1 RFI Announcement Will MCASS be competed on any particular contract vehicle or specified IDIQ - for example GSA MAS, STARS III or DASS IDIQ?
The MCASS will be the follow-on contract to the DASS. Just like the DASS, the MCASS is anticipated to be a single award, IDIQ with FFP TOs.
2 Past Performance Will there be a Past Performance requirement (last 5 years)? If so, What aspect of Past Performance will be most important for evaluation (Size, scope, complexity, NASA locations)?
The evaluation criteria are still in development for the MCASS.
However, NASA anticipates past performance will be one of the evaluation criteria.
3 Past Performance and Affiliations
For evaluation purposes, will the government allow relevant past performance information of affiliate companies of bidding small business Primes. For example, a bidding SB of an ANC can use sister company (affiliates of same ANC) contracts for past performance citations)
The evaluation criteria are still in development for the MCASS.
The government will take this question into consideration during development.
4 RFI #11 Locations
Will it be mandated, for evaluation purposes, that all bidding Primes (teams) must show proof of staffing at each of the listed locations: SSC, JSC, KSC, MSFC, WSTF, MAF. This may cause an disadvantage to companies with relevant capabilities, if they cannot form a team that has past performance at all the listed locations for MCASS support. Please clarify the importance of past performance at specific NASA locations and if allowances will be made for contracts outside of NASA that can show ability to provide support a multiple geographically dispersed locations (e.g., if done so on contracts support DOD or other Federal Department/Agency).
The evaluation criteria are still in development for the MCASS.
For the DASS contract, offerors were not required to have specific experience at each location. Rather, they were required to show past performance for managing operating sites at multiple geographic locations. It is anticipated that the MCASS will require similar past performance.
5 LCAT and Personnel
What will be the requirements for specific staffing, by location? For example, will specific labor categories and Level of Effort be provided along with required position requirements (education, skills, functions, duty descriptions)? Will CBA or SCA be mandated? Will Key Persons be identified and will any resumes be required?
The requirements for the MCASS are still in development and are unknown at this time. However, when and if a solicitation is issued, the specific requirements per center will be identified.
Additionally, any potential solicitation will identify whether or not Key Personnel and their resumes will be required. As presented in Industry Day, the MCASS will be subject to the SCA. However, there are no CBAs in place.
6 Customer Organization Info
Will you provide an organization chart showing the structure of all the NASA offices that must be supported under MCASS? This will greatly help in our technical solutions development to ensure proper alignment of contracting staff, etc.… Please include the locations and offices of the Contracting Officers and CORs in this information.
The DRFP is still in development for the MCASS. This suggestion will be taken into consideration during development.
7 Property PWS 11.0
Will the contractor be required to purchase property (i.e., vehicles, office space, warehousing, computers, FFE, etc.) that will be used on this contract? If so, will this become government property at the end of the contract?
The requirements for the MCASS are still in development. For the DASS, all property was provided and there was no requirement for the contractor to purchase property. Section 11 of the draft PWS describes the coordination of existing government property that contractor employees may be responsible for tracking.
8 Contractor Staff work locations /.

