QUESTIONS AND ANSWERS
1. QUESTION: [Amendment 004] Q&A 75 and 115. Q&A 75 states, Question – “will the government please confirm that it is Part 1 – Technical Understand (sic) and Approach that is limited to 24 pages, and that offerors can continue on to Part 2 – Management and QC without page limits?” Government Answer, “No. The entirety of Volume I is limited to 35 pages, excluding Key Personnel resumes.” This indicates that all required sections of Volume I, including the Management, Quality Control and Subcontractor Management plans be included in the 35 page limit. However, the answer provided to question 115 changes the RFP to state, “PROPOSALS MUST BE SUBMITTED IN THREE VOLUMES: VOLUME I, TECHNICAL PROPOSAL; VOLUME II, RELEVANT PAST PERFORMANCE; AND VOLUME III, PRICE PROPOSAL. … THERE IS NO PAGE OR FORMAT LIMIT FOR THE MANAGEMENT AND QUALITY OR PAST PERFORMANCE SUBMISSIONS.” The answer to questions 35 and 115 are inconsistent. Please confirm if the Management and Quality Control Plans (and Subcontractor Management Plan) are included in the 35 page limitation.
ANSWER: Confirmed.
RFP CHANGE: IN ENCLOSURE 8, PROPOSAL SUBMISSION INSTRUCTIONS, DELETE PARAGRAPH 7.A. SUBMISSION AND REPLACE IT WITH THE FOLLOWING:
“A. PROPOSALS MUST BE SUBMITTED IN THREE VOLUMES: VOLUME I, TECHNICAL PROPOSAL; VOLUME II, RELEVANT PAST PERFORMANCE; AND VOLUME III, PRICE PROPOSAL. THE VOLUME I RESPONSE MUST BE NO MORE THAN 35 PAGES, SINGLE SPACED, TIMES NEW ROMAN FONT, NO LESS THAN 11 POINT). TEXT EMBEDDED IN GRAPHICS, CHARTS, AND TABLES MUST BE LEGIBLE BUT, CAN BE IN ANY FONT PROVIDED THAT THE TEXT IS LEGIBLE (I.E. NO LESS THAN 9 POINT).”
2. QUESTION: [Amendment 004] Q&A 6 provides the number of FTEs for SCA labor categories at each FRC site. The government’s answer provided to Q&A 16 in regards to the number of Team Leads at each FRC site states in part, “At least one (1) per site.” Please confirm a Team Lead is not required at FRC sits for which contractor SCA personnel are not currently staffed.
ANSWER: See Amendment 004 answers to Questions 42, 79, and 80. See Enclosure 2, Statement of Work paragraph 3.2, Onsite Supervision of Contractor Personnel.
RFP CHANGE: NONE
3. QUESTION: [Amendment 004] Q&A 6 list the number of FTEs for SCA labor categories at each FRC site. Enclosure 1, Attachment 1 column B provides a FTE quantity that is different than the number of FTEs for SCA labor categories at each FRC site detailed in Q&A 6. Should Offerors change the FTE quantity in column B in Enclosure 1, Attachment 1 to reflect the FTE count provided in answer 6?
ANSWER: No. Amendment 004 Question 6 was asking about the current contract. Enclosure 1, Attachment 1 reflects the estimated maximum number of FTEs.
4. QUESTION: [Amendment 004] Q&A 126 ask if the Program Manager can be added to Enclosure 1, Attachment 1 for pricing the position. The answer states, “See Enclosure 1, Schedule of Prices paragraph 4. Composite Hourly Rate Tables. The Contractors may add rows as necessary and must identify all labor categories applicable to this contract.” The question was not answered regarding Enclosure 1, Attachment 1 for adding the Program Manager. May Offerors add labor categories (rows) to Enclosure 1, Attachment 1.
ANSWER: Yes.
5. QUESTION: [Amendment 004] Q&A 110 states the Team Lead is non-SCA. May Offerors propose this position as a SCA labor category that correlates to the requirements of the position?
ANSWER: The Team Lead is subject to the Service Contract Act as previously stated in response to Question 110 in Amendment 004.
RFP CHANGE: NONE.
6. QUESTION: [Amendment 004] Q&A 42 confirms Offerors must provide rate information for all locations in Enclosure 1, Attachment 1. In performing this task the spreadsheet automatically calculates Base Year and Option Year total. For Option Years 3 and 4, the total columns K and M use a formula that multiples the hourly rate by the Base Year Total (column E) and Option Year 1 Total (column G), which greatly overstates the total for each year. Will the government be issuing a new spreadsheet to correct this error or should Offerors make the correction themselves?
ANSWER: NARA has corrected the identified formula errors in Enclosure 1, Attachment 1, Price Analysis Sheet.
RFP CHANGE: DELETE ENCLOSURE 1, ATTACHMENT 1, PRICE ANALYSIS SHEET AND REPLACE IT WITH ENCLOSURE 1, ATTACHMENT 1, PRICE ANALYSIS SHEET CORRECTED.
