1.1.3.2 Submittal for Approval and Construction
The Contractor shall, prior to transmittal to Southwestern, review all submittals for compliance with the Plans and Technical Specifications as well as compatibility with all of the interrelated parts of the work. The Contractor shall apply a stamp to each submittal, signed or initialed and dated, certifying his review. The Contractor shall provide a project specific Submittal Checklist which will be used for tracking all submittals under this project to be prepared following contract award. This checklist shall contain dates whereby submittals will be provided to Southwestern for review.
The submittals are for review and approval by Southwestern. Where standard drawings which cover variations of the general class of equipment or options are furnished, each such drawing shall be individually endorsed to describe which parts of the drawing or options apply to the equipment being furnished. Each drawing shall be identified by location, name, and the contract number.
The Contractor shall coordinate all submittals of like materials, equipment, etc. such that only one submittal per item is submitted to Southwestern for processing.
Submittals shall be submitted electronically (Email). When requested by Southwestern, the Contractor shall submit hard copies of legible paper prints.
A decision on the acceptability of the drawings and data, will be given by the COR electronically within twenty-one (21) calendar days after receipt. The COR will return one (1) copy to the Contractor marked "ACCEPTABLE," "ACCEPTABLE AS MARKED," "REVISE AND RESUBMIT,” or “NOT ACCEPTABLE.”
Submittals returned marked “NOT ACCEPTABLE” shall be replaced by drawings and data for alternate equipment or plans. The Contractor shall, within fourteen (14) calendar days after receipt, submit corrected prints and PDF file of data for approval.

Submittals returned marked "ACCEPTABLE" and "ACCEPTABLE AS MARKED" authorize the Contractor to proceed with the fabrication of the equipment covered by such drawings, subject to the correction, if any, indicated thereon or described in the letter of transmittal. These drawings and files will be “CONSTRUCTION DRAWINGS” and will be used by the Contractor and Southwestern for construction reference.
If revisions are needed to a “CONSTRUCTION DRAWING” or data the Contractor shall within seven
(7) calendar days furnish corrected prints of each drawing as well as PDF file of all data. Every revision made shall be shown by number, date, and subject in a revision block and a notation shall be made in the drawing margin to permit rapid location of the revision.
All of the applicable requirements for drawing submittals shall apply equally to catalog cuts, illustrations, printed specifications, weld qualifications, mill tests, factory tests, field tests, or other required data.
Any manufacturing work performed prior to the approval of drawings shall be at the Contractor's risk. The Contractor shall make any changes in the design, which are necessary to make the equipment conform to the provisions of these specifications without additional cost to the Government. Approval of the drawings or other submittals shall not be construed as a complete check but will indicate only that the general method of construction and detailing is satisfactory. Approval of the Contractor's drawings or submittals shall not be held to relieve the Contractor of any part of the Contractor's obligation to meet all of the requirements of these specifications or of the responsibility for the correctness of the information submitted by the Contractor.
