August 22, 2019 RFQ 89503119QWA000071 Self-Loading Pole Truck Min 3-Axle 6x6 Semi-Tractor Response to Questions / Amendment 1.1 The question period closed at 6pm MST on August 20, 2019. Below is the responses to the questions and is now made as Amendment 1 to the Specification document and incorporated with the technical evaluation.

1. Question: Is a Tridem Rear Axle acceptable?

Answer: The Tridem rear axle should be a higher capacity, rated at 66,000 lbs. or 69,000 lbs. Therefore, the Tridem with the Air Disc Brakes System is an acceptable deviation from the Specification. In the case of the Tridem Rear Axle, drum brakes on the front axle drive may be acceptable (should meet the stopping distance requirements in the road regulations) since the Tridem system is essentially adding another axle and the other axles would have the air disc brakes.

2. Question: Is FAR 52.225-1, Buy American-Supplies a requirement?

Answer: Yes

3. Question: Is the buyer exempt from Federal Excise Taxes (FET) and Sales Taxes?

Answer: Yes. However, once the vehicle goes over a certain weight, the FET may be applicable with the exclusion of loader and other items not part of the truck (additions or accessories). The vehicle will be a federally tagged vehicle and the garage location will be same as delivery address. A full exemption may be granted by the Secretary of Treasury; we have submitted this request to counsel for review, final determination may not be known until award.

4. Question: Online parts and service manuals are now available, which keeps the information current. Will this be acceptable in lieu of printed manuals?

Answer: Yes this is an acceptable deviation from the Specification. Ensure a line set ticket is provided.

5. Question: Would no retarder be an acceptable deviation to the specification due to the heat generated?

Answer: Yes, no retarder is an acceptable deviation from the Specification.

6. Question: If the engine comes with a Jacobs brake, is this acceptable?

Answer: Yes, as long as it is an overhead type brake meaning integrated into the valve train and not the exhaust flap brake.

7. Question: Is 4500RDS acceptable in lieu of 4700RDS?

Answer: No. The 4500 RDS is a 6 speed transmission and therefore not an acceptable deviation to the Specification. Due to our terrain, we require a 7 speed transmission; the 6 speed transmission does not provide the first gear deep reduction.

8. Question: Is 21,500 lb. Flat Leaf front suspension acceptable in lieu of Taper Leaf?

Answer: Yes, this deviation is acceptable to the Specification.

9. Question: Is drum brakes on front drive axle acceptable?

Answer: No, alone this is not an acceptable deviation from the Specification; however, see Question 1 above for exception.

10. Question: Requesting the closing date of September 4, 2019 be extended an additional 10 days due to engineering considerations?

Answer: The deadline for submission of quotes in response to this RFQ has been extended. Quotes are due no later than 6pm MST on September 12, 2019.
