About this file
This document is a Questions and Answers (Q&A) addendum to RFQ 80NSSC27944070Q issued by NASA for the procurement of infrared spectroscopy equipment.
The Q&A addresses three key inquiries regarding acceptable system configurations and delivery requirements. First, vendors offering alternative spectroscopy systems covering the full 14,700-350 cm⁻¹ range with automated MIR/NIR switching may be considered acceptable as "or equal" alternatives if they employ different switching mechanisms (such as beamsplitter changer approaches), provided that no sample repositioning or movement occurs during operation and all stated performance, functionality, and spectral range requirements are fully met. Second, while the 30-day delivery timeframe from receipt of order is preferred, longer manufacturer lead times will be evaluated as part of the overall offer assessment. Third, on-site installation and training are not required; vendors must provide detailed installation instructions sufficient for Government personnel to perform installation and system configuration. However, vendors electing to provide optional on-site training and installation services should direct such services to NASA Langley Research Center, Building 1146, 11 West Taylor Street, Hampton, Virginia 23681.

RFQ 80NSSC27944070Q Q&A
1. For "or equal" oƯers, will a system that covers the full 14,700-350 cm-1 range with automated MIR/NIR switching on one platform be accepted if its switching mechanism diƯers in design (for example, the beamsplitter changer approach), provided all performance requirements are met?
A diƯerent switching mechanism may be considered acceptable, provided that no repositioning or movement of the sample is required during operation and that all stated performance, functionality, and spectral range requirements are fully met.
2. Is the 30-days-after-receipt-of-order delivery firm, or will a longer manufacturer lead time be considered?
The stated delivery timeframe is preferred; however, longer manufacturer lead times may be considered as part of the evaluation of an oƯer.
3. Is on-site installation and training required? If so, please confirm the delivery and installation location at NASA Langley.
On-site installation and training are not required. The vendor shall provide detailed installation instructions suƯicient for Government personnel to install and configure the system. If a vendor elects to include on-site training and installation services, the installation location would be:
NASA Langley Research Center Building 1146 11 W. Taylor St.
Hampton, VA 23681
