About this file

This is Amendment 1 to RFP 80MSFC25R0004 for NASA Marshall Space Flight Center's Safety and Mission Assurance Services II (SMAS II) contract, which primarily addresses industry questions and changes the solicitation number from 80MSFC24R0002 to 80MSFC25R0004. The amendment provides responses to 41 industry questions covering topics like past performance requirements, benchmark labor rates, sample tasks, and organizational conflict of interest considerations.

Key changes include clarification that sample task responses should be 10-12 pages total (not per task), revision of benchmark direct labor rates documentation, addition of CA Documentation Specialist labor category, and removal of liquid propellant testing from Sample Task 1. The incumbent contractor is identified as Bastion Technologies (contract 80MSFC18C0005). The contract remains a small business set-aside under NAICS 541715 with a 1,300 employee size standard. It will be a single-award IDIQ with an eight-year period of performance and maximum value of $488 million, using cost-plus-award-fee task orders with the option to transition to cost-plus-fixed-fee. Questions related to amendment changes are due by December 4, 2024 at 5:00 PM Central Time.

5
L
1852.215-81 Proposal Page Limitations (APR 2015)
The answer to the question about the number of pages for the 3 sample tasks was answered indicating that 10 - 12 pages per sample task was estimated. However, the page limitation section 1952.215-81 Proposal Page Limitations indicates in the first row that the sample task responses are expected to be approx 10-12 pages which are distributed amongst the 3 task (within the 92 page limit). Can you please confirm if the 10 - 12 page estimation is per sample task (within the 92 page limitation) or distributed amongst the 3 sample tasks (3-4 pages each, within the 92 page limitation).
The sample task responses are expected to be approximately 10-12 pages which are distributed among the three tasks within the 92-page limitation. However, the 10-12 pages is intended as a guide within the established page limitation.
6
L
1852.215-81 Proposal Page Limitations (APR 2015)
Will the Government specify all exclusions from the page count?
Section L provision 1852.215-81, Proposal Page Limitations, paragraph (c) indicates that only Attachment L-3, Past Performance Questionnaire, is excluded from the Past Performance-Volume and also indicates there are no other exclusions from the page limitations established for the page limited volumes.
7
L
ELECTRONIC SUBMISSION OF PROPOSALS - PROPOSAL MARKING AND DELIVERY THROUGH NASA’S EFSS BOX (OCT 2023)
Page L-9 requires, “Prime Offeror name - solicitation number Cost/Price Volume.xlsx” while page L-20 requires, “SMASII-ABC Attachment L-1.xlsx”.
Section L provision Factor II - Cost Volume Instructions, paragraph (b)(3)(i)(C), is revised to insert a note which provides clarity relative to the recommended file naming conventions.
8
L
Volume II – Cost Factor Instructions
Table L-1 Cost Volume Table of Contents still does not match the outline contained in the paragraphs following the table from the RFP. Recommend updating Table L-1 to reflect the paragraphs shown in Rec changes Tab of this spreadsheet.
Attachment L-1, Excel Pricing Model (EPM) and Table L-1 Cost Volume Table of Contents have been revised to be consistent.
9
L
L-19; Volume II-Cost Factor Instructions
Please confirm that the statement "In addition, the Offeror shall discuss the funding requirements, and limitation of liabilities, if any, of all participants." is only intended to be addressed by offeror's who is or will be a new business entity." Please address if this is applicable to all offerors or only new business entity offerors.
This is applicable to new entities only. The RFP has been updated accordingly.
10
L
L-19; Volume II-Cost Factor Instructions
Given that applicable subcontractors apply to those companies providing 5% or greater work year equivalent (WYE) in FY26, the requirement for applicable subcontractors to provide audited financials and financial ratios seems excessive for small business with a small workshare. Recommend this requirement be changed to major subcontractors to eliminate the burden on those companies with a small workshare.
The request is not considered to be overly burdensome as subcontractors are allowed to submit unaudited financial statements.
11
L
Volume II - Cost Factor Instructions
Reference "The benchmark direct labor rates, as provided by the Government are based on data provided by the incumbent contractor as of November 2023 for its workforce (includes subcontractors) as well as ERI data at the 50th percentile." This sentence is inconsistent with the data provided in the benchmark table. The majority of the ERI data seems to be at the 25th percentile.
Revised the sentence to state; "The benchmark direct labor rates, as provided by the Government, are based on data provided by the incumbent contractor as of November 2023 for its workforce (includes subcontractors) as well as ERI data (shown in the table below)."
12
L
Volume II – Cost Factor Instructions
