The purpose of this briefing is to provide context regarding key requirements of the DRFP in order to facilitate a greater understanding of the pending acquisition.
The resulting contract will support mission ground systems development and operations services for NASA programs, project offices, staff offices, NASA contractors, payload developers, educational institutions, international partner space agencies, and individuals within these organizations.
This contract is subject to the requirements of NASA Procedural Requirement (NPR) 7120.5 and NASA Interim Directive (NID) 7120.99.
Current services are provided by COLSA Corporation, HOSC, Contract #NNM17AA12C and Teledyne Brown Engineering, Inc., MO&I, Contract #NNM13AA29C as summarized in Attachment L-4, Background and Historical of the solicitation.

The MOSSI II contract is a consolidation of the Huntsville Operations Support Center (HOSC) and the Mission Operations and Integration (MO&I) contracts, allowing:
➢ Opportunities for integration across the Performance Work Statement
➢ Contractor integration of Ground Systems and Operations functions
➢ Greater opportunities for innovation and efficiencies spanning Ground Systems and Operations
Notable MOSSI II scope interfaces:
➢ Network engineering (previously HOSC scope) moves to the NASA Integrated
Communications Services (NICS) contract.
• Aligns with Agency initiative to consolidate networks and network security
➢ Ground System Independent Verification and Validation (IV&V) (previously HOSC scope) moves to a pending MSFC support contract.
• Supports Government evaluation and acceptance of MOSSI II deliverables
➢ Human Spaceflight Technical Integration Contract
• Provides products and services to support mission and program integration and necessary infrastructure operations in support of the ISS Program
➢ Integration Mission Operations Contract (IMOC)
• Provides flight vehicle operations products and services in support of the ISS Program
➢ Mission Systems Operations Contract (MSOC)
• Provides vehicle ground systems services in support of the ISS Program
➢ Other existing MSFC support contracts:
• Engineering Services and Science Capability Augmentation (ESSCA)
• Consolidated Program Support Services (CPSS)
The MOSSI II contract will be managed as a traditional Government/prime contractor relationship:
➢ Government interaction through insight and oversight
➢ Management based on metrics, schedules, budget/cost performance and technical requirements boards
➢ Contractor performance/accountability per award fee “J-7 Performance Evaluation Plan, Appendix A - Definition of Ratings.”
• Emphasis on thorough and accurate contractor self-evaluation
• By identifying and addressing key performance metrics and meeting program customer expectations, the MOSSI II contractor will demonstrate the capacity to operate with increasing independence
The role of the MOSSI II contractor is expected to evolve to align with Agency and customer Program initiatives:
➢ Focus NASA civil service personnel to inherently governmental roles
➢ Commercialization of the ISS Program
➢ Customer focused approach to align with the ISS Science, Technology, and Exploration Process Flow
There are skills, experience and certifications resident within the incumbent workforce that the Government views as vital to the continued success of the PMOD/MOSSI II mission.
➢ The Government will evaluate the offerors’ approach and resource allocation to effectively recruit and retain human capital.
➢ The offeror is expected to propose workforce sizing to execute the breadth and quantity of the PWS scope, at the expected level of quality.
➢ Background and Historical information provides current staffing levels for reference only. It is the offerors’ responsibility to provide a staffing approach which satisfies the PWS requirements.
The MOSSI II PWS is written with the expectation that the contractor is responsible for the entire PWS scope.
➢ Civil servants are presently working “in line” with the contractor workforce under the HOSC and MO&I contracts.
➢ Civil servants will transition out of MOSSI II PWS roles per the offeror’s proposed staffing approach and the offeror’s hiring, training and certification plans.
➢ Mission support and programmatic constraints will be factored into this transition.
Relative to MOSSI II, civil servants will maintain the following roles:
➢ Establishing and clarifying requirements
➢ Evaluating and accepting products and deliverables
➢ Voting on Government boards and panels
➢ Evaluating contractor performance
➢ Executing the Payload Operations Director (POD) role
• Provides direct insight and oversight of real-time operations
Offerors are encouraged and expected to propose efficient staffing approaches, processes and methodologies to meet the PWS requirements in the evolving operational environment.
The Government has requested three specific innovations and one of the offerors choosing for a total of four.
➢ Innovations and efficiencies that are offered for Government consideration for later implementation, differentiated by:
• Innovations and efficiencies that are within the control of PMOD/MSFC to implement
• Innovations and efficiencies that require changes/coordination beyond PMOD/MSFC

