right to select space(s) that will be acceptable, and reject other space(s) when multiple spaces within the same building are offered.
Buildings must have windows comprising 25-50 percent of the exterior perimeter walls.
Lessor will add windows at no cost to the government to meet this requirement. These windows will be a shell cost.
All exterior windows require vinyl blinds. If skylights are part of the space, provide blinds and/or shades with electronic operators to diffuse light.
Provide measures to prevent unauthorized access to service entrances for electrical and gas utilities. Measures may include fencing, locking devices, etc.
A vestibule is required at the public entrance and at the employee entrance when entry to the SSA space is directly from the outside. The vestibules will be considered non-occupied building support space.
The government may require lessor to provide bollards and/or parking blocks at the customer entry to the building for enhanced security.
III. SITE CONDITIONS
A. Parking—
A minimum of 40 spaces are required for employee and customer parking located onsite, at the street level, or in commercial pay parking locations with rates at or below the city average of the city. Onsite and street parking must be available within two blocks of the proposed space. If partitions constructed from floor to underside of structure are not feasible, one of the following alternate options may be considered to maintain speech privacy:
SOCIAL SECURITY ADMINISTRATION – CRESTWOOD, MO PAGE 21
• Alternate Option 1: Install drywall partitions to a minimum of 6” above the Acoustic Ceiling Tile (ACT). Use a ceiling tile with the highest Ceiling Attenuation Class (CAC) rating available to limit sound transmission into the ceiling plenum. The ACT will still meet the absorption recommendations for the rooms as discussed in this section.
Install 6” batt insulation or mineral wool above the ACT extending 4’ beyond the partition wall below on both sides, and cut out around lighting fixtures. This will provide a decreased level of privacy from recommended partitions constructed from floor to underside of structure, or from the Alternate Option 2 below.
• Alternate Option 2: Provide a drywall ceiling above the finished ACT ceiling. Extend drywall partitions to the height of the drywall ceiling, sealing all joints airtight with flexible acoustical caulk. The drywall ceiling will be constructed using a single layer of drywall with 6” batt insulation or mineral wool above. This option will require the addition of metal framing in order to suspend the drywall ceiling.
Provide a single layer of drywall on each side, on 3-5/8” studs with 3” batt insulation, secured to the ceiling plane for entrances/exits/vestibules, Storage Room, and Electrical Closet when present.
Partitions for the restroom(s) and perimeter walls of the SSA controlled space must be per applicable codes and the GSA Lease requirements.
J. Demountable Wall Product
Partitions that make up the Customer Service Booth and Barrier Wall will be provided and installed by the Government. Partition wall product encompass the distance between the floor and the ceiling, simulating a gypsum board wall. It is installed on a finished floor, and attaches to the ceiling grid.
Lessor provides data cabling and power to all Customer Service Booths. The Lessor’s construction schedule will accommodate the timeline for ordering and installing Customer Service Booths. Most projects require an 8-month lead for submitting furniture design packages.
K. Ceilings
Office ceilings will be 9 to 10 feet above the finished floor.
Provide lay-in ceiling tile where required in this package (white, 24” x 24”, or 24” x 48” non-tegular style). Tile is to have a minimum NRC of .70 and minimum light reflectance of .90.

M. HVAC System
The Lessor will be responsible for developing the mechanical and plumbing requirements necessary to support the SSA requirements detailed in this package.
HVAC system will be provided with isolation on duct hangers and equipment to reduce HVAC noise.
A. Acoustics
1. The design goal is to provide appropriate background noise levels to allow for good speech intelligibility between employees, and between the employees and the public.
2. Recommended HVAC Background Noise Level by Room Type:
a. NC-40: Corridors, waiting area, open office area, restrooms.
b. NC-35: Interview stations including SIS, SHPC area, private offices, MPR and IVT rooms, SSR.
SOCIAL SECURITY ADMINISTRATION – CRESTWOOD, MO PAGE 23
c. N/A for the DCR and Storage/Mail Room.