The Cost Factor Instructions, page L-23, states that the Government based the benchmark rates on data provided by the incumbent contractor and ERI data at the 50th percentile for all DL rates, except SME rates which are based on ERI data at the 90th percentile. However, the Benchmark DL rates provided in the table show that ERI data less than the 90th percentile was used on at least 3 of the 6 SME LCATs and the 25th percentile was used for 20 out of the 25 non-SME LCATs. To prevent significant issues in the recruitment and retention of critical skills necessary to support SMA and major Programs/Projects over the course of the SMAS-II contract, will NASA revise the benchmark rates using appropriate ERI percentile, i.e., 50th percentile for non-SME LCATs and 90th percentile for SME LCATs?
The benchmark direct labor rates, as provided by the Government, are based on data provided by the incumbent contractor as of November 2023 for its workforce (includes subcontractors) as well as ERI data (shown in the Benchmark Direct Labor Rate Table in Section L provision Volume II- Cost Factor Instructions).
13
L
Volume II – Cost Factor Instructions
The Governments answer to a tailored CMO indicates that the offeror is not allowed to adjust the labor categories and associated labor hours specified in the CMO. Does this include eliminating a CMO position if the offeror feels they can accomplish the tasking/expectations with less CMO personnel?
The Government provided labor categories and WYE allocation to the CMO pool for the purpose of evaluation. Therefore, Offeror proposals are expected to mirror the provided CMO pool structure model.
14
L
Volume II – Cost Factor Instructions
Benchmark rate not provided for Documentation Specialist in California. Please provide the benchmark rate.
The rate for the Documentation Specialist in California is $40.38. See the revised Benchmark Direct Labor Rate Table in Section L provision Volume II- Cost Factor Instructions, Pages L-24 and L-25.
15
L
Volume II – Cost Factor Instructions
Does the source column in the benchmark table apply to all locations, or is this specific to Alabama?
The source column in the benchmark table only applies to Alabama. Added note to the bottom of the Benchmark Direct Labor Rate Table in Section L provision Volume II- Cost Factor Instructions, Pages L-24 and L-25.
16
L
Volume II – Cost Factor Instructions
The AL SS-4 labor category has a lower direct labor rate than the AL SS-3 labor category (though requires more years of experience).
The AL labor rate for Senior Safety Specialist (SS-4) (i.e., $51.03) is not lower than the Safety Specialist II (SS-3) (i.e., $43.75).
17
L
Volume II – Cost Factor Instructions
Were the benchmark rates (incumbent rates and ERI rates) increased to reflect the rate at the time of contract start (i.e., November 2025)?
Yes. The benchmark rates reflect escalation for the anticipated start date.
18
L
Volume II – Cost Factor Instructions
For the new source column, are we to assume that DRD/ERI is an average of actual data with ERI data and ERI is strictly ERI data? Is there any further explanation for this column?
Yes. No further explanation needed. The Source column in the Benchmark Direct Labor Rate table is a blend of escalated DRD (i.e., incumbent) rates and ERI data when DRD/ERI is indicated and only ERI when only ERI is noted.
19
L
Volume II – Cost Factor Instructions
In the benchmark data table, the SMES-1 is shown as the 25th percentile (Job No./ERI Category Mapping/Years of Experience/Percentile column). When we run ERI with the data, it is closer to the 50th for Alabama, but 25th for the other locations. Can you confirm the percentiles used for this category?
The Government rate for the Subject Matter Expert-Specialty (SMES-1) was revised to reflect the 25th percentile.
20
L
Volume II – Cost Factor Instructions
In the benchmark data table, the Human Resources Specialist is shown as the 50th (Job No./ERI Category Mapping/Years of Experience/Percentile column). When we run ERI with the data, it is closer to the 25th. Can you confirm whether the data is at the 25th or 50th percentile?
The Human Resource Specialist labor rate reflects the 25th percentile. The Benchmark Direct Labor Rate Table in Section L provision Volume II- Cost Factor Instructions, Pages L-24 and L-25, has been revised.
21
L
Volume II – Cost Factor Instructions
In the benchmark data table, the Senior Documentation Specialist is shown as the 75th percentile (Job No./ERI Category Mapping/Years of Experience/Percentile column). When we run ERI with the data, it is closer to the 25th? Can you confirm the percentile for this labor category?
The Senior Documentation Specialist labor rate reflects the 25th percentile. The Benchmark Direct Labor Rate Table in Section L provision Volume II- Cost Factor Instructions, Pages L-24 and L-25, has been revised.
22
L
Volume II – Cost Factor Instructions
In the benchmark data table, the Document Specialist is shown as the 50th (Job No./ERI Category Mapping/Years of Experience/Percentile column). When we ERI with this data, it is closer to the 25th? Can you confirm the percentile for this labor category?
The Document Specialist labor rate reflects the 25th percentile. The Benchmark Direct Labor Rate Table in Section L provision Volume II- Cost Factor Instructions, Pages L-24 and L-25, has been revised.
