About this file

This is a Questions and Answers document for RFQ 80NSSC26940581Q regarding land and property analysis at NASA Ames Research Center (ARC).

NASA ARC consists of approximately 1,900 acres and has identified several potential parcels of varying sizes for analysis to determine optimal locations for a potential land lease for data center development. The contract will analyze various parcels to assess developable acreage, easements requiring vacation, environmental conditions subject to remediation, and NEPA compliance requirements. NASA ARC is situated on federally owned land under various legislative jurisdictions (Proprietary, Exclusive, and Partial) and is therefore not subject to external zoning regulations; however, appropriate NEPA processes must be followed to determine entitlements and permitting for large-scale data center development. Regarding utilities, NASA ARC receives power transmission from PG&E through an Agreement with the Western Area Power Administration (WAPA). Detailed information on transmission line specifications (voltage and quantity), electrical substation locations, current available utility power, water service availability (type, diameter, gallons/day), and potential future capacity will be provided upon contract award. NASA has not yet engaged with utility providers regarding additional service capacity, electric costs, or future water capacity, and the contract analysis will help determine specific power and infrastructure upgrade requirements. No current plans exist for onsite power generation.

RFQ 80NSSC26940581Q, LAND/PROPERTY ANALYSIS Q&A

Q1: How many acres is the Property?

A1: NASA Ames Research Center (ARC) consists of approximately 1900 acres. NASA has identified several potential parcels that vary in size. NASA intends to use this contract to analyze various parcels to inform which locations would be best suited for a potential Land lease for Data Center development.

Q2: How many acres are developable?

A2: This varies by parcel and will be part of the analysis conducted under this contract.

Q3: Is the Property subject to any leases or other encumbrances that would limit development?

A3: NASA ARC has several out-leased parcels on campus. NASA does not foresee that these leases would limit development.

Q4: Are there any easements on the Property that would need to be vacated prior to development?

A4: This varies by parcel and would be part of the analysis conducted under this contract.

Q5: Are there any known environmental conditions on the site that must be remediated?

A5: This varies by parcel and would be part of the analysis conducted under this contract and subject to any required NEPA action.

Q6: What is the current zoning of the Property?

A6: NASA ARC has various legislative jurisdictions within the campus including Proprietary, Exclusive, and Partial. Since NASA ARC is federally owned, zoning is determined through Master Planning within the Agency.

This information will be provided upon contract award.

Q7: Does this zoning allow data center use by right?

A7: NASA ARC is on federally owned land, not subject to external zoning.

Q8: Will rezoning be required?

A8: NASA ARC is on federally owned land, not subject to external zoning.

Q9: Are there any state or local entitlements and permitting that need to be secured for large-scale data center development?

A9: NASA Ames is on federally owned land and therefore subject to NEPA. Appropriate NEPA processes will need to be followed to determine entitlements and permitting.

Q10: What electric utility company serves the Property?

A10: NASA ARC receives power transmission from PG&E, through an Agreement with Western Area Power Administration (WAPA).

Q11: What transmission lines are available to the Property (voltage, quanity)?

A11: This information will be provided upon contract award.

Q12: Does an electrical substation exist on the Property?

A12: This information will be provided upon contract award.

Q13: How much utility power is availabe today?

A13: This information will be provided upon contract award.

Q14: What utility infrastructure upgrades would be required to bring additional power to the site?

A14: This would be determined through the analysis completed under this contract.

Q15: Have you engaged the utility company about providing additional service?

A15: No, NASA does not have any requirements currently and the analysis under this contract would help determine power needs.

Q16: Has the utility company indicated what the electric cost ($/kWh) will be?

A16: No, NASA has not engaged with a utility provider.

Q17: Do you have any plans for onsite generation on the Property?

A17: No, NASA does not have a current requirement for additional power and the analysis under this contract would help determine power needs.

Q18: What water service is available to the Property (type, diameter, gallons/day)?

A18: This information will be provided upon contract award.

Q19: Has the relevant water utility company given any indication of potential future water capacity?

A19: NASA has not engaged any water utility provider.
