1. POINTS-OF-DELIVERY: Material furnished by WAPA will be delivered to a storage yard located at the Kofa Substation, as shown on Appendix A and on Drawing KOF 0019 and to Gila Substation, as shown on Drawing GLA 0015. The Contractor shall load, transport, and unload the material to the jobsite. The Contractor shall inspect the equipment and report any damages to the COR.
G. RIGHTS-OF-WAY:
1. GENERAL: Transmission line right-of-way is 100-feet-wide. WAPA does not represent that the Contractor can gain access to every structure site or travel continuously along the transmission line.
Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to WAPA. Any additional temporary access acquired by the Contractor shall have prior COR approval, since several areas of the transmission line have travel restricted areas. During the contract period, WAPA reserves the right to use Contractor-obtained access.
Make necessary provisions to perform work to avoid interference with the operation or maintenance of railroads, highways and overhead/underground utility lines, including pipelines, transmission, telegraph and telephone lines, in a manner satisfactory to the owners or operators thereof and to WAPA. If required, furnish liability insurance, indemnity and other bonds, obtain all required permits and safety certifications.
2. WORK ON THE RIGHT-OF-WAY:
a. General: Perform work on the rights-of-way necessary for access to or along the transmission line. Only that excavation, dozing, or blading absolutely necessary will be allowed. Excavation, dozing and blading for ease of travel may only be performed after field review and approval by the COR. Unauthorized excavation, dozing, blading shall immediately be repaired, or WAPA will have the damage repaired and backcharge the Contractor for all costs involved.
b. Work within the Yuma Proving Grounds (YPG) will require personnel receive a one hour briefing on recognizing unexploded ordinance. This training will be provided onsite by YPG personnel at a time following mobilization. Contractor assumes all responsibility and risk associated with working in hazardous areas. All costs for time or training are at the Contractor’s expense.
c. Ease of Travel and Crane Landings: Excavation, dozing, or blading done for ease of travel on any easement or for crane landings shall be restored to the original contour of the land, and shall be compacted to a dry density not less than the natural in-place dry density of the surrounding earth. The use of water may be required to obtain the required density. Topsoil shall be stockpiled and spread on cuts prior to completion of work.
H. GEOLOGIC INVESTIGATIONS:
The Geotechnical Engineering Report for Kofa Substation prepared by Desert Earth Engineering, dated August 1, 1992 and the Geotechnical Engineering Report for Dome Tap prepared by Terracon Consultants, Inc., Project No. 65185154, dated October 25, 2018 are incorporated into these Project Specifications as a requirement for design and construction of this project. The reports are included as Appendix B and C respectively.
Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant. WAPA does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.
The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.
Due to the presence of groundwater and loose subsurface soils, caving potential of uncased foundations is high. Temporary casing for drilled shaft foundations is required. Refer to Geotechnical Engineering Report, Appendix B, for more information on drilled shaft construction considerations.
I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:
The Contractor shall make arrangements and provide all electric power for construction purposes.
Provide necessary transmission lines, distribution circuits, transformers and other electrical equipment for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines.
J. WATER FOR CONSTRUCTION PURPOSES:
The Contractor shall furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.
K. SAFETY PROFESSIONAL:
1. SAFETY:
a. Contractor’s Safety and Health Program: The Contractor shall submit a Safety and health program that includes all sixteen (16) requirements specified under Section 1.4 of the construction standards no less than twenty-days prior to start of field construction operations at the jobsite.
b. In performing the work required by this contract, the Contractor shall comply with all applicable Federal, State and local safety, health, or industrial safety codes, including the latest effective standards promulgated by the Secretary of Labor for the Department of Labor and Health Administration, Safety and Health Standards (29 CFR 1910), and the Construction Safety and Health regulations promulgated under Section 107 of the Contract Work Hours and Safety Standards Act (29 CFR 1926). If there is a conflict between the requirements of the applicable Federal, State and local safety, health, or industrial safety codes, the more stringent requirements shall prevail. The United States is liable only for negligence on the part of its employees in accordance with the Federal Government Claims Act, as amended.
c. Prior to commencing work, an onsite safety meeting shall be held with WAPA’s representatives to address and discuss safety procedures related to the work required and to discuss potential hazards and their mitigation. WAPA has the right to remove any Contractor employee that does not adhere to the safety requirements.
L. EXPLOSIVES AND BLASTING:
Explosives shall not be used.
M. BURIED UTILITIES:
Prior to excavation, examine the area and determine the location of buried utilities. Utilities shall be identified with a marker denoting the type of service.
N. CONTRACTOR COMMUNICATIONS FOR WAPA USE:
Furnish, install, maintain and remove up to three (3) Contractor mobile radio units in WAPA’s inspector’s vehicles. The radio units shall be provided for WAPA’s use for the duration of the field work and shall be installed ready for use at the beginning of the Contractor’s field work. The radios shall operate on the Contractor’s normal radio frequencies; be complete with appropriate accessories and antenna, be installed, adjusted and maintained in good working condition; provide reliable 2-way communication with the Contractor’s office and field crews. When the Contractor’s field work is completed, the radios shall be removed from the inspector’s vehicles and all mounting or antenna holes shall be plugged with appropriate rubber plugs.
O. EMPLOYEE REQUIREMENTS:
In addition to the requirements listed in WAPA Construction Standard 1.4.3 all employees are restricted from wearing a headset, headphone, or other listening device, other than a hearing aid or instrument for the improvement of defective human hearing, hearing protection worn as the hazard exists, or for communication purposes while on a WAPA jobsite.
P. ELECTRICAL MINIMUM APPROACH DISTANCES:
In addition to the requirements listed in WAPA Construction Standard 1.4.9 equipment other than cranes and derricks, conductive objects, or personnel, shall not be brought closer to energized facilities than the electrical minimum approach distances established by OSHA 1926.958(b), “Materials, Handling, and Storage”. The less stringent equipment clearance distances established by OSHA 1926.960, “Working On or Near Exposed Energized Parts”, Table V-5 and Table V-6, may only be used after the Contractor has completed and submitted WAPA’s Electrical Clearance Variance form and has received the signed form in return from the COR.
Q. SUBMITTALS AND CORRESPONDENCE:
