About this file
This document is an Emergency Purchase Statement from the Illinois Department of Veterans' Affairs - Manteno Home regarding the procurement of water management services and water sample collection and testing. The Manteno Veterans' Home received a positive Legionella test result on August 30, 2019 and declared an emergency to cover the costs of the Water Management Plan and ongoing water testing. The emergency contract will cover these services from August 30, 2019 through November 27, 2019. The original contract amount was estimated at $47,775, but increased to $99,525 and then exceeded $100,000 due to additional required testing, prompting the emergency declaration.
The funding for this emergency contract will come from state appropriated funds. The vendor selected, Phigenics, LLC, was already under contract at another Veterans Home and was familiar with the agency's needs. The emergency contract will cover the costs of the Water Management Plan, water sample collection, and Legionella testing. Additional emergency contracts may be required in the future to purchase water filters if needed due to positive Legionella test results.

| ExplanationForSelectingVendor: IDVA entered into a contract with Phigenics, LLC on January 25, 2019 using a Small Purchase with Emergency Conditions as the procurement method due to the Veterans Home in Manteno (IVHM) receiving a positive Legionella test. Phigenics was the Vendor under contract via competitive bid at the Veterans Home in Quincy and was already familiar with the Agency and the need facing the Home in Manteno. The original cost of this contract was estimated to be $47,775.00. Due to unforeseen additional testing on the water due to CDB projects taking place at the Home on its plumbing, an amendment was done to the contract to increase the contract by $51,750.00 to a new total amount of $99,525.00. |
Due to a change in the Water Management Plan, which was done based on new training and to satisfy Illinois Department of Public Health Standards, additional testing was once again needed and to be completed on June 27, 2019. Due to this increase in testing, the value of work to be completed was over $100,000.00 and declared an emergency. Additionally, an IFB for FY20 was published for competitive bid for water management with continued testing and is currently being protested. The emergency contract helped cover the needs of the Home while the protest was under review for the competitive solicitation.
On August 30, 2019, IVHM received a positive Legionella test result. This positive test resulted in 68 point tests being performed immediately. In order to ensure the safety of all Veterans at IVHM, DVA will need to perform a 68 point test every two weeks. Should any additional positive Legionella results occur, the agency will need to perform additional testing and the agency may need to purchase water filters to prevent future positive results. The agency will begin drafting a solicitation for filters and quick connects; however, if a positive test result occurs, the filters will be purchased under a separate emergency contract.
| ExplanationSuppliesServices: The contract shall cover the Water Management Plan costs for the 90 days of the emergency. It shall also cover water sample collections and the testing of those sample for Legionella. Shipping and handling cost is also included to ship the samples to a CDC accredited lab for the Legionella Test. |
