SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
Vision Statement
The vision of this requirement is to obtain services to conduct performance evaluations, updates, and re-estimation of the confidential scorecard algorithms using Federal Housing Administration (FHA) data and performance from insured loans.
1.0 General Information
1.1 Introduction
The FHA TOTAL Scorecard is the mechanism that provides for the vast majority (over 90%) of FHA single-family mortgages. As such, it’s highly mission-critical and supports departmental objectives in supporting a healthy, well-functioning mortgage market and access to credit within underserved populations. TOTAL cutpoints are a policy lever for easing or tightening of mortgage credit—movements up or down directly affect a material number of households. While FHA leadership decide on cutpoints, this Contract will provide vital support in performance evaluations, updates, and re-estimation of the confidential scorecard algorithms.
1.2 Background
The TOTAL (Technology Open to Approved Lenders) Mortgage Scorecard, herein after referred to as TOTAL scorecard, is a statistically derived decision engine maintained by HUD that works in conjunction with outside
Automated Underwriting Systems (AUS) platforms to identify FHA loan applications that in addition to the AUS review must pass a manual borrower credit underwriting review prior to acceptance for FHA insurance. HUDs confidential TOTAL scorecard was developed under contract and has been employed in the FHA credit underwriting process since May 2004. The scorecard was built using confidential FHA borrower credit data
(procured through other contracts) that was paired with corresponding electronically collected loan application data and related to subsequent loan performance data. Subsequent contracts have provided for performance evaluations, updates, and re-estimation of the confidential mortgage scorecard algorithms as new data and experience have become available.
1.3 Constraints
The services identified in this PWS will adhere to the rules, regulations, laws, standards, and conventions identified by HUD as well as within the Federal Government.
1.4 Description of Services
HUD is seeking a contractor to provide performance evaluations, updates, and re-estimation of the confidential scorecard algorithms using FHA data and performance experience from loans insured from 1997 through current day with associated credit histories. This data has been procured through other contracts and will be provided to the contractor which they will utilize to provide HUD a final report analyzing scorecard performance. The work performed under this contract will help predict which loans are likely to default, borrower credit issues, as well as inform fair lending impacts.