Will the government allow any work to be done remotely? Or is it the intent that all support staff will be located on government sites as part of Full Time Equivalent or Part Time on Call support?
The requirements for the MCASS are still in development. For the DASS, remote/virtual work is allowed only on a case by case basis. It is anticipated that the MCASS was have similar requirements regarding remote/virtual work.
9 Security Clearances PWS 9.0 Will any of the contractor staff require security clearances to perform their job? If so, what level (S, TS, TS/SCI, etc.) and how soon after award will the clearances be required for the contractor staff?
The requirements for the MCASS are still in development.
However, it is not anticipated that any type of security clearance will be required. Section 9.0 of the PWS refers to travel coordination which would require contractor employees to coordinate travel for civil servants which may or may require the coordination of specific security clearances required based on the location of travel by the civil servant.
10 Facility Clearance Please confirm the FCL required for this opportunity. Facility Clearance will not be required.
11 Accounting PWS 10.0 Please confirm any DCAA or other accounting (payroll/invoicing) requirements for this opportunity.
Section 10.0 of the draft PWS refers to time and labor collection which may require contractor employees to track hours worked by civil servants within the organization which they support. As this contract is anticipated to be FFP, no further accounting requirements are anticipated at this time.
12 Tasks by Location
Will the government arrange the PWS to show all tasks/requirements that are needed to support all locations and then identify any specific or special tasks/requirements that are only for certain locations? This will help industry provide a more tailored solution for support.
The draft PWS applies to all centers with the exception of sections 5.0, 6.0, 7.0 and 8.0 which identify specific requirements unique to the centers.
14 We would ask that the Government consider a more broad NAICS that lines up more closely with the broad PWS requirements.
The requirements for the MCASS are still in development. This comment will be taken into consideration during development.
15 Will Active Facility Clearance be required by the vendor for the award of this opportunity? See answer to question #10.
Will the Government be providing (with the solicitation) a list containing current incumbent staff SCA hire dates (not incumbent names or contact info ... just SCA hire dates that drive accrual rates) so that Industry can accurately calculate PTO accrual rates for proposal pricing purposes?
The requirements for the MCASS are still in development. When and if a solicitation is issued, it will contain the necessary information to aid industry in preparing an accurate proposal.
17 instead of paying the H&W as cash, can we deposit it in the employee's 401K plan? Contractors must comply with the SCA regarding H&W.
In line with other agencies such as the Navy, would NASA consider disaggregating the contract into 3 separate contracts, thus providing opportunities for 3 or more different contractors?
We have considered that option, however it was not consistent with NASA’s current procurement strategy to maximize the purchasing efficiency. NASA procurement has recently undergone an agency-wide reorganization to operate as a single procurement enterprise, as opposed to independent centers. Per NFS Appendix A-102.25 Administrative Services, (1) "The SSC OP will support requirements from the SSC, JSC, KSC, and MSFC. (Space Flight Region)"
19 Please confirm MCASS will be set-aside for 8(a)?
The requirements for the MCASS are still in development. If and when an MCASS solicitation is released, it is anticipated to be an 8(a) set-aside.
20 Is the government thinking this will be evaluated as a LPTA, Best Value or other?
As was the case for the DASS, NASA anticipates utilizing a Price Performance Trade-Off (PPTO) evaluation strategy for the MCASS. However, the specifics for the evaluation criteria are still in development.
21 will todays Q&A discussion minutes also be posted on SAMS? All questions from the Industry Day Q&A session have been captured in this spreadsheet and answered accordingly.
22 How many WYE are expected at each Center? Will you be adding any Centers?
The requirements for the MCASS are still in development.
However, when the solicitation is issued it will identify the participating centers and the anticipated number of WYEs per center.
24 Would you please post the attendee list of the MCASS Industry Day? The attendee list of the MCASS Industry Day was emailed to all registered participants.
What is expected Past Performance requirement? Is the Government going to expect the Prime or Prime led Team to have at least 1 Past Performance of similar size and value (275 FTEs and multi geographical locations in multiple states)?

26 Could you please clarify if it is the governments plan to combine the DASS and MCASS together or will they stay two separate contracts?
The DASS and the MCASS are two separate contract vehicles.
The MCASS will be the follow-on contract to the DASS.
28 Approximately have many unique task orders compose the current contract of 275 FTE?
Each center issues their own TOs. Currently, 14 TO's have been issued against the DASS IDIQ.
29 Would you be willing to comment on the Socio Economic questions put out in the Sources Sought announcement?
In response to Executive Order 13985, NASA implement it's first-ever Equity Action Plan which included a focus area of "increasing integration and utilization of contractors and businesses from underserved communities and expanding equity in NASA’s procurement process." The Socio Economic questions in the sources sought announcement promote NASA's Equity Action Plan to expand equity in our procurement process.
30 Please elaborate - I believe you stated DASS will replace MCASS, is that correct? See answer to question #26
31 Is there a clearance/FCL requirement for this contract? See answer to question #10.
32 Do you anticipate holding any other event related to this opportunity like a site visit. Or an in-person Industry Day?
The tentative MCASS schedule includes a pre-proposal conference in May of 2024. However, it has not yet been determined if the pre-proposal conference will be held virtually or in-person.
33 Will you share the contract value of DASS? As announced upon contract award, the DASS contract ceiling value is $76M.

38 When will the DASS contract expire? 10-31-2025
The DASS contract expires on 10/31/2025. However, NASA anticipates reaching the $76M contract ceiling prior to that date, which is why the anticipated award date for the MCASS is sooner than 10/31/2025.
Will the NEAS contract be rolled into the MCASS contract?

SSC is not familiar with the NEAS contract. The MCASS is intended to be a new contract independent of any existing contracts held by NASA.

42 Will the DASS contract continue to operate as MCASS is awarded ? Yes.
The MCASS Industry Day presentation indicated that the planned MCASS contract start date is April 30, 2025. The same presentation indicated that the incumbent DASS contract doesn’t expire until October 31, 2025. Does the Government intend to terminate the DASS contract early? What services should the MCASS awardee expect to provide from May 1, 2025 through October 31, 2025?

Since there are two current legacy contracts delivering services that MCASS will ultimately assume, does the Government intend to stagger the turnover of contract support to align with the legacy contracts’ periods of performance? Or will the MCASS awardee be responsible for assuming all work responsibilities following award?
The MCASS will be the follow-on to a single contract, which is the DASS. The DASS currently provides administrative services to four NASA centers, and their associated facilities.
45 Can you provide the industry representatives with a list of companies that have requested a NASA MCASS One-On-One meeting with NASA? NASA cannot provide this information.

The DASS contract is held by CBF Partners JV dba FesSync and Partners. The government cannot speak for whether or not the incumbent will compete for the MCASS.

The PWS scope encompasses much more than 561110 (Office Administration); Would the Government consider NAICS Code 541611 (Administration Management and General Management Consulting Services) as a more appropriate NAICS code for work scope included in the DPWS?
