About this file
This document is an Amendment 001 with Questions and Answers for Solicitation 88310325Q00043B, a records relocation contract for the National Archives and Records Administration (NARA). The solicitation requires a contractor to pull, prepare, palletize, and move archival records within the NARA facility in College Park, MD, with key modifications including reducing the maximum record volume from 57,600 to 10,800 cubic feet. The contract will be a fixed-price arrangement, with the contractor expected to price for multiple volume scenarios and perform work using a single team that can adjust daily workforce while maintaining a 12-pallet daily output.
Key operational details include free on-site parking, NARA staff directing record pulling, no transportation responsibility, government-provided shrink wrap/banding, and minimal administrative overhead. Site access requires a government-issued picture ID, with contractors allowed to operate manual pallet jacks after site orientation. Contractors must submit a technical quotation, staffing plan, and pricing spreadsheet with the bid, and will invoice monthly in accordance with the Prompt Payment Act. The work is scoped for May 1, 2025 through September 30, 2025, focusing on relocating records from Stack 530 and potentially other stack areas within the College Park facility.

Solicitation 88310325Q00043B Amendment 001 Move Records at A2 amended as follows:
Question 1: Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer: No, there is no incumbent.
Change to RFQ: None.
Question 2: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer: See question # 1.
Change to RFQ: None.
Question 3: I noticed on your solicitation you mention that this did not include the transportation of the records. Will there be a bid that we can participate in the movement of these shipments? We are a TSP partner for GSA transportation and have worked with you all in the past as well!
Answer: No.
Change to RFQ: None.
Question 4: Is there parking for personal vehicles at College Park site where contractor will be working?
Answer: Yes, free parking is available in an on-site satellite lot.
Change to RFQ: None.
Question 5: On average how many hours a month will the Program Manager be required to attend planning meetings?
Answer: After the initial project kick off, regularly scheduled program manager planning meetings are typically not needed (unless there are issues).
Change to RFQ: None.
Question 6: Are we limited to loading & palletizing 12 pallets per day? With the interest to palletize or load more per day which would entail finishing the contract earlier than expected or performing less work days per week and stay on the same timeline. Any insight or information related to maximum limitations per day/per week would be very helpful for planning and pricing. In past projects we have loaded between 24-48 pallets per day and in our experience it allowed for a more efficient and streamlined process.
Answer: For staging purposes, we are limited on the number of pallets that can be staged within a stack area.
Maximum staging within a stack is 24 pallets. Pallets are not authorized to be left at any time within the hallways or non-stack areas. The idea of 12 pallets per day has allowed us to maintain a consistent flow of pallet building/staging and we've been on target to meet the project goals. Now, there are opportunities to pull records in advance for the next day.
Change to RFQ: None.
Question 7: Would the contract awardee be performing one, two, or all three of the price line items based on the cubic footage?
Answer: The contract awardee will be performing CLINs 0001 and 0002. CLIN 0002 is going to be changed from 48,000 cu ft to moving up to 10,800 cu ft in 1,200 cu ft increments.
Change to RFQ: Yes.
