CUI

The Defense Information Systems Agency (DISA) Joint Service Provider (JSP) is seeking to field contractor support services for the Modernization, Engineering, and Lifecycle Refresh (ModEL) requirement. ModEL includes project planning, design, hardware/software, and execution support services specific to three Information Technology (IT) categories:

1. Solutions Development

2. Customer Engineering Projects

3. End-to-End Customer Onboarding

As the government continues acquistion planning, additional information is requested from industry. Given the uniqueness of the requirement, data collected in response to this request may be used to populate the government’s market research. In consideration of finalizing the acquisition decision, we seek industry input on the following:

1) ACQUISITION STRATEGY: Please provide a suggested acquisition approaches to satisfy the ModEL requirement—consider the entire attached Performance Work Statement (PWS) and the information below. Most of the work will be performed in the National Capital Region (NCR), though any potential work required outside the NCR will remain within CONUS. Fully consider and contemplate the wide range of requirements, magnitude, volume, and necessary skill sets in your response. This should include specifically how would you best position your firm to successfully perform requirements under a magnitude as described below? (i.e., forming a joint venture (JV), teaming arrangement, etc.).

a. LIFECYCLE REFRESH (TASK 1) COMPLEXITY CAPABILITY AND CAPACITY: Historically, DISA-JSP contractor support has fulfilled this requirement with a mix of 8 different labor categories with approximately 78 full-time equivalents (FTE) and $40.6M in materials.

b. ENGINEERING (TASK 2) COMPLEXITY CAPABILITY AND CAPACITY: Historically, DISA-JSP contractor support has fulfilled this requirement with approximately 120 FTE annually across approximately 25 different labor categories. FTE engineering support has historically been comprised of both regular, recurring support as well as frequent surge support.

c. TELECOMMUNICATIONS (TASK 3) COMPLEXITY CAPABILITY AND CAPACITY: Historically, DISA JSP contractor support has fulfilled this requirement with a mix of 65 different labor categories and approximately 209 FTEs.

d. MATERIALS: As noted in 1(a) above, DISA JSP procured an average of $40.6M of materials in Fiscal Years 2021 and 2022 that are associated with the ModEL requirement. Under ModEL, there may be similar materials requirements that would need to be procured in accordance with established laws, regulations, and government business rules.

e. CALL ORDER MAGNITUDE: The government projects 50 to 75 call orders will be issued per year across the entire ModEL scope, with an overall estimated total ceiling value of the entire requirement in the PWS within the range of $820,000,000 to $980,000,000.

2) STAFFING & EXECUTION: Given the nature of the work, regardless of the acquisition strategy or contract structure(s), performance must begin no later than 30-days after issuance of a call order. Staffing constraints will vary given the complexity of individual call orders and will be delineated as such as part of the requirement; however, the government will require 75% to 85% level of staffing at the start of performance. Given the size, scope, and variability in call orders and keeping in mind the requirement for swift delivery/staffing of all ModEL tasks:

The government has identified performance risk in staffing and executing call orders, often multiple in succession. Given these constraints, please describe your approach to staffing multiple concurrent call orders and provide substantive details supporting the methodology of your approach.

3) TEAMING AND SUBCONTRACTING EXPERTISE: The government understands that joint ventures or teaming arrangements may be necessary to meet the requirement. If your strategy would include JV and/or teaming to provide complete solutions, please detail your expertise in teaming and your capability to subcontract with multiple vendors.

4) PERFORMANCE WORK STATEMENT (PWS) FEEDBACK: Please provide any feedback on the draft PWS. Specifically, provide up to three (3) suggestions that would reduce performance / execution risk to both you and the government.
