About this file
This is a Request for Quotation (RFQ) issued by NASA Shared Services Center at Stennis Space Center for the fabrication and delivery of Lower Wing and Elevon Heater Carriage components for NASA Armstrong Flight Research Center.
The contractor shall fabricate test hardware components according to design drawings provided by NASA AFRC, with fabrication and delivery to be completed within 12 weeks after contract award, though earlier completion is preferred. The deliverables consist of numerous machined and welded parts organized into two primary assemblies: Lower Wing Heater Carriage components (approximately 60+ individual part numbers) and Lower Elevon Heater Carriage components (approximately 30+ individual part numbers). All fabricated items must be shipped to NASA Armstrong Flight Research Center at B-4876, WH 6, Lilly Ave, Edwards, CA 93524, with the contractor required to notify NASA one week prior to delivery. As part of the proposal, contractors must provide a manufacturing process plan and dimensional tolerance inspection data per specified criteria, including 100% inspection of form and orientation tolerances less than 0.020 inches and 50% inspection of profile and size tolerances between 0.010 and 0.035 inches. Contractors must also provide three references for work performed within the past three years with current contact information and work descriptions. Quotes are due by September 16, 2026 at 4:00 p.m. CT to tracy.g.bremer@nasa.gov and shall remain valid for 30 days. All technical and contractual questions must be submitted in writing by September 7, 2026 at 12:00 p.m. CT. The NAICS code is 333998 (Miscellaneous General Purpose Machinery Manufacturing), and this is a full and open competition. Award will be made based on best value evaluation considering price, fabrication duration, past performance, and technical acceptability. Delivery is FOB Destination with NET 30 payment terms. Offerors must be registered at www.sam.gov and provide their UEI (Unique Entity ID) and CAGE code. Drawings are available only by request from those capable of receiving encrypted emails and handling CUI (Controlled Unclassified Information) data.

SECTION 1
STATEMENT OF WORK/BID SCHEDULE
ENTER SOW/BID SCHEDULE:
Statement of Work – Lower Wing/Elevon Heater Carriage Fabrication
1.0 Introduction/Background: NASA Armstrong Flight Research Center (AFRC) has developed a test support structure called the Lower Wing and Elevon Heater Carriages for an upcoming ground test.
NASA AFRC is seeking a vendor to fabricate and deliver these carriage components according to the design drawings provided.
2.0 Scope of Work: This statement of work (SOW) pertains to the fabrication of test hardware components for the Lower Wing and Elevon Heater Carriages per design drawings provided.
3.0 Objectives: The Lower Wing and Elevon Heater Carriage components will form a single integrated structure within the overall test setup currently being developed by NASA AFRC.
4.0 Description of the Work/Contractor Tasks: The contractor shall fabricate and deliver the Lower Wing and Elevon Heater Carriage components in accordance with the drawings listed in the “Government Furnished Information” section. To support the NASA AFRC project schedule, the contractor is requested to complete fabrication and delivery of these components within no more than 12 weeks after contract award. Earlier completion and delivery are preferred, if possible.
5.0 Deliverables: After fabrication of the Lower Wing and Elevon Heater Carriage components is complete, the contractor shall ship all items to the address provided below. The contractor must notify NASA one week prior to delivery to coordinate logistics for the arrival of the Lower Wing and Elevon Heater Carriage hardware.
NASA Armstrong Flight Research Center
B-4876, WH 6, Lilly Ave
Edwards, CA 93524
Other Considerations:
As part of the proposal, contractors are asked to provide information on the following:
• A manufacturing process plan for how the Lower Elevon Heater Carriage components will be fabricated.
Dimensional tolerance inspection as follows:
o Inspect 100% of all Form Tolerances <0.020in o Inspect 100% of all Orientation and Runout Tolerances <0.020in.
o Inspect 100% of all Profile, Size and Location of Features of Size tolerances 0.010in.
o Inspect 50% of all Profile, Size and Location of Features of Size tolerances between
0.010in and 0.035in.
o All else, no inspection required o Criteria listed above on per drawing basis
Best Value Evaluation:
Note that NASA AFRC intends to perform a “best value” evaluation of all market research collected by the NASA Shared Services Center (NSSC) in association with procurement of the Lower Wing and Elevon Heater Carriage components. The best value will be determined by a collective evaluation of the following criteria:
Lowest price
Fabrication duration
Past performance information:
Three (3) references for work performed within the past three (3) years
Current contact name, e-mail address, and telephone number for each
Description of the work performed for each
Technical acceptability
Milestones: The contractor is requested to provide status of fabrication process by email to the Technical POC at the end of every three weeks.
Government-furnished property: No Government furnished property will be provided.
Government-furnished information – NASA AFRC is supplying the following drawings which pertain to both the Lower Wing and Elevon Heater Carriage components that are to be fabricated.
