SUBJECT: Amendment No. 0002 to Specifications and Drawings for Construction of Ecosystem Restoration and Shore Protection, Phase 2 (2021), Missouri River at Lower Brule, SD.
TO: Prospective Bidders and Others Concerned
1. The specifications and drawings for subject project are hereby modified as follows (revise all specification indices, attachment lists, and drawing indices accordingly).
a. Specifications. (Descriptive Changes.)
(1) Section 01 30 00.24 Page 10, add the following new paragraph 1.25:
“1.25 GOVERNMENT-FURNISHED PROPERTY
Pursuant to CONTRACT CLAUSES clause: "Government Property " the Government will furnish to the Contractor the following property to be incorporated or installed in the work. Such property is located the project site. The Contractor is responsible for loading and transporting the property to the jobsite. All such property must be installed or incorporated into the work at the expense of the Contractor. Verify the quantity and condition of such Government-furnished property when delivered to him and report the receipt of Government-Furnished Property in accordance with Section 00 72 00 GENERAL
CONDITIONS (CONTRACT CLAUSES) DFARS 252.211-7007 REPORTING OF GOVERNMENT-
FURNISHED PROPERTY. For damage or loss or property follow Section 00 72 00
GENERAL CONDITIONS (CONTRACT CLAUSES) DFARS 252.245-7002 REPORTING LOSS OF
GOVERNMENT PROPERTY.

“3.2 RIPRAP PLACEMENT
a. Riprap shall be placed within the limits shown on the drawings.
Riprap stone shall be placed in such manner as to produce a reasonably well-graded mass of rock with the minimum practicable percentage of voids.
b. The placement area shall be free of objectionable material such as tree snags and root wads prior to placement.
c. Riprap shall be placed to its full course thickness in one operation and in such manner as to avoid damage to the bedding material and to minimize segregation of the riprap. Stones shall be selected and keyed in, meaning that stones are set in contact with each other so that the interstices between adjacent stones shall be as small as the character of the stone will permit. All faces of the set armor stone shall be touching adjacent armor stones. Each armor stone shall not rock in place. The maximum dimension for void space between adjacent stones shall be 12" in any dimension in a horizontal plane and not more than the depth of one armor stone layer vertically, unless otherwise accepted by the Contracting Officer. The face of stone having the largest area shall be placed against the surface of the underlying material. The larger stones shall be well distributed and the entire mass of stones in their final position shall be roughly graded to conform to the gradation specified. The finished riprap shall be free from objectionable pockets of small stones and clusters of larger stones. Placing riprap in layers will not be permitted. The desired distribution of the various sizes of stones throughout the mass shall be obtained by selective loading of the material at the quarry or other source.
d. All stone shall be placed by clam, orange peel or skip box. Maximum drop height shall be zero for stone placed above the water surface, and three feet above the final resting place for stone placed below the water surface. Whatever method is proposed, the contractor shall demonstrate placement to the satisfaction of the Contracting Officer.
e. A tolerance of plus or minus one-half foot will be allowed on the prescribed structure elevations.
f. The side slopes shall be determined by the natural angle of repose of the stone, varying from 1v on 1.25H to 1v on 1.5H, except where specified in the contract drawings. Dumping of stone at the top of slopes and rolling or pushing into place will not be permitted.
g. Manipulating or moving stone at any time prior to placement by means of dozers or other blade equipment will not be permitted. Rearranging of individual stone by mechanical equipment or by hand will be required to the extent necessary to obtain an interlocked and well-graded distribution of stone sizes as specified above.”
