TO: All Potential Offerors
SUBJECT: Draft Request for Proposal (DRFP), Solicitation No. 80MSFC21R0006, for the
Marshall Operations, Systems, Services, and Integration (MOSSI II) Acquisition, George C. Marshall Space Flight Center (MSFC)
You are invited to review and comment on the National Aeronautics and Space Administration’s
(NASA) MSFC solicitation. The principal purpose of this requirement is to maximize ISS ground systems infrastructure and operational capabilities, reduce risk, and minimize United
States operations costs relating to the ISS.
Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.
Potential offerors should identify any unnecessary or inefficient requirements and are also encouraged to comment on the DRFP CLIN structure, any unique terms and conditions, and the
Section M Evaluation Criteria.
This competitive acquisition will result in a cost-plus-award-fee (CPAF) for both core mission and indefinite-delivery, indefinite-quantity (IDIQ). The contract will have a total potential period of performance of 8 years, including a 90-day firm-fixed-price phase-in, a 23 month Base
Period, a 12-month Option Period 1, a 12-month Option Period 2, a 12-month Option Period 3, a
12-month Option Period 4, a 12-month Option Period 5, and a 12 month Option Period 6. The
North American Industry Classification System (NAICS) code for this acquisition is 541715 -
Research and Development in the Physical, Engineering, and Life Sciences (except
Nanotechnology and Biotechnology) and the small business size standard is 1,250 employees.

The successful offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805).
The current planned release date for the Final Request for Proposal (RFP) is on or about August
04. 2021, with proposals being due approximately 30 calendar days later.
The anticipated contract award/effective date is July 20, 2022. The contract will be performed onsite at NASA MSFC, Johnson Space Center (JSC), and Kennedy Space Center (KSC).
The following additional information is provided to assist in understanding this acquisition:
1. A Phase-in period will be conducted. A 90-day firm-fixed-price contract line item number (CLIN) will be used for phase-in.
2. The Government will make available existing Installation-Accountable Government
Property (IAGP) for onsite contract performance.
3. After release of the final RFP, the MOSSI II Virtual Industry Day is anticipated to be held on June 09, 2021. Notice will be posted on the acquisition website noted below.
4. Site Visits/Conferences. No site visits will be conducted for MOSSI II.
5. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to NFS clause 1852.209-71 Limitation of
Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting. As provided in MSFC 52.209-93, Notice of Potential Organizational
Conflicts of Interest, the description of potential conflict is as follows:
• The Government has elected to utilize a separate Independent Verification and
Validation (IV&V) contract, the Ground Systems Engineering Support Services
(GSEES), who will test, evaluate, and report on ground system product deliverables from the MOSSI II contract prior to Acceptance Reviews or
Operational Readiness Reviews.
The role of the IV&V contractor will be to:
A. Assess and report on the technical correctness and completeness of the system/software;
B. Assess the overall quality of the system/software products; and
C. Evaluate compliance with the development-process standards.
The Independent Verification and Validation (IV&V), Ground Systems
Engineering Support Services (GSEES), is required to perform technical reviews and report on the technical correctness, completeness, and quality of the system/software product developed by the MOSSI-II contract, which could create an impaired objectivity OCI.
• The International Space Station (ISS) Program has a Human Space Flight
Technical Integration Contract (HSFTIC) that provides products and services to support mission and program integration and necessary infrastructure operations functions with the potential to support other NASA Programs or Projects. This contract vehicle also provides risk management support to the Government.
Access to risk management information which may contain cost, schedule, and/or technical data could result in an unequal access to information.
• The Consolidated Program Support Services (CPSS) contracts provide programmatic and technical personnel to support NASA's current and future programs and projects in four disciplines: PP&C (PP&C Integration, Earned
Value Management (EVM), Cost Estimating, Cost Analysis, and Scheduling), Project Coordination (PC), Configuration and Data Management (CDM), and
Programmatic Subject Matter Experts (SMEs). Access to cost, schedule, and/or technical data could result in an unequal access to information.
In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable
Document Format (PDF).
Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.
NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The

This DRFP is not a solicitation and NASA is not requesting proposals. This DRFP does not commit NASA MSFC to pay any proposal preparation costs, nor does it obligate NASA MSFC to procure or contract for this requirement. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
Any comments regarding the DRFP should be submitted electronically in writing, to Casey H.
Hardy, Contracting Officer, at casey.h.hardy@nasa.gov, within 14 calendar days after the release of this DRFP. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response. The
Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted response to the GPE if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government may also respond via the GPE to comments and/or questions received following the issuance of the Final Request for Proposal
(RFP).