We enable space-based research for our customers by designing, integrating, and operating payload and flight systems safely, effectively, and efficiently.
HP20’s Role in ISS Operations
Johnson Space Center (JSC) & MSFC flight control teams support ISS real time operations 24/7, 365 days a year.
JSC monitors crew activities, spacecraft systems, and crew health & safety.
MSFC monitors payload operations, providing critical mission data systems for planning and command & control operations for the 100+ scientific instruments and experiments on orbit.
MSFC supports ISS via HP20, in the POIC.
The POIC is a facility within the HOSC. It is the primary facility and system responsible for 24/7 real-time ISS payload operations management, integration, and support.
The POIF consists of the Joint NASA and contractor team tasked to perform functions of Payload operations and integration.

Program authorized engineering community with the facilities, hardware, software and infrastructure required to support safe and successful
SLS mission operations.
HP20’s Role in SLS

Development Division within the Human
Exploration and Operations Mission
Directorate at NASA Headquarters in
Washington.
Within the Human Exploration and Operations
Mission Directorate, the SLS Program at
MSFC works closely with the Orion Program, managed by NASA’s Johnson Space Center in Houston, and the Exploration Ground
Systems at Kennedy.
At MSFC, HP20 supports SLS by providing the SESC, located in the HOSC, which enables the SLS Program office, MSFC
Engineering, SLS Systems Engineering and
Integration and MSFC Safety & Mission
Assurance to provide integrated engineering support for SLS vehicles over the life of the program. PMOD is also responsible for storing the SLS Integrated Avionics test facilities data.

We will lead, plan, and execute NEA Scout mission operations from the Mission
Operations Center (MOC) in the HOSC.
HP20’s Role in NEA Scout
Operations
Jet Propulsion Laboratory (JPL) & MSFC flight control teams support NEA Scout operations during critical activities.
JPL monitors telemetry & tracking data and supports NEA Scout image processing. The
Principal Investigator for NEA Scout is also located at JPL.
MSFC is responsible for the overall operations of the spacecraft including uplink of command sequences necessary for NEA Scout to rendezvous with the target asteroid..
MSFC supports NEA Scout via HP20, in the
MOC. The MOC is a facility within the
Configurable Control Room (CCR) of the HOSC.
It is the primary facility and system responsible for real-time NEA Scout operations management, integration and support.
MOC personnel monitor NEA Scout telemetry & tracking data via the HOSC. Telemetry & commanding is routed through the HOSC to/from NEA Scout via the deep space network.

Purpose
The PMOD Program Management &
Integration team provides leadership and direction to PMOD.
Overview
Program Management & Integration responsibilities include PMOD cost, schedule, technical implementation, and execution of tasks, as well as supervision of the entire organization. PMOD flight and ground operations (including POIF &
POIC) are led by the Program
Management & Integration team.
Additional personnel support team functions include communication, media, event coordination, meeting support, document & configuration management, human resources, and resource plans.

HP20
PMOD Manager (& Supporting Managers)
Serves in both programmatic and organizational management roles as the ISS
Payload Operations Cost Account Manager (CAM) and as the Manager of the
MSFC PMOD. The ISS Payload Operations CAM reports programmatically to the
ISS Program Manager and is accountable for total cost, schedule and technical implementation, executing and expanding upon the vision and direction of the
POIC and POIF. The Manager of PMOD manages and supervises a multi-branch
Division within the Human Exploration Development and Operations Office, in conducting multi customer flight and ground operations activities. This includes both managing the development and conduct of operations activities, as well as supervision of the organization.
Assistant Manager for Flight Operations / ISS POIF Project Manager
Leads all in-house mission operations, including payload and mission operations concept development, analysis and development of mission operations requirements for flight systems, planning and preparation, implementation of mission support systems, and conduct of flight operations. For ISS, perform project management of the POIF, which is responsible for all operations functions for the planning, training, and flight of ISS payloads.
Assistant Manager for Ground Systems / ISS POIC Project Manager
Leads ground support of flight operations for payloads and missions, including concept development, analysis and development of operations requirements for ground systems, preparation of operations, implement mission support systems;
and conduct ground operations. Ground support of flight operations includes providing insight and consultation on ground operations for ISS payloads, SLS, and other assigned projects. For ISS, perform project management of the POIC.

