QUESTIONS AND ANSWERS

Reference: Questions in response to Solicitation Number 86615722R00001 Risk Management and Capital Assessment Projections (RMCAP)

To: Prospective Offerors

The following questions and answers addressed below are hereby incorporated into this solicitation:

THE CLOSING DATE OF THIS SOLICITAITON IS August 26, 2022; 3:00 PM EST.

Q1 What is the intended start date of the period of performance?

A1 September 30, 2022

Q2 Can the deadline for offerors be extended?

A2 Amendment 1 the closing date has been extended from August 8,2022 to August 26, 2022, at 3:00 p.m. ET.

Q3 Section 5.2.4.3 of the PWS describes constraints regarding model run time on FHA’s infrastructure, including “Model Run Time: All computing executions of model reports shall not exceed more than 4 hours on FHA's infrastructure for each of the Forward and HECM models.

The sample dataset shall execute in no more than 1 hour.” Our understanding is that the contractor will be provided laptops. Will access to appropriate infrastructure (VMs, shared drives, enterprise applications) also be provided to assess and test meeting the criteria for run times and file sizes listed as constraints?

A3 The contractor will not be provided laptops due to a recent change in HUD’s Office of Chief Information Officer (OCIO) policy. The program office IT specialist will provide any access to HUD’s environment that is necessary for the contractor to ensure that code executes properly and within required timeframes. Once the contractor has received their approval to access HUD’s network, access requests will be submitted, and accounts set up accordingly.

Q4 The PWS states that the Government will provide data from various FHA systems. How and in which form will the data be provided? How often will the data be provided?

A4 For the current contract, the vendor accesses the appropriate HUD system and pulls salient data monthly. Data transfers occur either by the vendor pulling it themselves, or by use of a Secure File Transfer Protocol (SFTP) interface. The program office IT specialist will provide any necessary system and SFTP server access once the contractor is approved for HUD system access.

Q5 What’s the overall size of the data being provided?

A5 The overall size of the initial data pull before transformation and load is 95.5 GB (102,618,387,026 bytes).

Q6 The PWS specifies that quarterly and annual reports package deliverables will be provided via email to the COR. The document doesn’t indicate how monthly reports packages will be submitted. Are monthly reports required to be submitted to the COR via email as well?

A6 Monthly and quarterly reports packages will be submitted via email to the COR. Modified the PWS for clarity and consistency (see PWS section 5.2.3 and 5.2.4).

Q7 Will the artifacts repository be housed on the contractor system or FHA’s environment?

A7 The Artifacts repository will be housed on the contractor’s system. Language has been modified accordingly (see PWS section 5.3.4)

Q8 Section 5.3.5 of PWS states:” Maintenance on the reporting platform will be performed in the first and fourth quarter of each Fiscal Year.”. This is the only mention of “reporting platform”.

Should all submitted reports be also available on a reporting platform? If so, how many users are expected to have access to the “reporting platform”?

A8 Language has been added to describe the platform requirements (see PWS section 5.3.4), however, the statement regarding maintenance of a reporting platform has been removed as the contractor is required to maintain their platform continuously.

Q9 NAICS: 541611

SIZE STANDARD: $16.5SBA issued a final rule (SMALL BUSINESS ADMINISTRATION 13 CFR Part 121 RIN 3245-AG91) that changed the size standard for NAICS 541611 (Administrative Management and General Management Consulting Services) from $16.5 million to $21.5. The new size standards became effective April 30, 2022. Please update the small business size standard for this acquisition to $21.5M

A9 The small business size standard for NAICS is 21.5M

Q10 (a) Offerors shall organize their technical proposal to follow the technical evaluation criteria listed in Section V.

The solicitation states that the technical evaluation criteria are listed in Section V, however, Section V appears to have been omitted from the solicitation. Can HUD confirm that there are no evaluation criteria stated outside of those listed starting on page 68? If there are, can HUD clarify where this is stated?

Please identify which option below is accurate:

Q12 The RFP states that any proposed subcontractors should provide a commitment letter including “a complete business proposal in the same format as the offeror’s”. Can HUD confirm that a separate business proposal is not required from each subcontractor?
