About this file

This document is a Statement of Objectives (SOO) for NASA broker and consultant services related to data center development at Ames Research Center (ARC) in California.

NASA seeks consulting services with data center experience to conduct a comprehensive analysis of potential sites and existing infrastructure at ARC to assess feasibility for data center development and operations under an Enhanced Use Lease agreement. The contractor must conduct site assessments, meet with NASA personnel to understand infrastructure capabilities, identify due diligence requirements, evaluate marketability and investment viability, and identify barriers to development. Additional responsibilities include maintaining a data room for all gathered information, supporting development of a Request for Information (RFI) for future public posting, and assisting with an Industry Day event at ARC for potential proposers. The primary deliverable is a comprehensive feasibility report on potential leasing options for data center development, along with a sample schedule for data center development. The period of performance is 90 days from the effective date of the order. Performance standards require collaboration with NASA designations and compliance requirements, professional and clear report preparation with clarity on issues and recommendations, and adherence to the task order schedule and delivery dates.

NASA Broker/Consultant Services for Data Center

General Information

In accordance with 51 U.S.C. §20145, NASA is authorized to enter into Enhanced Use Leases for non-excess government property.

Ames Research Center (ARC), located between Mountain View and Sunnyvale, California, has been an innovative leader in world-class aeronautics, exploration technology, and science since

1939. As the Silicon Valley stands at the epicenter of the global AI and technology revolution, new data center development is constantly searching for two critical, hard-to-find assets: available land and power capacity.

NASA has identified areas of land to make available for potential data center development and operations through an Enhanced Use Lease at ARC and is requesting consulting services with data center experience to analyze and evaluate identified land and existing infrastructure.

Task Description:

NASA is seeking for the contractor to conduct an analysis of potential sites and existing infrastructure to advise NASA on possible opportunities for data center development at ARC and to identify any deficiencies that may currently exist which would prohibit data center development. NASA’s current requirements for this task are as follows:

• Conduct site assessments at ARC for potential data center leasing opportunities as identified by NASA

• Meet with NASA personnel to understand infrastructure capabilities

• Identify and assist in facilitating due diligence actions necessary

• Evaluate the marketability, identify barriers to development, and determine investment viability for data center development

• Maintain a data room for all information gathered

• Support NASA with development of a Request for Information (RFI) that will be posted publicly in the future.

• Support an Industry Day at ARC, allowing potential future proposers to visit ARC, learn more about what the Center has to offer and participate in a Questions and Answers forum.

Deliverables:

Contractor will provide a comprehensive report on the feasibility of potential leasing options on

ARC for the development of a data center(s). The goal is to give NASA the proper information

NASA Broker/Consultant Services for Data Center to inform requirements necessary for future endeavors, such as a RFI or an Announcement for

Proposals (AFP). Contractor will also provide a sample schedule for a data center development after completion of the analysis.

Period of Performance

90 days from the effective date of the order.

Performance Standards Similar to previous contract performance standards, the following are required from the contractor:

1. Collaboration and consideration of NASA designations, categories, and compliance requirements.

2. Professional and clear report preparation including writing for clarity of issues and recommendations made.

3. Adherence to Task Order schedule and delivery dates.
