The following questions and answers are provided:
Question 1: What is the footprint and seismic requirements for the battery racks/containment?
Answer 1: (Drawing T4029 provided with the PWS shows the footprint. Seismic requirements are stated in the SOW section 2.4 to meet IEEE 693)
Question 2: Does WAPA require any charging systems for the 48VDC battery systems?
Answer 2: The PWS section 2.5 states that WAPA is providing the chargers for the contractor to install).
Question 3: Are the disconnects to be relay rack mounted?
Answer 3: The PWS section 2.4 states “rack mounted disconnects.
Question 4: If so what size relay rack?
Answer 4. The PWS section 2.5 states 19” telecom racks.
Question 5: Will WAPA require temporary power, with a charger and a 48V temp battery?
Answer 5: The PWS section 2.1 states that temporary power is required, however since there is only 1 battery bank currently, if the second bank is installed first then it could be used in lieu of a temporary bank.
Question 6: How much current is required and battery run time?
Answer 6: Temporary power should provide a minimum of 50 amps for 1 hour.
Question 7: What and where is the available AC feed for temp charger?
Answer 7: 120VAC is available inside the microwave building where the work is to be performed
Question 8: What are the distances? Room drawing to scale.
Answer 8: Drawing T4029 provided with the PWS shows dimensions.
Question 9: Will WAPA require the contractor to furnish and install two (2) new telecom racks, (19" or 23")?
Answer 9: The PWS section 2.4 states “supply and install two (2) new 19” telecom racks”.
Question 10: If so where?
Answer 10: Drawing T4029 provided with the PWS shows the location of the battery chargers.
Question 11: Reference the requirement to replace (upgrade) two (2) 15 amp AC C/B with 20 amp. Who is the manufacturer?
Answer 11: General Electric (GE) is the manufacturer.
Question 12: What are the type of AC panel(s)?
Answer 12: GE A-Series).
Question 13: Reference the requirement to install and label six (6) new AC feeds to the new Eltek chargers, what are the size and from where?
Answer 13: 20 amp feeds, AC panel and battery chargers are shown on drawing T4029 provided with the PWS.
Question 14: Reference the requirement for new 4" X 4" wire trough—Please clarify how many linear feet and how many and types of couplers.
Answer 14: Approximately 25ft, approximately 3 couplers/elbows/T’s.
Question 15: Why are the BAE batteries specified by brand name?
Answer 15: WAPA DSW communications uses BAE batteries as their standard.
Question 16: Is the September 13, 2019 completion date for the requirement mandatory.
Answer 16: The completion date is negotiable and the proposed completion date from issuance of an award should be included with any offer.
Question 17: If possible a site visit is requested.
Answer 17: A site visit may be conducted upon receipt of a request to cagle@wapa.gov. The request shall include the solicitation number in the subject line with name(s) of individuals and conformation of citizenship. No more than two individuals from each company including subcontractors are allowed to conduct a site visit. Although a site visit may be recommended it is not mandatory for submission of an offer. No questions will be answered during the site visit.