23
L
Volume II – Cost Factor Instructions
A new column has been added to the benchmark data table that is labeled “source” and it shows DRD/ERI or ERI. In reviewing the data for the technical positions, there are no DRD data for a large group of technical labor categories on the contract. Are we to assume that there are no incumbents for the categories that show “ERI” only?
No. Labor Categories that only include "ERI" in the Source column of the Benchmark Direct Labor Rate indicates that no existing DRD (i.e., incumbent) data was used. The Government used existing and new labor categories for the estimated SMAS II WYEs requirements by labor category.
24
L
Volume II – Cost Factor Instructions
The included non-incumbent SMEs are concerning because these rates and hours will result in an artificially elevated high cost. Is the Government looking to add these positions in the new contract and is that the reason there is no historical data?
Yes, the Government anticipates utilizing these labor categories. The benchmark rates provided for both existing and new labor categories for the estimated SMAS II WYE requirements by labor category are considered to be realistic.
25
L
Volume III-Past Performance Instructions
Paragraph (b) states "Performance of referenced contracts shall be limited to that which occurred within five years of the due date for receipt of proposals. Additionally, each referenced contract shall have a minimum of one year of performance within the five-year period. Performance of any effort outside the five-year period will not be evaluated." Will MSFC consider extending the relevant past performance recency period for the NASA Marshall Safety and Mission Assurance (SMA) Support Services contract from 5 years to 7 years?
No. NFS 1815.304-70(d)(2)(i) indicates that normally requested contracts are limited to those awarded in the last three years. However, the Government has extended the past performance recency period to five years.
26
L
Volume III-Past Performance Instructions
The recent increase from $6 million to $8 million in the offeror’s past performance threshold for size relevancy, raises concerns and restricts the pool of eligible small business offerors, thereby limiting competition and potentially impacting the overall value and innovation brought to the contract. By narrowing the pool of eligible Offerors, the government faces increased risk in terms of project performance. A smaller pool of competitors could lead to over-reliance on an unnecessarily limited number of contractors, which is not in the best interest of the government’s objectives for the SMAS-II contract. In light of these concerns, we respectfully request that the Offeror’s threshold for size relevancy of contracts be reconsidered and reverted to the value of $6 million included in the draft RFP.
The established threshold is not intended to restrict competition but is based on a reasonable proportion of average annual value to the anticipated average annual value of the SMAS II contract.
27
L
Volume III-Past Performance Instructions
Does the government require submission of PPQ forms for projects where finalized CPARS reports (interim/final) are available?
Yes, in accordance with Attachment L-3, Past Performance Questionnaire, Page L-3-1, a single comprehensive assessment is requested for each referenced contract described in the offeror's Past Performance volume.
28
L
Volume III-Past Performance Instructions
For a project that is not completed, should the total contract value in FPDS and/or CPARS be used in calculating the "average annual value"?
The value utilized for the determination of size relevancy will be the actual value (e.g., firm-fixed-price, cost-plus-fixed-fee, actual final FFP LOE value) of the base period and any exercised options as of the time of proposal submission and does not require that the project be completed by this date. External sources such as the Federal Procurement Data System (FPDS), Contractor Performance Assessment Reporting System (CPARS), and Enhanced Procurement Data Warehouse (EPDW) may be used to corroborate the provided values.
29
L
Volume III-Past Performance Instructions
In calculating the current Contract Value, the RFP states (Base Period + Option Periods). A Firm Fixed Price (FFP) Level of Effort (LOE) contract which has a Base Period, 2 Option Periods, Optional Flex Hours, and a 6-month extension option is being considered. Should all of these options be included in the Total Contract Value to be used in calculating the "average annual value"?
Section L provision Volume II – Past Performance Factor Instructions, paragraph (e), Section I, subparagraph (1)(i) indicates that offerors should provide the current contract value (i.e., base period and all option periods) or final contract value if performance is concluded. However, the Government will only utilize the value as of the time of proposal submission (e.g., base and any exercised options). For FFP LOE contracts, provide the actual final FFP LOE value for the base period and each exercised period based on the final level of effort expended for each period.

