About this file

This is an Addendum 1 to a Request for Proposal issued by the City of Madison Finance Department, Purchasing Services, on November 26, 2018, for ambulance remount services (RFP 8773-0-2018-BP). The City of Madison Fire Department seeks proposals from qualified vendors to remount and refurbish E450 Braun XL Chief Type III ambulances. The project involves retrieving current ambulances, providing new E450 cutaway chassis, remounting existing Braun ambulance components, refurbishing components as needed, and repainting to specifications. Up to three remounted ambulances may be ordered across 2019, 2020, and 2021, with the initial remount involving a 2014 chassis with a 2005 box. Bidders were required to acknowledge receipt of this addendum on RFP Form B, Receipt Forms, and Submittal Checklist.

The addendum addresses fourteen questions and responses that clarify project specifications and requirements. Pricing should include a set price for all three years (2019, 2020, and 2021), with vendors permitted to propose escalators if desired. Notably, vendors need not be Braun authorized remount facilities or participants in the Ford QVM program to submit proposals, though the addendum specifies detailed requirements including aluminum fenderette replacement, C-Channel rub rails without reflective tape, Eberhard handles on exterior doors, Freedom 55" LED light bar specifications with particular light configurations, control panels for heat and air conditioning systems in both cab and module, rear chevron coverage with 3M Diamond Grade reflective materials, and Buell air horns with specified mounting and drainage requirements. The city will supply fuel ring and wiring for installation, and KKK certification is not required if unable to attain. Contact for questions was directed to Brian Pittelli, City of Madison Purchasing Services.

Ambulance Remount

Notice to All Bidders:

Please note the following responses to the questions received:

Question 1. Are you looking for one price that is good for 2019, 2020, and 2021 or are you looking for a price for 2019 with an escalator for 2020 and 2021 prices?

Answer: We are looking for a set price for 2019, 2020, and 2021. If you wish to put an escalator in, please list what it would be on the pricing form.

Question 2. Do you know the module serial numbers and/or years of the modules you want to remount.

Some of the Madison Ambulances have been remounted several times and evaluation will need to be done on remountability of the older modules.

Answer 2014 Chassis with a 2005 box remount in 2019, others are yet to be determined

Question3. There is no reference to requiring a Braun authorized remount facility to perform the remount.

If you remount with a non Braun authorized remount facility the module warranty will become void.

Answer: You need not be a Braun authorized dealer to submit a proposal

Question 4. I see no reference to the remount facility being a participant of the Ford QVM program.

Participation in this program requires annual inspection by Ford Motor Company QVM Program and ensures OEM chassis guidelines and critical elements are followed, chassis warranty will be honored and more. I would think there would be a significant level of risk exposure for the city not to require participation in the program.

Answer: Participation of the remount facility in the Ford QVM program is not mandatory to submit a proposal.

Question 5. Page 9 - current fenderettes are anodized aluminum. Is this a typographical error or do you want to change from aluminum to stainless steel?

Answer: Replace existing aluminum.

Question 6. Page 9. Current rubrails are not "C" channel, but they can be changed to "C" channel.

Current rubrails have reflective tape on them, do you want reflective tape in the "C" channel rub rails to match the existing units?

Answer: Replace with C-Channel, no reflective tape mailto:finance@cityofmadison.com http://www.cityofmadison.com/finance/purchasing

Question 7. We will need to know if the current modules you are asking to be remounted currently have Eberhard handles or not on exterior doors. If they do not it requires more work to modify the door.

Answer: Remounts would have Eberhard handles.

Question 8. Page 9 - Current Braun ambulances at the City of Madison have an 115VAC/12VDC heat/ac system that will require 30 amps for shoreline. If you are keeping that type of heat/ac system you will need to change the Kussmaul 20 amp auto eject to 30 amps.

Answer: Vendor specification may include a 20 or 30 amp as needed and an explanation should be included to state why one or the other is needed.

Question 9. Page 9. We will need more details on colors and number of LEDs in the Fredom 55" LED light bar with Opticom.

Answer: The Freedom 55" lightbar should be populated as follows:

-Rear facing lights: No rear facing lights.

-Corner facing lights: Both front corner lights red. No rear corner lights.

-Side/Alley lights: Both side lights red.

-Front facing lights: (W)(R)(R)(Opticom)(R)(R)(W)

Question 10. Page 10 - Past trucks have a Hoseline combination 115VAC/12VDC heat/ac system. Is this what you are trying to describe? Your past Braun ambulances also have control panels for heat/ac system in cab and in module.

Answer: Yes, control panels should remain in front and rear.

Question 11. Page 10 - need to know the color and reflective material type for the Chevron and how much coverage on the rear.

Answer: Coverage at rear, U shaped not covering the doors with 3M Diamond Grade reflective red and fluorescent yellow.

Question 12. Page 10, 2.5 - New KKK stickers cannot be installed. Remounter cannot certify KKK. KKK only applies to newly built ambulances. Feel free to call GSA and speak with John McDonald on the subject.

Answer: KKK not needed if unable to attain the certification.

Question 13. I believe in the past, Madison Dept. of fleet supplied rings for the fuel fill that needed to be installed and wired to cab. I do not see that in this specification.

Answer: City will supply fuel ring and wiring for installation.

Question 14. Page 8 - I believe you need more details on the air horn installation. I believe the drain line is supposed to the rub rail with a brass petcock to drain the moisture.

Answer: Buell air horns mounted in the bumper opening with new air tank and compressor. Cab switches will be re-used. Bleeder should be also replaced in current location.

Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
