About this file

This document is a Justification for Other than Full and Open Competition for a sole source contract award by the National Archives and Records Administration (NARA) to Texas A&M University (TAMU) for Security Guard Support Services at the George H.W. Bush Presidential Library and Museum.

NARA intends to award a firm-fixed price contract to TAMU for a base year plus four 12-month option years to continue providing these services, which TAMU has performed for the past 21 years under an agreement with NARA. The total estimated value of the contract is not-to-exceed $6,969,594.41. NARA is citing the authorities of FAR 6.302-1 and FAR 6.302-5, which allow for other than full and open competition when only one responsible source can meet the agency's requirements. The George H.W. Bush Presidential Library is physically located on TAMU's campus, and NARA has determined that TAMU is the only source that can provide the required security services. NARA will consider any information submitted by other responsible sources by the May 17, 2024 deadline, but a final determination to compete the requirement is at the Government's discretion.