Attachment L-1

Tabs C-1 through C-4 contains the Program/Project Manager II (PM-2) and Program/Project Manager I (PM-1) in Alabama, Florida, Louisiana, Mississippi. Tabs C-5 through C-8 do not include these labor categories in all locations (only Florida). It is not clear if these should be added to C-5 through C-8 for all locations or removed from C-1 through C-4 (for all locations). Please clarify.
Attachment L-1, Excel Pricing Model (EPM) has been updated and revised in its entirety to ensure consistency between Tabs C-1 through C-8.
31
Attachment L-1
The order of operations related to the application of CMO costs is not consistent with our accounting practices. We normally apply the CMO on the FBR before fee. Can we adjust the CMO to be consistent with our normal accounting practice? This change would apply to Tab B-1 through B-8 and Tab D.
Offerors should propose according to their normal accounting practices and fully explain the buildup and application of the CMO burden. If the CMO burden is applied to G&A, a full explanation of the G&A base must be provided.
32
Attachment L-1
The business manager, business analyst, human resources specialists, and documentation specialists are not included on the C tabs. Should those labor categories be included on the C tabs?
No. Those labor categories should not be included in the C Tabs.
33
Attachment L-1
Tab D, Cell G25 is blank.
Attachment L-1, Excel Pricing Model (EPM), has been revised and replaced in its entirety.
34
Attachment L-8
ST-1 Background states, in part, that the task includes collection and analysis of test data for commercial liquid propellant and/or inflatable solutions. Since the overall page count, and page guidance for the Sample Tasks, is less than sufficient for providing a comprehensive technical approach across the (3) PWS areas for both testing projects, are Offerors permitted to select only one for their sample task response?
The RFP is revised by reducing the scope of ST-1 by eliminating the liquid propellant portion.
35
Attachment L-8
In order to respond to Sample Task 2, please provide the detailed list of lifting devices and equipment at MAF that require testing and certification?
The MAF workload indicators are provided in a document located in the E-Library entitled "MAF Estimated Workload Data for LDE NDE 071224.pdf".
36
Attachment L-8

The documents below are called out in Sample Task 2 on page L-8-3, can the Government provide these documents?

* QD-PS-001, Pressure Systems Inspection and Certification Process

* SBCC-1150-0010, Pressure System Committee Charter

* Any certification process flow charts for MSFC These documents are not referenced in the RFP and not required to respond to Sample Task 2.

Will the government share lessons learned or feedback from the SMAS I contract that could inform our proposal?
Lessons learned from the SMAS I competition would generally fall into two categories, namely those specific to the successful and unsuccessful offerors which cannot be shared, and those specific to the Government’s solicitation and evaluation which have been leveraged to structure the solicitation for the SMAS II acquisition.
Will offerors who are not selected receive a formal debrief, and what will that include?
The SMAS acquisition will be conducted in accordance with FAR Part 15 and NFS Part 15. Refer to FAR 15.505 and 15.506 for information regarding debriefings.

