Amendment 05: The purpose of this Amendment is to provide industry with the slide deck that was briefed on June 30, 2023.

Amendment 04: The purpose of this Amendment is to revise the sources sought response date.

Responses are due to no later than 5:00 PM Eastern Daylight Time (EDT) on June 26, 2023.

Additional guidance is also provided regarding the Vendor Engagement Questions mentioned in Amendment 03. Written responses to the Vendor Engagement Questions MUST be received to secure a one-on-one meeting time with the Government team. Due to timing, one-on-one meeting requests will be taken in advance. However, if no written response is received on June 26, 2023, the one-on-one meeting will be cancelled.

The Industry Engagement Day will still include a general overview session, now scheduled for June 30, 2023, to provide additional details regarding the work to be performed. As previously stated, the one-on-one meetings will occur the same day.

Amendment 03: The purpose of this amendment is to provide notification to interested vendors of a virtual Industry Engagement Day for JSP ModEL on June 27, 2023. The Industry Engagement Day will include a general overview session to provide additional details regarding the work to be performed. In addition, a Government team will make itself available to meet one-on-one with members of industry the same day. The sessions will be a maximum of twenty (20) minutes and will be conducted via Microsoft Teams.

The maximum number of company representatives for the one-on-one virtual Microsoft Teams meeting is two (2).

**To request a one-on-one meeting and be a participant in the Industry Engagement Day, a written response to the “Sources Sought AMD02_DISA JSP_ModEL_Vendor Engagement Questions” is required. No formal reply to contractor submitted responses will be provided. The Government reserves the right to utilize any suggestions/comments/input in development of the solicitation. **

The Defense Information Systems Agency (DISA) is seeking sources for the Joint Service Provider’s (JSP) Modernize, Engineer Lifecycle Refresh (ModEL) requirement.

CONTRACTING OFFICE ADDRESS:

INTRODUCTION:

This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services.

JSP is seeking information for potential sources for ModEL services, including project planning, design, hardware/software, and execution support services specific to three Information Technology (IT) categories:

1. Solutions Development

2. Customer Engineering Projects

3. End-to-End Customer Onboarding

Category 1: Solutions Development includes modernizing enterprise IT infrastructure to support current and emerging mission requirements in accordance with JSP’s Strategic Roadmap. Areas include:

• Reducing JSP technical and cybersecurity debt, which refers to the compounding risk of carrying legacy systems beyond their end of life, creating a greater future cost of reworking the cyber solution

• Optimization and rationalization of existing JSP IT architecture, tools, and technical configurations

• Design and implementation of concepts and systems in the environment to support key JSP strategic imperatives such as cloud, zero trust, and Internet Protocol version 6 (IPv6)

Category 2: Customer Engineering Projects in support of customer-based mission requirements. Areas include:

• Design and/or deployment of Commercial-off-the-Shelf (COTS) or Government-off-the-Shelf (GOTS) applications in the JSP environment

• Establishment of network connectivity from a customer environment to the JSP environment (e.g., Site-to-Site Virtual Private Network, cloud connectivity)

• Upgrades to customer-owned IT equipment such as end-user device requirements to include desktop and laptop computers, printers, thin-client devices, video teleconferencing systems, phone devices, and other video and voice solutions.

Category 3: Telecommunications category captures work in support of JSP’s voice customers whether newly onboarded or existing. Areas include:

• Call Takers to assist customers with their Enterprise Infrastructure Solutions (EIS) orders

• Project Management for day-to-day operations of JSP voice customers

• Network Engineers to assist the government in managing and completing operational changes to the Automatic Call Distribution system

The anticipated Period of Performance (PoP) is a 1-year base period plus four, 1-year option periods.

The anticipated Place of Performance is within an approximate 100-mile radius of the Pentagon known as the National Capital Region (NCR). This includes designated government facilities in the Pentagon, Pentagon-authorized swing space (located within the Crystal Gateway and Taylor buildings), and established Alternate site(s), internal and external to the NCR. It is especially noted that the Mark Center, Arlington National Cemetery, Raven Rock Complex, Ft. A.P. Hill, Ft. Detrick, Ft. Belvoir, Ft. McNair, and Ft. Myer are defined as being part of the NCR. Specific location will be identified on the call order level.

CONTRACT/PROGRAM BACKGROUND:

Contract Number: HHSN-316201200187W/ Task Order: HC102820F0943 Contract Type: FFP Incumbent and their size: Validatek-Citi, LLC.; Small Business Method of previous acquisition: CIO-SP3 PoP: December 18, 2020 - December 17, 2021, plus four 12-month option periods.

The Engineering and Development for the Enterprise (ED-E) contract provides network infrastructure and engineering IT support to JSP customers, including a high-availability, workstation-based computer network, which includes a variety of IT, engineering, application development, capacity, and architecture. The contractor operates within the JSP unified framework to deliver consistently high-quality systems through repeatable processes and provides seamless transitions to operations and maintenance for systems.

The contractor provides operations and maintenance support activities for the development and test environments and provides specialized support for mission specific systems and applications. This contract completes projects for JSP and its customers.

Once awarded, ModEL will complete customer engineering projects, while ED-E will continue to support engineering projects for JSP.

