Solicitation No. 89503118BWA000011 Amendment 0001
The purpose of this amendment is to include revised specifications and drawings, post the pre-bid site visit attendance sheet, post the CM-16-Transmittal Form (Appendix A to specifications), and provide questions and answers.
A. Replace the original specification with the revised specification in its entirety. Revisions have been marked with a vertical line in the right margin, however, it is the bidder’s responsibility to review and adhere to the entire specifications.
B. Delete drawing LIB 2601 revision A (page 54), and replace with LIB 2601 revision B.
Delete the original version of LIB 4000 revision T (page 57), and replace with the new correct version, which encircles the proper panel CHA12 instead of panel CHA11. Delete the original list of drawings and replace with the current, updated list of drawings to reflect changes above. Replace the original set of drawings in its entirety with the revised set of drawings to reflect changes above.
C. A copy of the pre-bid site visit attendance sheet is attached.
D. Appendix A – CM-16 Transmittal Form is hereby incorporated and attached (Attachment B1), as referenced in the specifications.
E. The following contractor questions were raised, and the answers are provided below:
Question 1: Do you have a preferred list of sub-supplier or preferred list of contractors?
Answer 1: We do not have a list of sub-suppliers or contractors.
Question 2: Does the labor force have to be Union or none-Union?
Answer 2: Labor and Wage Determinations standards/regulations shall be in accordance with the contract requirements/clauses.
Question 3: Does the CB, located at the Parker Substation, have to be verified prior transportation? Could you send us a picture of the CB in order to properly evaluate the state of the breaker?
Answer 3: The circuit breaker is new, but has been stored for some time. Three components make up the complete circuit breaker: the circuit breaker itself, its stand, and the SF6 gas. The stand is shipped disassembled and will require assembly on the jobsite.
The SF6 gas is shipped in cylinders with internal pressures complying with DOT requirements for hauling. The spare parts for the circuit breaker shall also be transported by the contractor from Parker substation to Liberty substation. No photographs are available. Contractor needs to inspect and note any damage before transport.
Question 4: The RFQ is providing some contradiction on the responsibility of offloading of the equipment (other than the CB) to the Job site? Reference is made to the following in the specifications:
Division 1, Section F. 1. Points-of-Delivery… “The Contractor shall load and unload the material to the jobsite”; and
Division 9, Section B. 2. a. “The equipment supplier will unload the switches, support structures and insulators from the trucks”; and
Division 9, Section B. 3 “The equipment supplier will unload the coupling capacitor voltage transformers.”
Answer 4: The equipment supplier will unload the disconnect switches, along with their support structures, insulators, and spare parts. The coupling capacitor voltage transformers and their support structures will be unloaded by the equipment supplier. The contractor shall transport these items from the point of offloading to the point of installation. GFE material (other than breaker) will be in temporary storage at Liberty. Contractor must move from temporary storage to installation location.
Question 5: Commissioning & Testing : It seems that the Contractor will be in charge of commission and test only from the equipment standpoint and WAPA will be connecting the cables in the control room and perform the final test (point to point after connection, interlocking, functionality, relay settings etc…). could you please detail the scope of work of the Contractor on the full commissioning?
Answer 5: WAPA personnel will connect control cables to energized control boards. The contractor is responsible for electrical testing in accordance with Standard 9, paragraph 9.1.2, Acceptance Tests-Method B.
Question 6: Will APS update the drawing mistake discussed during site visit (panel reference)?
Answer 6: This is not an APS matter. See drawing LIB 2601 revision B. incorporated in Amendment 0001.
Question 7: Does APS require manufacturer supervision during assembly and testing of breaker and disconnects or is the contractor allowed by following manufacturer recommendations?
Answer 7: This is not an APS matter. The circuit breaker and disconnecting switches shall be assembled in accordance with the manufacturer's instructions. Acceptance testing shall be done as described in Standard 9, paragraph 9.1.2, Acceptance Tests-Method B. The government will provide a manufacturer's erecting engineer for the circuit breaker.
Question 8: Will contractor be permitted to connect to 120VAC for trailer power or does that require WAPA personnel?
Answer 8: WAPA personnel will make any and all terminations in energized equipment.
Question 9: Concrete requires 4500 psi break strength. Will Contractor be able to set equipment on foundations prior the 28 days of curing or just after 4500 psi strength is achieved after approximately 7 days?
Answer 9: See Standard 4-Substation Metalwork and Transmission Line Lattice Structures, paragraph 4.1.12.
Question 10: The RFQ is providing some contradiction on steel support being provided by the contractor. Please confirm that the Disconnect switches and CCVTs will be provided with their own support steel by the supplier and the contractor is only supplying a platform for the switchman to operate the mechanism. Reference is made to the following in the specifications:
Division 4, Section B. 1. , Bidding Schedule item “Steel structures, welded (galvanized)”
Division 9, Section B. 2. , Bidding Schedule items “Disconnecting switch, 230-kV, 3,000 amps, and associated support structures (Government-furnished)” and “Disconnecting switch, 230-kV, 3,000 amps, with grounding blades and associated support structures (Government-furnished)”
Division 9, Section B. 2. , Bidding Schedule items “Coupling capacitor voltage transformer, 230-kV, single-phase and associated support structures (Government-furnished)”
Answer 10: Support structures for the disconnecting switches and coupling capacitor voltage transformers are furnished by the government as stated in Division 1-General Requirements paragraph F of the project specifications.
F. The date and time for bid opening remains unchanged.
