About this file
This is a Questions and Answers document for RFQ 80NSSC26941046Q addressing snow and ice removal services for NASA's IV&V Facility for a six-month performance period from November 2026 through April 2027.
Offerors must submit a firm fixed price quote covering all services described in the Statement of Work with no pricing schedule or CLIN structure provided by NASA. The 109,600-square-foot service area includes roadways, parking areas, sidewalks, entrances, the loading dock, and both tiers of the Priority 2 parking lot, with all specific requirements and service area details clarified in the Statement of Work. Priority 1 and Priority 2 areas must be maintained until 5:00 p.m. on business days (Monday through Friday, excluding federal holidays), with extreme weather events defined as accumulation of 1 foot or more of snow within a 24-hour period triggering Priority 1 precedence over Priority 2 areas. All salt and de-icing chemicals must be supplied and staged off-site by the contractor for mobilization to each event. The contract is firm fixed price with award on a lowest-priced technically acceptable basis, with evaluation criteria based entirely on items listed in the Statement of Work. Service Contract Labor Standards do not apply. Contractor personnel will not have access to export-controlled NASA data. Mishap and incident reporting consistent with NPR 8621.1 may be submitted as standard written documents via email to the Contracting Officer's Representative. NASA will not dictate insurance coverage requirements, and this is a new requirement rather than a recompete with no historical pricing or event data provided to offerors.

Q&A Document
80NSSC26941046Q – Snow and ice removal services for NASA IV&V Facility. 6 months of services needed (November 2026 - April 2027)
Q: Pricing Schedule - Section 1 includes the heading “Statement of Work/Bid Schedule,” but no pricing schedule or CLIN structure appears in the RFQ or provided attachments. Should offerors submit one irm-ixed seasonal price for the entire November 2026 through April 2027 performance period, or will NASA provide a pricing schedule identifying the required pricing units?
A: NASA will not be providing a pricing schedule. All interested vendors shall submit a Firm Fixed Price quote to include all information provided in the Statement of Work.
Q: Daytime Maintenance - Please clarify the requirement that Priority 1 and Priority 2 areas be “maintained till 5pm.” Does this require continuous onsite stafing, periodic inspections, automatic return service during continued precipitation, or return service only when requested by the NASA point of contact?
A: Please refer to page 5 of the Statement of Work.
Q: Service-Area Quantities - Does the stated 109,600-square-foot service area include all roadways, parking areas, sidewalks, entrances, the loading dock, and both tiers of the Priority 2 parking lot? If sidewalks and pedestrian entrances require clearing and treatment, please provide their approximate square footage or linear footage.
A: The Statement of Work is clear on the requested service area.
Q: Mobilization and Coverage Schedule - Should the contractor mobilize automatically when accumulation reaches one inch and before forecasted ice events, or will the NASA point of contact authorize each mobilization? Please also clarify whether service is required on weekends, federal holidays, or after 5:00 p.m. when necessary to prepare the facility for the next operating day.
A: Page four (4) of the Statement of Work is clear on the schedule.
Q: Historical Service Volume - For pricing purposes, can NASA provide the approximate number of plowing events, total pushes, pretreatments, ice-only treatments, and daytime return services performed during each of the previous three winter seasons?
A: Historical data will not be able to adequately provide interested vendors pricing information for the upcoming winter season due to the fact every season varies in accumulation and number of plowing events, etc.
Q: On-Site Material Storage: The SOW requires the Contractor to supply all salt and de-icing chemicals. Is there a designated on-site area or salt shed available for the Contractor to store these materials, or must all materials be staged off-site and mobilized for each event?
A: Materials will need to be staged off-site and mobilized for each event.
Q: Scope of Sidewalk Maintenance: The SOW states that snow shall be "pushed away from sidewalks" to maintain safe walking areas. Please clarify if the Contractor is responsible for the physical clearing (shoveling/snow-blowing) and chemical treatment of the sidewalks themselves, or if the requirement is limited to plowing the adjacent parking tiers and emergency routes without obstructing the walkways.
A: The Statement of Work provides the areas of service.
Q: Deinition of "Extreme Weather Events": Appendix A notes that during "extreme weather events," Priority 1 areas take precedence over Priority 2 areas.
Does the Government have a speciic technical metric (e.g., snowfall exceeding X inches per hour) that deines an "extreme event" to trigger this priority shift?
A: Any event that accumulates 1ft of snow or more in a 24hr period..
Q: Foreign National Restrictions: Section 4, Clause 1852.225-70, mentions the requirement for export licenses before utilizing foreign persons if they have access to export-controlled data. For the purposes of on-site snow removal, will Contractor personnel have access to such data, or are there speciic restrictions against utilizing foreign national labor for this physical service contract?
A: In accordance with NFS 1825.603-70, NASA is mandated to include this clause in every solicitation and subsequent contract. For vendors providing labor hours, the individuals assigned to this labor will not have access to NASA software data or information.
Q: Safety Reporting Formats: The SOW requires mishap and incident reporting consistent with NPR8621.1. Does NASA require these reports to be submitted through a speciic electronic portal (e.g., NMIS), or is a standard written document submitted via email to the COR suficient?
A: A standard written document via email will sufice and will be handled by onsite safety.
Q: Holiday/Weekend Exceptions: The SOW states maintenance is required Monday through Friday, excluding Federal Holidays. In the event of a signiicant accumulation occurring on a Sunday or a Federal Holiday, is the Contractor expected to have the facility cleared by 7:00 a.m. on the following business day, or does the mobilization trigger only apply during the 7:00 a.m. to 5:00 p.m.
business window?
A: The Statement of Work is clear on Holiday/Weekends.
Q: No SCA wage determination or FAR 52.222-41 (Service Contract Labor Standards) is referenced in the solicitation package. Can you conirm whether SCA applies to this requirement, and if so, provide the applicable wage determination?
A: SCLS does not apply to this requirement.
Q: Section 1 lists the bid schedule as "ENTER SOW/BID SCHEDULE" with the total price marked TBD, and no CLIN or unit-price structure is provided. Can you clarify the preferred pricing structure, for example per-event, monthly, or seasonal lump sum?
A: This is Firm Fixed Price contract. Each vendor shall provide a irm ixed price in accordance with the Statement of Work.
Q: Is this a new requirement or a recompete? If a recompete, can you share incumbent pricing history or the actual number of snow/ice events serviced in a typical season at this site?
A: This is a new requirement.
Q: The SOW does not state minimum insurance coverage requirements. Can you conirm the required general liability and auto liability minimums for on-site performance at KJIVVF?
A: IV&V will not dictate how much insurance coverage they need to carry for onsite performance.
Q: The 109,600 sq ft service area igure does not distinguish between paved parking/roadway area and sidewalk/pedestrian walkway area. Is sidewalk clearing included within that 109,600 sq ft igure, or scoped separately?
A: The Statement of Work is accurate. Please provide pricing in accordance with the Statement of Work.
Q: Section 5 states award will be made on an LPTA basis to a "responsible Offeror" but doesn't deine minimum qualiications used to assess responsibility. What documentation, if any, is required to demonstrate technical acceptability beyond addressing the SOW itself?
A: Evaluation criteria is all items listed in the Statement of Work and shall be the governing document when evaluating quotes.
