About this file

This document contains a recommendation and determination to solicit from one source for a federal contract opportunity with the National Aeronautics and Space Administration. The recommendation is to negotiate solely with Epson America, Inc. to procure an EPSON 16,000-Lumen 3LCD Laser Projector with 4K Enhancement. The salient characteristics required for the projector include a brightness of 16,000 lumens to overcome ambient lighting, a laser light source with 20,000 hours of life, a resolution of 1600x1200 pixels or greater, a fan noise output of less than 40 decibels, and 4K capability to accommodate future needs. Procuring an alternative projector would impact the continuation of work being conducted at the Glenn Research Center facility, where the existing 10-year-old projector is installed. The related federal contract opportunity is solicitation number 80NSSC23848897Q for the EPSON projector, to be awarded by the National Aeronautics and Space Administration Shared Services Center.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Web of .

The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Epson America, Inc.. for EPSON 16,000-Lumen 3LCD Laser Projector with 4K Enhancement. the estimated period of performance or lead-time for delivery is 30 days ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Glenn Research Center is in need of the EPSON 16,000-Lumen 3LCD Laser Projector with 4K Enhancement, the requirements for this projector are the following:Light output to overcome the ambient lighting in the room, which has a wall of windows. A brightness of 16K lumens is required,The light source shall be a laser-based source – the laser light source provides 20K hours of life, doesn’t dim over time and will require minimal maint, The projector shall have the ability to display a image of 1600x1200 pixels or greater, 4K capability is desired to accommodate future needs, The projector shall have a fan noise output of less than 40 DB.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

The EPSON projector has the salient characteristics needed for the continuation of work, this hardware must be procured in a reasonable amount of time. Installation of the projector and screen will be required in our work environment. The impact would be to the continuation of work. By not procuring a replacement projector for the existing projector, which is 10 years old and is not manufactured or supported by the OEM this would lead to a work stoppage. The room it is installed in is a very high use conference/meeting facility at the Glenn Research Center.