Can you share the name of the vendor who won the contract in the past?

As reflected on MSFC’s Acquisition Planning Tool, the incumbent contractor is Bastion Technologies, Inc., and the current contract number is 80MSFC18C0005.

What are the key indicators of success for this contract, and how are they tied to overall mission assurance objectives?
Offerors should refer to the solicitation’s Attachment J-15, Award Fee Performance Evaluation Plan for Safety and Mission Assurance Services II (SMAS) II, for sample criteria that will be utilized to measure the contractor’s performance, in conjunction with MWI 5116.1, Evaluation of Contractor Performance under Contracts with Award Fee Provisions. The evaluation of contractor performance, and any associated areas of emphasis, will be structured to help ensure the accomplishment of SMAS II performance objectives.
Are there specific safety performance metrics or KPIs that the contractor will be evaluated against?
Attachment J-15 states – “Also, this factor addresses the Contractor’s effectiveness in implementing and adhering to their Safety, Health, and Environmental Plan and adherence to safety, health, and environmental regulations and procedures. The evaluation will focus on but is not limited to the following: ability to minimize lost time incidents, injuries and illnesses, and close calls; ability to handle hazardous materials and chemicals in accordance with procedures and regulations; and the ability and effectiveness to promote a safe work environment.”

ATTACHMENT B – SUMMARY OF CHANGES BETWEEN FINAL AND AMENDMENT 1 SOLICITATION

This attachment delineates changes made to the final solicitation, which was posted to www.SAM.gov on November 15, 2024. The changes are a result of comments and questions received from industry and internal reviews. These changes represent all significant changes, but are not intended to be all-inclusive. Grammatical, typographical, and other non-substantive changes have been corrected throughout the RFP.

The contract will have the option to transition from CPAF to cost-plus-fixed-fee (CPFF) TOs and the option to transition back to CPAF TOs if appropriate. This option exists on a contract year basis. However, the use of CPAF TOs will occur for no less than the first 11 months of the Base Ordering Period. A transition to CPFF would only be performed if the contractor demonstrates a firm understanding of the unique technical requirements and achieves sufficient history of sustained excellent performance. The option to transition back to CPAF will be included in order to preserve the Government’s ability to return to the full CPAF evaluation process to address poor contractor performance. Additionally, award fee performance will be evaluated in accordance with Attachment J-15, Award Fee Performance Evaluation Plan. Clauses delineated in this contract are applicable as appropriate specific to the type of TO awarded. Center-specific clauses delineated elsewhere in this contract will apply to TO efforts performed at the specified center. CLIN 001 for the phase-in period is firm-fixed-price (FFP) and all FFP clauses are applicable only to this CLIN.

(c) IDIQ ordering shall be performed in accordance with Federal Acquisition Regulation (FAR) 52.216-18, Ordering, FAR 52.216-19, Order Limitations, and NASA FAR Supplement (NFS) 1852.216-80, Task Ordering Procedure, of this contract.

(d) IDIQ Labor Categories and Labor Rates: Labor categories and associated hourly rates to be used in TOs are included in and Attachment J-4, Description of Labor Categories, and Attachment J-6, Schedule of Rates, and in performing IDIQ services. The contractor shall provide all required labor and other direct costs (ODCs), to include travel and training as delineated in the individual TOs proposals based on the rates delineated in Attachment J-6, Schedule of Rates.

(e) ODCs (e.g., travel, material, training, software): All ODCs required to support this contract shall be authorized and accounted for within IDIQ TOs. TO ODC burden rates shall not exceed those rates included in Attachment J-6, Schedule of Rates. Fee shall not be applied to ODCs. Travel shall be performed in compliance with the Federal Travel Regulations (FTR). The Government will not pay for expenses that exceed FTRs. ODCs shall be invoiced on separate line items in all invoices in which these costs are incurred. Travel shall also be invoiced to include complete backup documentation to support the invoiced travel amounts in all invoices in which these costs are incurred. The contractor shall obtain written approval from the contracting officer’s representative (COR) at least five (5) business days prior to the incurrence of any ODC or travel expenses.

(f) Based on availability, the contractor is authorized to drive or use Government-owned or leased vehicles in performance of this contract.
