Ground Rules – Overview Session

1. No questions will be entertained during the overview.

2. No formal reply to contractor submitted responses will be provided.

3. All information collected will NOT be shared and used only for market research purposes.

4. The Government reserves the right to utilize any suggestions/comments/input in development of the solicitation.

5. All forthcoming communication regarding this requirement will be provided via the SAM.gov website.

6. Nothing provided here, or in the sources sought, is an indication of an official solicitation/request for proposal/quote.

JSP ModEL Briefing

ModEL is a strategic sourcing vehicle that will support new work in the IT service areas of solution development, new customer engineering projects, and Telecom and Networking Professional Services.

ModEL Objectives:

• Deliver responsive IT services and support to its customers in the most effective manner possible.

• Enable the timely and effective acquisition of software, hardware, and technical labor necessary to resource, plan, and execute all strategic efforts and initiatives outlined in the PWS.

ModEL Scope and Magnitude:

Provide all project planning, design, hardware/software, and execution support necessary to deliver the JSP’s technical and mission requirements outlined in a given call order.

Task Area 3 - Telecom and Networking Professional Services

JSP ModEL Briefing

The Government projects 50 to 75 call orders will be issued per year with an overall estimated total ceiling value between $820,000,000 to $980,000,000.

It is estimated that 400+ highly skilled full-time employees (FTEs) will be required to support the MODEL requirement.

The base ordering period for the JSP ModEL BPA is a one-year base period with four (4) one-year option periods.

Call orders will be issued throughout the life of the BPA.

What does JSP needs?

Shorten product/service delivery acquisition from time of formal call order on this BPA to forty-five (45) days.

Quickly deploy new solutions in a timely manner Logistical range. Issue call orders that can quickly be put in place to meet mission changes allowing the addition of new customers and magnitude of scope, and account for the additional services needed in various locations by DoD stakeholders

One-on-One Sessions – Ground Rules

1. The one-on-one sessions will last twenty (20) minutes with brief introductions at the start and then the floor being given to the contractor to detail their written responses to the Vendor Engagement Questions. The last five (5) will be reserved for any government questions not addressed.

2. The Government intends to use this forum to better refine its requirements, not to elicit trade secrets.

3. All information will be treated confidentially and discreetly. Industry is encouraged to be honest and forthcoming.

4. Contractor personnel shall be limited to a total of 2 attendees per participating company.

5. No sales pitches allowed

6. No cameras, tape recorders, or other reproduction devices are allowed.

7. No hard/soft copies of any Government documents will be provided to contractors.

8. The Government will not accept any materials that were not actually part of the contractor’s briefing. Please do not provide information found in marketing brochures.

9. The contractor shall introduce its team and explain their roles.

10.Under no circumstances will the contractors allotted time be extended.

11.Restrict comments/questions to the topics listed in this forum. Questions about the prospective RFQ will not be answered.

12.Contractor personnel must be identified in advance, and only advance substitutions (24-hour in advance notice) will be permitted.

13.Contractor identified key personnel shall make the actual presentation.