3. The designer will use sound attenuation methods including prefabricated, pretested absorptive silencers at fans and air handling systems discharge as well as anywhere needed along the ductwork to insure noise levels in each and all spaces are within acceptable levels per this document.
4. Return air grilles must be carefully located to eliminate the possibility of transferring noise between adjacent spaces through the ceiling plenum. Generally, they should be located in access corridors or in the customer seating area. Where the ceiling cavity is being used as return air plenum, it is recommended to provide return air sound attenuators, in order to reduce room-to-room sound transmission.
5. In case of re-use of existing systems and units at the perimeter of the spaces (such as radiant heaters and fan coils) and where partition walls happen to meet these units at the middle, this must be coordinated with the project architect for a detail showing how to construct around the unit for sound control purposes. Detail must be such to eliminate transferred sound from one space to adjacent spaces.
B. General HVAC Design Considerations: Due to the varying nature of HVAC designs, it is not feasible to provide a detailed design as part of this specification. General considerations include, but are not necessarily limited to, the following:
1. HVAC equipment should be located above general occupancy areas, such as the Reception Seating Area, or above access corridors. Avoid locating noisy equipment over spaces that necessitate quiet, see Space Layout sheets for notes on those locations. HVAC Equipment must comply with noise level criteria listed in Acoustics above.
2. Ventilation rates must be per local building codes. If local building code does not include ventilation requirement for HVAC design, the engineer is recommended to follow the latest and current version of ASHRAE 62.1. Ventilation rate is to be calculated based on maximum occupancy for each space.
3. Building air balance must provide proper positive pressure inside the facility during occupied hours avoiding infiltration. Negative pressure within the facility must be avoided at any time of the day. Facility may remain neutral for unoccupied hours.
4. Air flow design must reduce significant pressure differentials between spaces, such as the interview windows and the customer space.
5. Fully ducted return air system will be considered where possible.
6. Air supply ductwork, supply diffusers, return air grilles and return air ductwork are to be sized appropriately to ensure that air velocities in the system do not become
SOCIAL SECURITY ADMINISTRATION – CRESTWOOD, MO PAGE 24
noise generators. In addition to recommended and approved noise criteria listed in ASHRAE standard, HVAC design and construction must support all acoustical recommendations listed for all rooms and spaces listed in this document.
7. Design must consider use of economizer for air handling system as applicable to the climate zone.
C. HVAC Zoning Design Considerations
1. Perform cooling/heating load and ventilation air calculations based on maximum occupancy for the space.
2. A multi-zone simultaneous cooling and heating system for the entire facility is recommended. However, if using existing systems in the building, which are not capable of a complete multi-zone system, some spaces may necessitate a dedicated thermal zone or system. Due to the nature of these spaces, there are dissimilar load characteristics and the internal load may significantly vary during the day or from day to day.
D. Specific HVAC Design Considerations
1. The HVAC unit or zone serving the mailroom may be required to comply with the International Security Conference (ISC) Risk Management Process for Federal Facilities. One compliance option may be an emergency shutoff device. Upon activation, the device would terminate operation the air handling system.
2. Toilet exhaust must always be ducted and discharged outside the building.
3. Provide supply air diffusers and return air grilles in enclosed offices to ensure adequate air circulation.
4. The DCR must be provided with an independent dedicated HVAC unit to serve the room 24/7 and for the entire year, regardless of facility operating hours. Design of the system will follow these recommendations:
a. HVAC design per ASHRAE TC-9 guidelines.
b. HVAC system maintain temperature between 72-75 °F.
c. A ceiling mounted Precision Cooling Unit is recommended. Do not position unit above LAN racks, telephone board, building alarm system, fire alarm system (where applicable) or electrical panels.
d. System include humidity control for the room maintaining 50% RH with acceptable range of maximum of 60% RH and minimum of 35% RH.
SOCIAL SECURITY ADMINISTRATION – CRESTWOOD, MO PAGE 25
E. HVAC Load Calculation & Performance
1. All HVAC systems must be equipped with Direct Digital Control (DDC) Automatic Temperature Control (ATC) system. Control system must be programmable for system operation and temperature set points during occupied and unoccupied hours in a day and…
