About this file
This is a Performance Work Statement (PWS) for Automated External Defibrillator (AED) equipment and services to be provided to the U.S. Department of Housing and Urban Development. HUD's Office of Administration requires contractor support to manage approximately 177 defibrillators deployed across HUD Headquarters in Alexandria, VA (Eisenhower Building) and all HUD Regional and Field Office locations nationwide. The primary services include equipment provisioning, inspection and preventive maintenance, asset tracking, program management, emergency use support, and training and awareness support. The contractor must coordinate AED placement within facilities, conduct routine inspections to verify operational status, replace consumable components such as batteries and electrode pads prior to expiration, maintain an inventory tracking system with real-time reporting capabilities, and notify appropriate HUD Points of Contact of any issues affecting device readiness. The contract period consists of a 12-month base period with up to four 12-month option periods.
Key deliverables include a Draft Project Management Plan (due 5 business days after award), Final Project Management Plan (due 5 business days after approval), Monthly Status Reports (due by the 2nd business day of each following month), Inventory and Tracking Reports (due the 1st business day after month-end), and a Quality Control Plan (due within 30 days of award). All devices must be FDA-approved and Wi-Fi enabled to integrate with HUD infrastructure for real-time monitoring. The contractor must perform installation and maintenance services between 0800-1630 Monday through Friday (local time), excluding federal holidays and facility closures. Performance standards specify zero deviation acceptable quality levels for all major deliverables, with 2% invoice deductions assessed for each day of non-compliance. HUD strongly prefers repurposing the 54 existing AED devices currently at the Weaver Building and redistributing them to the Eisenhower Building for cost savings, while the 35 existing devices at Eisenhower will be disposed of.

1. General Information
1.1 Scope of Work
The Department of Housing and Urban Development (HUD), The Office of Administration (OA) requires contractor support to provide AED equipment, program management, inspection, maintenance, and support services for HUD Headquarters and Regional/Field Office locations nationwide. Services shall include:
· Equipment
· Inspection and Preventive Maintenance
· Asset Tracking
· Program Management
· Emergency Use Support
· Training and Awareness Support
Detailed descriptions of specific tasks are provided in Section 5 – Specific Tasks and Deliverables.
1.2 Background
There are currently approximately 177 defibrillators deployed across HUD Regional/Field Offices, each requiring consistent management to ensure operational readiness and compliance with safety standards.
Prior to 2024, the HUD HQ location had around 12 outdated AED devices, servicing around 5000 employees. These AED devices were not serviced or maintained appropriately. In 2024, HUD purchased 54 new devices to better support the HUD workforce. In 2025, the HUD workforce at the HQ location was reduced to around 3000 employees.
The HUD HQ location is moving from SW Washington, DC (Weaver Building) to Alexandria, VA (Eisenhower Building). Some of the employees have already moved to the new location. The HQ move is anticipated to be fully completed and transitioned by August 2026 (estimate). Currently, there are around 35 AED devices at the Eisenhower building leftover from the previous tenant. Evidence suggests that these 35 devices were properly serviced and maintained.
HUD strongly prefers to repurpose the existing 54 AED devices currently installed at the Weaver Building and recommends their redistribution and reinstallation at the Eisenhower Building, to the maximum extent feasible for cost saving purposes. These devices are Wi-Fi enabled. The existing 35 devices currently installed at the Eisenhower building will not be reused and will be disposed of.
The current vendor for the existing contract has a centralized electronic dashboard system available to HUD POCs, that have been delegated the responsibility of completing monthly checks on readiness for the AEDs. This is done by a visual check, looking for a green light on the device. If the device is in good status, a HUD employee must manually record the action in the contractor’s database system. In the future, HUD would like these checks to occur in real-time while connected to the HUD Wi-Fi network in all its offices moving forward, eliminating manual and visual checks.
1.3 Constraints
The services identified in this PWS will adhere to the rules, regulations, laws, standards, and conventions identified by HUD as well as within the Federal Government. Constraints include the following:
· Work shall not disrupt HUD operations.
· All systems must integrate with existing HUD infrastructure.
· All AED devices shall be FDA approved.
1.4 Non-Personal Services
The Government will neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services.
If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (CO) immediately. These services shall not be used to perform work of a policy, decision making or management nature, i.e., inherently Government functions. All decisions relative to programs supported by the Contactor shall be the sole responsibility of the Government.
1.5 Period of Performance
The period of performance shall be a 12-month base period and up to four 12-month options.
1.6 Place of Performance
The devices are located at HUD Headquarters and all HUD Field Office locations.
The contractor shall monitor the devices outside of the HUD offices.
1.7 Hours of Operation
The Contractor is responsible for providing install and maintenance services between the hours of 0800-1630 Monday through Friday (local time for the respective office) except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closing, or similar Government directed facility closings. The Government reserves the right to change hours of operation or restrict contractor access. Government agencies will not be available during scheduled holidays, inclement weather, weekends, and after duty hours.
The Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within the contract when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.

The Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government. Post Award Conference and subsequent meetings may be held via virtual meetings at the COs or CORs discretion.

Additionally, HUD reserves all rights and remedies under the provisions and clauses of the contract when performance of any contract requirement, whether or not listed below, is unacceptable.
HUD will develop a Quality Assurance Surveillance Plan to be used to provide contract oversight. In conjunction with the Contractor's Quality Control Plan and various other methods of assessing performance, the COR and PM may perform on-site reviews and/or other types of verification to determine that the specified target performance requirements have been met. Regular review of Contractor performance is critical to the overall success of the contract. On a monthly basis, the COR will evaluate the quality of the product or services.
