[ ] Concur [ ] Do Not Concur Additional Comments (if any):

For each of the Five (5) criteria listed below, the rater must choose One (1) Adjectival Rating by checking the box, as applicable. For any rating that is checked Exceptional, Very Good, Marginal or Unsatisfactory, please submit additional comments to substantiate the rating. If Cost Control is N/A, please explain why. Exceptional or Good ratings without a narrative will be considered “satisfactory” and marginal or unsatisfactory ratings without a narrative will be considered “marginal.” Comment by Haselden, Justin D: How do we what to handle surveys that do not have narratives? GAO is finicky about this so we should address it.

I recommend we either (1) do not require narratives (the simplest method), (2) make narrative optional and state that HUD will give greater weight to surveys with clear narratives and give greater weight to the narrative if it is inconsistent with the rating, (3) or state that Exceptional or Good ratings without a narrative will be considered “satisfactory” and marginal or unsatisfactory ratings without a narrative will be considered “marginal.”

I recommend we go with the first option to simplify and speed the evaluation. We are asking a third party to do us a favor so we should make it easy on them and ourselves.
