Solicitation no.89503118BWA000004 Amendment 0002
The purpose of this amendment is to answer Contractor questions, revise the specifications and add asbestos report.
A. Add the below paragraph to Division 2.B.2.f (the below change is annotated with horizontal line in the right margin of the attached specification page change)
f. The existing control panels in the building must be protected from dust and construction debris. Air flow around the control panels must be maintained so the panels do not over-heat. . Draping plastic sheets over the control panels will restrict the air flow.
The contractor must cordon off the work area from the control panels. The contractor shall instruct all of his employees to stay clear of the control panels to avoid inadvertently touching a switch.
B. See below questions and answers:
Question 1 Drawing A1, Detail B, existing 22” x 14” opening. With an active working vent fan in this space, we would recommend blanking off this opening rather than installing a louvered grill. Please confirm if this is desired (see attached photo IMG_0201.jpg)
Answer 1 Install per WAPA specifications.
Question 2 Section C, Project Specifications, Division 2.A.3.b.iii – Please provide a copy of the hazardous materials report for review prior to bid.
Answer 2 A lead and asbestos survey was conducted on April 25, 2018 (survey report attached).
Specifically this survey targeted the wall joints, base board mastic, floor tile mastic, and paint in the area planned for renovation.
Lead Results According to the California Department of Health Services and Federal Environmental Protection Agency, lead concentrations must exceed 5,000 parts per million (ppm) to meet the definition of lead based paint. The tested materials contain lead concentrations ranging between 91-460 ppm, well below the 5,000 ppm threshold.
Asbestos Results Results from sampled suspect building materials indicate no asbestos was detected.
Western Environmental Department reviewed the results with WAPA-SNR Safety Manager and Adam Laboratories Inc. Together they concluded, lead and asbestos are not present at levels of concern from a worker safety or hazardous materials standpoint. However, PPE and lead awareness training are recommend by Cal/OSHA when working with surfacing materials containing <600 ppm of Lead.
Furthermore, Bay Area Air Quality Management District asbestos notification will not be required for this project as the project does not involve the removal of 100
sq. ft. or more, 100 linear ft. or more, or 35 cubic feet or more of asbestos.
Solicitation no.89503118BWA000004 Amendment 0002
Question 3 We recommend utilizing dust barriers to isolate the work are from the electrical equipment in the building. Please confirm this is desired.
Answer 3 Barriers are required. The existing control panels in the building must be protected from dust and construction debris. Air flow around the control panels must be maintained so the panels do not overheat. . Draping plastic sheets over the control panels will restrict the air flow. The contractor must cordon off the work area from the control panels. The contractor shall instruct all employees to stay clear of the control panels to avoid inadvertently touching a switch.
Question 4 On Traffic Control Plan T2, states no traffic control allowed between 6:00AM to 9:00 PM and between 3:30 PM to 6:30 PM is this a typo or can we only work from 9:00PM to 6:00AM in roadway
Answer 4 The time is 6:00 AM to 9:00 AM, this is a requirement from the City of Livermore.
Question 5 Plan calls for Manhole tie in but detail called out S-5A is a connection to sewer main. Which is correct? If it is tied into manhole please provide detail
Answer 5 The manhole connection is the preference of the City of Livermore and you need to contact the city for direction when you make the tie-in. There are no details of the manhole tie-in.
Question 6 There is a porta-potty outside of gate will contractor have access to this? (locked with pad lock)
Answer 6 No, the contractor must provide their own sanitation facilities.
Question 7 Specs state only 20 feet of trench open at one time. This is not possible at this depth.
Answer 7 The trench cannot be left open overnight on the roadway, 20 foot maximum was listed so that each section of the trench can be closed each night. If the trench must be longer it is the contractor’s option to provide steel plates so traffic can flow during the hours listed.
Question 8 Is this project Tax Exempt, Tax on Materials and Third Party Rental Equipment only, or fully Tax Burdened?
Answer 8 This is a federal project which is federally tax exempt. Please review California state statutes for state tax exemption determination.
Question 9 Is it the desire of WAPA for the Contractor to have a single, full time, non-working site Supervisor to manage the project and site safety requirements?
Answer 9 Please refer to Standard 1, which describes the role and responsibilities of a Superintendent. The Superintendent must me in a non-working status only when critical work elements are being performed.
