d. During all of the 161-kV transmission line outages, work will be required to be performed with the Gila-North Gila 69-kV circuit and Gila-Foothills 69-kV circuit energized. The Contractor must acquire HLO’s for these and other circuits as appropriate. The contractor is responsible for ensuring HLO’s are in place before performing work in close proximity to energized circuits and must coordinate through Western and as directed by the COR for acquisition of HLO’s.
The following work must be completed by the end of the first Gila-Knob 161-kV Transmission Line outage:
(1) At location of new Structure 0-2 (GLA-KNB circuit) --- perform auger excavation work, place rebar, place anchor bolts, and place concrete as required to construct the new foundation.
(2) At location of new double-circuit Structure 116-5 (which will support the GLA-KOF and GLA-WMS circuits) --- perform auger excavation work, place rebar, place anchor bolts, and place concrete as required to construct the new foundation.
e. The following work must be completed before any outages will be allowed on the 161-kV transformers KY5A and KY5B:
(1) The Yuma-Mesa Pumping Plant is currently fed at 4.16-kV from transformers KY5A and KY5B. New transformer KW8A (34.5 – 4.16 kV) will be installed as part of this Gila Substation, Stage 07 Project and will provide an alternative 4.16-kV power source for Yuma-Mesa Pumping Plant. This new power source must be in service before outages will be allowed on transformers KY5A and KY5B. The protective relaying for the 34.5-kV bay and new transformer KW8A will be located within the existing control building.
(2) An outage will be allowed to connect the new 4.16-kV circuit between new transformer KW8A and the existing 4.16-kV bus. All components of the new circuit including interrupter switch WX4A, 15-kV cable circuit, and interrupter switch WX4B shall be made ready for service prior to the end of the outage. This work is required to be done when the Yuma-Mesa Pumping Plant is NOT delivering water (presently estimated to be between December 02, 2019 and December 12, 2019). No other outages will be allowed affecting the Yuma-Mesa Pumping Plant. Ensure necessary equipment, personnel, materials, etc. are available to complete the 4.16-kV connection work during the time frame allowed. The work on or in close proximity to the 4.16-kV bus must be coordinated such that the existing 4.16-kV bus could be returned to service quickly in the event that it becomes necessary to provide power to the Yuma-Mesa Pumping Plant.
Other factors may require the Yuma-Mesa Pumping Plant to adjust their outage schedule. Close coordination and communication between the Construction
Contractor, Western, and the Yuma-Mesa Pumping Plant is required to meet adjusted schedules, if any.
f. Construction of the new 161-kV switchyard must be completed by September 15, 2019 to include the new control building as well as new vertical switchboard sections and communications racks (including all testing & checkout performed by the Contractor), etc.

4. POINTS-OF-DELIVERY: Material furnished by Western will be delivered to Western’s Gila
Substation, as shown on Drawing GLA 0015. The Contractor is responsible for the unloading of Western-furnished material, with the exception that the steel pole supplier will unload transmission line steel pole structures and anchor bolt cages. The Contractor shall inspect the equipment and report any damages to the COR.
5. PROTECTION OF MATERIAL: Provide climate controlled (minimum of 70 degrees Fahrenheit for 24-hours-a-day) indoor storage for items 12, 13, and 14. Provide protection against the elements after being removed from indoor storage and before installation.
F. RIGHTS-OF-WAY:
1. GENERAL: Transmission line right-of-way is 100-feet-wide, except at locations where guys and anchors require additional right-of-way. Western does not represent that the Contractor can gain access to every structure site or travel continuously along the transmission line.
Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to Western. Any additional temporary access acquired by the Contractor shall have prior COR approval, since several areas of the transmission line have travel restricted areas. During the contract period, Western reserves the right to use Contractor-obtained access.
2. ACCESS EASEMENTS: Western has acquired access easements from existing public roads to the transmission line, and some off right-of-way access along the transmission line. This off right-of-way access route is to provide access to the transmission line structure sites not accessible by traveling the transmission line.
G. WORK ON THE RIGHT-OF-WAY:
1. GENERAL: Perform work on the rights-of-way necessary for access to or along the transmission line. Only that excavation, dozing, or blading absolutely necessary will be allowed. Excavation, dozing, and blading for ease of travel may only be performed after field review and approval by the COR. Unauthorized excavation, dozing, blading shall immediately be repaired, or Western will have the damage repaired and forward for all costs incurred to the Contractor.
2. EASE OF TRAVEL AND CRANE LANDINGS: Excavation, dozing, or blading done for ease of travel on any easement or for crane landings shall be restored to the original contour of the land, and shall be compacted to a dry density not less than the natural in-place dry density of the surrounding earth. The use of water may be required to obtain the required density.
Topsoil shall be stockpiled and spread on cuts prior to completion of work.
H. GEOLOGIC INVESTIGATIONS:
Geologic logs of subsurface explorations are included in the Division 15, “Drawings”. The geology report from these subsurface explorations are included in Appendix A. This constitutes the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the Drawings.
Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant.
Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.
The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.
I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:
Electric power up to a maximum of approximately 10-kVA for construction purposes will be available without cost. Source of supply is located in the receptacles throughout the existing substation. The Contractor may furnish power for his operations by other means. Power made available by Western will be delivered as three- or single-phase, 60 Hz, AC, at approximately 120-240 V. Co-ordinate with the COR for establishing electric power service.
Until permanent power is available, provide temporary power to the service building to serve all building loads including HVAC, lighting, and station battery system.
Make arrangements and provide all electric power for construction purposes. Provide necessary distribution circuits, transformers, and other electrical equipment for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines.
J. WATER FOR CONSTRUCTION PURPOSES:
Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.
K. EXPLOSIVES AND BLASTING:
Explosives shall not be used.

The Contractor shall furnish submittals electronically (i.e. email), unless otherwise specified by the COR. Submittals shall be sent to DSW-G5600-CS@wapa.gov in standard PDF or electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include Western's Specification Number, Project Title, Transmittal/Submittal Number, and corresponding Item Number. Refer to the Submittal Log for the list of required submittals. This list may not be all-inclusive, and it remains the Contractor's responsibility to ensure conformance to the individual Specifications for possible additional submittal requirements.
