About this file

This is a Vendor Question and Customer Response document for federal contract opportunity 80NSSC26936913Q concerning the fabrication of a liquid hydrogen vacuum jacketed supply section for Cell 7.

Vendor 1 raised four questions with corresponding customer clarifications: JIC fittings are acceptable as alternatives to the specified AN swivel fittings, with VCR connections also approved; the two pumpout/relief ports on the piping diagram may remain on the same vacuum annulus from the existing two-section design while retaining both ports; either a Y-branch or ½" reducing tee may be used at the 4-foot point from the bottom of the piping, with the option to replace this section with a ½" branch to supplement the reducer; and the globe valves must be fail-closed. Vendor 2 submitted three questions addressing actuator specifications, cold shock testing methodology, and port type requirements. The customer confirmed that actuators are pneumatic and supplied with 100 psi of GN2 drive gas. The customer maintained the requirement for hydrogen cold shocks rather than accepting liquid nitrogen alternatives, citing significant material impacts from temperature differentials. For the female bayonet cap (Item 6.1), the customer specified VCR as the preferred port type, emphasizing that this connection must be hermetically sealed.

Vendor Question and Customer Response - 80NSSC26936913Q Fabrication of Liquid Hydrogen Vacuum Jacketed Supply Section for Cell 7

Vendor 1 Questions:

• AN swivel fittings are listed on the diagram legend. Are JIC fittings acceptable?

Customer Response: JIC are acceptable, We would also accept VCR connections

• There are two pumpout/relief ports on the piping diagram, but no clear fittings or vacuum breaks separating them. Are these supposed to be two pumpouts on the same vacuum annulus, or is the piping to be made of two separate vacuum-jacketed units?

Customer Response: The existing piping was comprised of two sections, though we would like to keep both pump out ports.

• 4’ from the bottom of the piping, Item 5 mentions a Y-branch, but a 1” x ½” reducing tee (item 8) is also called out. Can either of these options be used for this branch?

Customer Response: If you would like to replace this section with a ½” branch to supplement the reducer that is acceptable

• Are the globe valves fail-closed, or fail-open?

Customer Response: Fail-close

Vendor 2 Questions:

1. Can you confirm the actuators are pneumatic and the pressure of the drive gas? Actuators are pneumatic, and are supplied with 100psi of GN2

2. Is a cold shock with Liquid Nitrogen acceptable? We would like to maintain the requirement for hydrogen cold shocks. The difference in liquid temperatures can have significant impacts on materials used in the build.

3. What type of port is on the end of the female bayonet cap, 6.1? VCR is preferred; the purpose of this female bayonet is to be hermetically sealed.