Contract Number: GS-35F-080CA / Task Order: HC102819A0001 Contract Type: FFP Incumbent and their size: General Dynamics Information Technology; Large Method of previous acquisition: GSA MAS (formerly GSA IT 70) PoP: February 09, 2019 – February 08, 2020, plus four 12-month option periods.

The Enterprise Transport Management – Next Generation (ETM-NG) contract provides day-to-day operations and maintenance (O&M) of JSP supported networks and infrastructure and related services. The Contractor assists in technical planning and design and implementation of modernization, life cycle refresh, reconfiguration, and O&M of the JSP supported networks and infrastructure and related services. Additionally, engineering change proposals are used to complete projects related to JSP’s infrastructure. Once awarded, ModEL will complete projects for new transport solutions, while ETM will complete projects related to the existing transport network.

Contract Number: GS11T08BJD6001 Contract Type: Cost Reimbursement Incumbent and their size: Verizon LLC.; Large Method of previous acquisition: GSA Telecommunications and Network Services;

Unrestricted PoP: November 08, 2007 – May 31, 2024

The Washington Interagency Telecommunications System (WITS) 3 contract provided voice, data, related technical support, and Customer Premises Equipment. WITS 3 services include local access (i.e., the connection from the offeror’s office) serving the customer’s service delivery point that includes transmission and may include switching.

WITS 3 services also include local transport. Finally, WITS 3 services include Interexchange Carrier (IXC) access, the connection between the WITS 3 network and the IXC’s Point of Presence. WITS 3 supports IXC access by providing customer organizations the ability to choose the Government-specified Government Designated Interexchange Carrier (GDIXC) Pre-subscribed Interexchange Carrier (PIC) for long distance services. Once awarded, ModEL will complete projects with telecommunications professional services, while the EIS Contract will complete projects with operational inventory.

REQUIRED CAPABILITIES:

1) JSP provides a full range of information technology products, services, solutions, and customer support to customers that include (but are not limited to): Army, Office of the Secretary of Defense, Joint Chiefs of Staff, Pentagon Force Protection Agency, and Joint Artificial Intelligence Center. Describe your experience working for either DISA, and/or any other large Department of Defense (DoD) enterprise agency, providing capabilities/services for IT infrastructure modernization, deployment of COTS or GOTS applications in a DOD environment, network connectivity to DOD/JSP environment, lifecycle refresh (LCR) and upgrades of government owned IT equipment, and end to end customer onboarding into a DOD/JSP environment/infrastructure.

2) The work to be performed will entail a broad base of customers, lifecycle refresh dependencies, and funding management to maintain the IT posture of DoD services and will require the contractor to maintain and staff qualified personnel.

Personnel shall possess DoD-approved workforce certifications for each related category, level, and operation system. Describe your approach and previous experience staffing and providing technical solutions for a project of this type.

3) JSP is planning several network modernization initiatives to include network virtual routing and forwarding and virtual local area network management and consolidation, migration to IPv6, and life cycle refresh of networking equipment (such as cable plant, load balancers and network encryption equipment). Describe your experience with reducing complexity, improving security and operations, and enhancing the user experience for network modernization / optimization initiatives, projects, and enterprise-wide digital transformation initiatives to include but not limited to virtual routing/forwarding, virtual local area network management and consolidation, migration to IPv6, and LCR of networking equipment initiatives.

4) JSP provides its customers with telecommunications support for a wide variety of applications and use cases, to include network systems engineering, application/systems engineering, program management, and day-to-day inventory management. Describe your experience with providing engineering support in these and/or other areas of discipline.

5) The ModEL Blanket Purchase Agreement (BPA) is being put in place to support a high volume, technically complex mission set. The BPA is anticipated to result in the issuance of 50 to 75 call orders estimated at $160M to $180M annually. The mission will require contract holders to have resources available to staff a diverse mix of labor categories ranging from associate to subject matter expert.

Additionally, contract holders must have demonstrated experience managing subcontractors. All relevant work performed may span a compilation of contracts but MUST have been performed and managed concurrently.

Describe and provide an example of your company’s experience modernizing an IT infrastructure to support current and emerging mission requirements for either DISA or any other large DoD enterprise agency. This task may include conducting LCR efforts to reduce technical and cybersecurity debt, optimization, and rationalization of existing IT architecture, tools, and technical configurations, as well as the design and implementation of new concepts and systems in the environment to support key strategic imperatives such as cloud, zero trust, and IPv6.

Describe and provide an example of your company’s experience supporting DISA or any other large DoD enterprise agency with the design and deployment of commercial-off-the-shelf or government-off-the-shelf applications, the establishment of network connectivity from a customer environment (e.g. Site-to- Site VPN, cloud connectivity), as well as the LCR upgrade of customer-owned IT equipment.

SPECIAL REQUIREMENTS

1. The ModEL requirement shall require the contractor to possess a final Top-Secret

(TS) Facility Clearance. Please provide your current Facility Clearance Level.

SOURCES SOUGHT:

The North American Industry Classification System Code (NAICS) for this requirement is 541512, with the corresponding size standard of $34 million. This sources sought synopsis is requesting responses to the following criteria from small and large businesses that can provide the required services under the NAICS Code.

To make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.

Responses must demonstrate the company’s ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting.

To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use JVs or partnering. Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice.
