848TH SUPPLY CHAIN MANAGEMENT GROUP (SCMG)

JUSTIFICATION FOR QUALIFICATION REQUIREMENTS (JQR)

FOR

MANUFACTURING QUALIFICATON REQUIRMENTS (MQR)

JULY 2020

1. DESCRIPTION OF JUSTIFICATION APPLICABLITY

1.1. This justification applies to pre-award qualifications for manufacturing of Air Force Sustainment Center commodity items managed by the 848th Supply Chain Management Group, for which engineering authority has been delegated. The Master Item List can be found as a Tab of the coordination package. Source approval requests for items managed by the Defense Logistics Agency (DLA) are in accordance with the JACG SAM Handbook and are not applicable to this Manufacturing Qualification Requirement (MQR).

1.2. This Justification for Qualifications Requirements (JQR) document applies to the 848 SCMG MQR. The 848 SCMG MQR is designed to augment and support procedural guidance provided by AFMCI 23-113 and is applicable to 848 SCMG-managed items. 848 SCMG-managed items in this context includes items managed by the 422d Supply Chain Management Squadron (SCMS), 423 SCMS, 424 SCMS, Critical Application Items (CAIs) and/or Critical Safety Items (CSIs) and non-CAI, CSI-items) coded with the following Acquisition Method Suffix Codes (AMSC): C, D, K, M, N, P, Q, R, S, and V.

1.2.1. Pursuant to FAR 9.202(b) (except for AMSC G), the Engineering Support Activity (ESA) must process a Qualification Requirement Waiver for all other AMSC not listed above.

1.3. The intent of MQR-848 is defined in paragraph 1.2 of the MQR-848 document.

1.4. References cited in MQR-848 include:

1.5. The work required for the items covered by this justification include manufacturing as defined in each applicable contract. Generally speaking, manufacturing consists of a supplier utilizing drawings and specifications (i.e., the Engineering Data List (EDL)) to build-to-print, conduct required performance testing (e.g., Acceptance Test Procedures), and producing an End Item that meets all the requirements specified by the documents & drawings in the EDL. The items covered by this justification include a variety of Commodity, Shop Replaceable Units (SRUs) or Line Replaceable Units (LRUs) the latter of which, provide a myriad of different functions on different aircraft.

Systems supported by these items include, but are not limited to, electrical, hydraulic, navigation, communications, flight controls, fuel, environmental, weapons control, and structural.

2. JUSTIFICATION FOR QUALIFICATION REQUIREMENTS

2.1. The items contain critical characteristics and meet the requirements of either a Critical Application Item (CAI) or Critical Safety Item (CSI) as defined by the Joint Aeronautical Commanders Group, Critical Safety Item, Handbook.

2.2. The items covered by this JQR require pre-award qualification of a potential source because these items are critical and complex; at a minimum meeting the definition of CAI or CSI, and require manufacturing processes that must be controlled and monitored. These processes require the use of specialized equipment and unique capabilities that increase technical and programmatic risk and, ultimately, may affect aircraft operation and personnel safety. Examples include, but are not limited to:

stringent manufacturing Specifications that impact/affect material selection;

manufacturing/assembly facility requirements; tolerance/quality control requirements;

https://p-r-i.org/nadcap/about-nadcap/ unique/complex testing requirements (e.g., destructive, nuclear hardness, system integration, etc.); plant/employee security requirements; specialized/unique welding, brazing, soldering processes; the application of protective coatings; and specialized tooling, fixtures, and test equipment. These capabilities are controlled through various process control procedures, quality assurance provisions, and safety programs. These same controls, also support the approved configuration and performance baselines of the items to help ensure airworthiness certification and enable Operational Safety, Suitability, and Effectiveness (OSS&E) requirements are met.

2.3. Pre-award qualification of potential sources minimizes supply chain, technical and programmatic risk through evaluation of the potential source’s technical capabilities, facilities, production management processes, and quality assurance systems prior to requirement solicitation. This risk reduction, combined with minimizing the administrative and production lead times of the items covered by this JQR, enable enhanced supply chain support, helps avoid gaps in requirements coverage, and helps to minimize overall technical risk.

3. QUALIFICATION REQUIREMENT

Qualification requirements are set forth in MQR-848.

4. COST OF QUALIFICATION

4.1. A potential offeror’ s development of a SAR package may cost as much as $5,000.00

4.2. The cost incurred for Government evaluation of their SAR may be as much as $2,500.

Evaluation cost may be borne by the government if it is in the best interest of the Government to qualify alternate sources.

5. QUALIFICATION REQUIREMENT EXPIRATION

Pursuant to FAR 9.202(f), the qualification requirement established above must be examined and revalidated within 7 years of the establishment of the requirement.