Public Affairs Support
Supports stakeholders and senior leadership in the Human
Exploration Development Office (HEDO). Supports development of short and long-range communication plans and coordination of activities across multiple organizations. Supports media relations efforts, ensuring consistency and compliance with messages and protocols. Plans and executes community outreach events and other special events in support of NASA and Marshall Space Flight
Center.

Management Program Review (MPR) Coordinator. Space Utilization
Coordinator. Leads the planning, coordination, scheduling, logistics, and execution of PMOD special events (All-hands, Employee recognition, etc.).

PMOD Integration
Responsible for the integration across organizations and programs/projects, configuration management/data management, SharePoint administration and outreach for HP20.

Purpose
The Planning and Analysis Branch provides payload planning requirements collection and scheduling and manages inventories of on-orbit payload activities for complex space programs such as the ISS.
Overview
The HP23 Branch coordinates with
Payload Developers around the globe to develop planning requirements, develops long term plans for payload operations, and develops and maintains detailed timelines for execution. The Branch also compiles and tracks the tools, parts, and materials required for each experiment.

POIC Stowage
Responsible for managing inventory and stowage for NASA payload operations by coordinating stowage requirements with Payload Developers, Operations Leads, International Partners, and the Houston Flight
Control team. Reviews operations products for stowage impacts and inconsistencies and assesses manifest and stowage data to identify any potential planning impacts. Also staffs the Stowage flight controller console during real-time operations.
Visiting vehicle Integration, Planning, and Resupply / VIPR
Responsible for transferring all NASA payload manifested hardware from Visiting Vehicles (VV) to the ISS upon berthing and from ISS to the VV for return while meeting all constraints associated with unpack/pack and initial operations.
Timeline Change Officer / TCO
Responsible for coordinating and implementing changes to the payload timeline within one week prior to execution. Also staffs the TCO flight controller console during real-time operations making necessary last-minute changes to the timeline, monitoring execution of payload operations, and coordinating and updating future timelines and plans based on results or issues that arise during execution.
Payload Planning Manager / PPM
Collects planning requirements from PARCs and Partner Planners and develops the NASA and integrated
ISS payload planning products including the On-orbit Operations Summary (OOS), planning Ground rules and Constraints, and Short-Term Plans (STPs). Coordinates and implements changes to pre-increment payload planning products in preparation for execution.
Payload Activity Requirements Coordinator / PARC
Develops the Payload Activity Requirements Document (PARD) and Payload Planning Overview (PPO), and models activity definitions and sequences from the user provided payload planning requirements.

Facility Operations Lead
Provides Payload Operations Integration (POI) representation to major facility projects. Takes a leading role in various activities and working groups to ensure that the payload operations that depend on these facilities are not adversely affected by decisions that are made regarding enhancements, operations concepts, or hardware constraints/limitations.
Network Specialist / NS
Certified DMC that serves as the Subject Matter Expert (SME) for network devices on the ISS - Payloads LAN. The Network Specialist performs troubleshooting and anomaly investigation efforts with the LAN and associated devices. The DMC Network Specialist supports new projects and upgrades to hardware, as well as being responsible for the testing of new system software/hardware.
Payload Systems Engineer / PSE
Manages all aspects of the PAR database for real-time ops as well as for CoFR deliveries. During the ops prep phase, the PSE prepares for real-time operations by completing flight/increment specific training.

The Payload and Crew Operations
Branch provides POIC to ISS communication expertise, payload activity product development and execution, payload safety assurance, and special science facilities expertise.
Overview
HP26 consists of 8 disciplines that provide pre-increment and real-time support (“cradle to grave” development and execution) of US Payloads. This branch ensures the onboard ISS astronauts have safe procedures and displays in order to efficiently execute payloads in an effort to gain the maximum science for research. During execution, this branch provides expert oral communication to the onboard crew as well as management and integration of the execution of each time-lined activity. HP26 also provides the real-time support to the Glovebox Facilities that enable life and physical science payloads to operate in a contained environment.

The scope for the Advanced Development Team is comprised of government led software development and testing in support of the ISS

(TReK) software application suite.
Lab Training Complex / LTC
Manages the development and maintenance of a training facility used to train cadre on facility and sub-rack level payloads. The LTC is a mockup of a space station module and is populated with hardware and software payload training units.
Imagery Team
The scope for the Imagery Team encompasses the efforts for integration and planning of strategic efforts in the imagery field across major Programs and the Agency. The NIEP and the Gateway Imagery
