Questions and Answers for 88310320Q00009 AMENDMENT 0001

1. Question: Ref PWS para 3.5.2.1.1 Multi-Phased Destruction - The PWS states that "When paper media is cross-cut shredded to 5/16 inch plus or minus 1/16 inch, certain security requirements are reduced. What are the requirements that are reduced?

Answer:

See PWS para 3.5.2.1.1 Multi-Phased Destruction. “The Contractor may employ a multi-phased destruction process where the initial shred particle size is larger than the requirement in para 3.5.2.1. However, only when the material meets the standard in para 3.5.2.1 is it deemed to be destroyed. Under multi-phase destruction, when paper or printed media is cross-cut shredded to 5/16 inch plus or minus 1/16 inch, certain security requirements are reduced. However, the Contractor and Subcontractors shall still provide specified levels of security (throughout this PWS) until the material is “destroyed” per 3.5.2.1.”

The requirements in PWS para 3.8 Requirements Applicable when Contractors Utilize Subcontractors – Mills and 3.9 Requirements Applicable When Contractors Utilize Subcontractors –Transportation reflect the reduced requirements when the material conforms to PWS para 3.5.2.1.1 in Multi-phased Destruction.

RFQ Change:

Edit PWS para 3.8 and 3.9 as follows:

“3.8 Requirements Applicable when Contractors Utilize Subcontractors – Mills”

Add to PWS para 3.8:

“These requirements in para 3.8 (and sub paragraphs) are the reduced requirements allowable only when the material is reduced to the standards in PWS para 3.5.2.1.1 in a Multi-phased Destruction.”

3.9 Requirements Applicable When Contractors Utilize Subcontractors –Transportation Add to para 3.9:

“These requirements in para 3.9 (and sub paragraphs) are the reduced requirements allowable only when the material is reduced to the standards in PWS para 3.5.2.1.1 in a Multi-phased Destruction.”

2. Question: Ref PWS Attachment 1 Schedule of Prices. Para 4 Table by Location Tons What happens after the proposed 4 option years from a paper standpoint. Is there still paper coming in to these facilities now? Or after 5 years will they be cleaned out and empty?

Answer: The requirements (in some form) will likely continue after the Base and 4 Options Years. It is difficult to project what the quantities for disposal will be at that time. One trend in NARA is a reduction in paper records. However, the impact on our disposal requirements is unknown. NARA will likely compete the requirement for a new contract award after five years.

RFQ Change: None

3. Question Locations Can the contractor choose to do certain locations from the list of locations if it is a better fit and can provide a higher potential return to NARA? Or do you need the contractor to provide service to every location listed?

Answer: Vendors shall quote for all locations. However, we are allowing vendors to quote different rates for different locations.

RFQ Change:

Edit ATTACHMENT 6 QUOTATION SUBMISSION INSTRUCTION para 5. Multiple Quotations as follows:

“Para 5. Multiple Quotations. Vendors may submit multiple quotations to reflect different approaches (e.g. different transportation schemes or different disposal locations). When providing multiple quotations vendor shall submit complete quotation packages (containing all parts of the quotation as required in this enclosure) for each quotation submitted.”

Add: “Vendors may quote different rates (% of OBM) for material for different locations (e.g. if NARA delivers v. if vendor picks up material.)” Add: “Vendors shall quote for all locations.”

4. Question: What is the “established amount” in this sentence? See PWS para 1.2 as follows: “This is intended as a no cost to the Government revenue generating award; however the Government may pay the Contractor an established amount per ton per shipment for less than 20 ton load.”

Answer: No short ton allowance will be paid.

RFQ Change:

Edit PWS para 1.2 delete the last sentence as shown below:

PWS para 1.2 “The NARA Records Centers have an ongoing need for the destruction of stored paper and cardboard that is no longer viable for record keeping purposes. The Records Centers require a smooth, continual process of shipping and destruction in order to create space for the new annual accessions that are received from various agencies. In order to facilitate the process, the Government desires to create a no-cost contract for the shipping, storage, and destruction of the stored records while receiving revenue for part of the recycled paper's value, at the higher of the two quoted prices for "mixed paper" in the Pulp and Paper Week (PPW) for the Chicago Region (as indicated in the solicitation and contract). This is intended as a no cost to the Government revenue generating award. ; however the Government may pay the Contractor an established amount per ton per shipment for less than 20 ton load.”
