Proposal Submission Frequently Asked Questions

Date Added: The following question(s) and answer(s) added 12/2/2020.

Q 11: Can a proposer claim any sort of exclusivity in this AFP?

A 11: NASA, as a government entity, disseminates information which is publicly available. For this AFP, the partner may be able to claim, for a mutually agreed upon period of time, certain exclusive commercial rights in a particular format or distribution category to content obtained from partner-provided project hardware. In fact, the agency on very rare occasions, has permitted a production entity to release footage in advance of the public release for a certain negotiated period of time in a format which may not be easily accessible to the public (for example as in a large format film). At the same time though, NASA will retain rights in a standard format of the same footage, and clips of general raw footage will be released for use by news outlets, and for other public use that does not conflict with partner’s format or category exclusivity for the period it is in effect.

Q 10: Does a proposer really have to fill out a draft Space Act Agreement?

A 10: Proposers are asked to submit draft agreements with pertinent information. Feel free to spell out those areas that need further negotiation and consult the guidelines in the AFP.

Q 9: In a non-reimbursable SAA can the partner company to NASA approach other companies (U.S.) for co-funding support? Ex: could the applying partner small business, if approved, accept funding/underwriting from a larger company in order to carry out the objectives of telling the Artemis Story to a worldwide audience?

A 9: Yes, a proposer can include other partners to help with funding, subject to the parameters on foreign entity participation, restrictions on promotion, and other requirements set forth in the AFP.

Date Added: The following question(s) and answer(s) added 11/12/2020.

Q 8: Does the AFP require a broadcaster to be included as a partner or partner team member?

A 8: The AFP does not specifically require that a partner or partner team member must be a broadcaster. Requirement 1 on pages 6 & 7 requests documentation of platforms for distribution and potential penetration into the viewing population.

Q 7: Are the mission planning, long-term support of this camera, modifications, etc all supposed to be covered by the Partner’s own funds?

A 7: Yes, mission planning, long-term support and modifications to the camera would need to be covered by the partner.

Q 6: In Article 3 B3 (page 14) it appears that NASA is requesting the “partner” company to cover the bulk of the expenses including all camera certification and integration costs, is this correct?

A 6: Yes, certification and integration costs will be covered by the partner.

A 5: There was no listed requirement for biographies or resumes. Note that the AFP states on page 7, “If the Respondent’s Project team will include international entities, the Proposal should identify these international entities and the roles they will play in the project.” The inclusion of any information additional to the listed requirements is at the Proposer’s discretion within the 10 page limit.

Q 4: Are letters of commitment and support required at this point? If so, is that included as part of the 10 page limit?

A 3: No, it is not required.

Q 2: Is a Table of Contents required? If it is, is that included as part of the 10 page limit?

A 2: No, it is not required.

Q 1: In the AFP document it says that "Submittals should be limited to no more than ten pages (excluding the NSPIRES cover page and the Model Agreement or modifications there to required by respondent)" what does this include?

A 1: Your proposal should concentrate on the content described under “requirements”, starting on page

6. There is a link to a guidebook for proposers on page 6, but as it states, “information in this document supersedes and provides additional direction to that found in the NASA Guidebook for proposers”. If a section is not addressed in the “requirements” section then the inclusion of any additional information should be at the Proposer’s discretion.
