Brand Name Justification:

�I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Stilog Inc.for Spaceport Scheduling Software & Consulting/Training Services.

The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 1 year ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Kennedy Space Center Spaceport Integration Office and their support contractor evaluated numerous software options and determined that the Visual Planning software solution met more of our requirements than other options. Additionally, the timing of this procurement is a challenge. The objective is to complete the procurement, set up, initialization, and training before 7/1/25. This will allow for a smoother, more efficient transition from the current BOSS contract to the SOCS contract.

Not doing so would cause significant risk during the already challenging transition period from one contract to the next.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The most significant impacts would be to schedule and how it matches up with follow-on contract timeline.The current schedule suggests procurement and set up is required prior to the July 2025 timeframe. Switching from Visual Planning software to any other software platform at this point in the process would increase undue risk to the transition schedule, creating a massive gap in the work flow and timelines no longer being met.
