This contract is subject to the requirements of NASA Procedural Requirement (NPR) 1800.1, NASA Occupational Health Program Procedures, and Marshall Procedural Requirement (MPR) 8500.1, Environmental Engineering and Occupational Health Program.
Current services are provided by HPM Corporation, NNM13AA80C, as summarized in Attachment L-3, Background and Historical Data, of the solicitation.

Performance Work Statement (PWS) Summary (Continued)
This is a summary of the PWS sections covered in the solicitation and their associated customer base.
Notice Section 7.0 has, and Section 9.0 has the potential to have, customers outside of MSFC. Section 7.0 customers result from a Space Act Agreement between NASA and several Redstone Arsenal organizations. The agreement is managed by NASA; however, the service will be provided by the successful offeror. The program currently has approximately 125 non-NASA personnel participating.
Occupational Medical Services (PWS 4.0) Annual Occupational Safety and Health Administration (OSHA) and NASA-specific examinations Medical Staffing will be reduced over the life of the contract and some job responsibilities combined in accordance with Attachment J-13 Minimum Staffing Levels (Work Year Equivalents).
On-site contractor and Marshall Exchange examinations will reduce annually in accordance with Attachment J-14 Required Occupational Safety and Health Administration (OSHA) and NASA-Specific Physicals .
Examination Protocols are located in Attachment J-16 Physical Exam Classifications and MSFC- Specific Exam Protocols and NPR 1800.1 Appendix C.

The primary mission of the medical program is to provide occupational medical services. Within that scope, MSFC provides medical surveillance examinations to a specific category of employees to monitor or assess their health as it relates to potential exposures within the workplace. The categories are determined either by regulation or NASA. The exams are given annually in accordance with NASA protocols delineated in Attachment J-16 and NPR 1800.1.
During the life of the contract, on-site contractor exams will be reduced each option year until they reach zero in option year 4. These numbers are specified in Attachment J-14. Additionally, offerors have been provided a minimum required staffing level to perform this effort. The medical staffing will also reduce during this time. Note that some job responsibilities will be combined during the life of the contract as specified in Attachment J-13.

MSFC has a comprehensive industrial hygiene program and primarily covers the areas indicated on this chart.
The successful offeror will be responsible for managing this program for the Center and serve as the Center’s Industrial Hygiene Subject Matter Expert.

MSFC also has a comprehensive Health Physics program.
The successful offeror will be responsible for managing the program, and maintaining compliance with NASA and NRC requirements, and ensuring the Center’s NRC licenses are up to date.
Most of MSFC’s ionizing material are “check sources” and “calibration sources;” however, MSFC has propulsion research activities that utilize depleted uranium, which is the most radioactive material onsite. Those personnel exposed to these materials participate in a quarterly bioassay monitoring program. Additionally, MSFC plans to begin using low enriched uranium in the near future.
MSFC is located in an area that is conducive to high radon levels. As a result, the center has a radon management program in place. The successful offeror will be responsible for managing that program and performing radon monitoring.
Attachment J-17 includes workload indicators relative to this program.

MSFC has a comprehensive cradle to grave Respiratory Protection program which is highly recognized in the agency.
The successful offeror is responsible for managing this program and for issuing, inventorying, cleaning, inspecting, testing, repairing respiratory protection equipment, and for refilling Self Contained Breathing Apparatus (SCBA). The successful offeror will also be responsible for purchasing consumables, disposable respirators, cartridges, and replacement parts, and for hydrostating the SCBA cylinders.
Attachment J-17 includes workload indicators relative to this program.
Indefinite-Delivery, Indefinite-Quantity (IDIQ) (PWS 8.0) (See Attachment J-4) The OHS scope contains an IDIQ component for occupational health services for PWS sections 4.0 - 7.0. Examples of IDIQ services include:

The IDIQ component is for services not covered in the mission services sections of the PWS. It is anticipated that these services will primarily be used for the Occupational Medical Services portion of the PWS.
As the MSFC on-site contractor physical exams roll off each year, other center organizations may choose to fund the OSHA/NASA specific physical exams for the remainder of their contract in lieu of establishing a separate agreement. In this instance, a task order will be issued under the IDIQ portion of the contract. This will also apply to additional physical examinations and special medical procedures.
IDIQ may also be utilized to fund additional training/travel for new training requirements, assistance to other NASA Centers, or audits.
The physical exams, specific medical procedures, uranium bioassay testing, and beryllium bioassay testing will have unit prices as delineated in Attachment J-4
Please refer to the Attachment L-3, Background and Historical data and Attachment J-17 include workload indicators.
No-Cost Medical Services (PWS 9.0) Offer, as a minimum, the following services for the covered population in Table 2.1, of the Performance Work Statement, establishing separate billing arrangements with on-site contractors, billing private medical insurance, including Medicare and Medicaid, for services rendered along with other methods of payment (e.g., credit/debit card, cash, check) at the MSFC Medical Center.
OSHA and/or NASA-specific work-related physical exams for on-site contractor personnel Health maintenance exams, non-occupational urgent care, and flu-shot clinic One or more additional no-cost medical services - the types of services will be at the contractor’s discretion (e.g., pre-employment drug and alcohol screening, suturing, vaccinations, and mammograms) December 12, 2018
No Cost Medical Services is being introduced into the Occupational Health program and will require the successful offeror to offer, as a minimum, non-occupational urgent care, health maintenance exams, and additional no-cost medical services to all civil service, on-site contractor, and Redstone Arsenal personnel. The services will be paid for by billing private medical insurance or through other methods of payment.
This initiative is a potentially lucrative business opportunity for the successful offeror as well as a cost savings opportunity for the center. The nearest medical facility is 15-25 minutes away depending on traffic. The ability to offer these services to the onsite community will reduce the employee’s time away from work.
Another business opportunity is to offer to the onsite contractor community OSHA and NASA-specific medical exams as they phase out of this contract, as well as additional services such as pre-employment drug screenings. Competitive pricing, historical patient and protocol knowledge, and location should incentivize the onsite contractor community to leverage the capabilities of the MSFC clinic.
The Contractor shall accommodate a variance of +/- 10% per contract year.
Physicals required below the specified numbers will be subject to a corresponding contract value reduction.
Physicals required above the specified numbers, including the variance, will be ordered in accordance with the Ordering and Task Order Procedures clauses of the contract.
The Government will provide the successful Offeror a list of on-site contracts and the corresponding schedule that details the number of physical examinations required by contract number and contract year.

Attachment J-14 Required Occupational Safety and Health Administration (OSHA) and NASA Specific-Physicals
This chart depicts the phase out of on site contractor physicals by contract year from 930 to 0 in contract year 5. The number of physicals required shall accommodate a 10% variance +/- for each contract year. The contract value associated with the number of physicals will be adjusted downward if the number of physicals performed in one year is below the 10% variance. Physicals above the 10% variance will be ordered by IDIQ task order.
Background and Historical attachments are provided as information only and should not be assumed to indicate the level of effort needed to perform these requirements.

Associate Contractor Agreement (ACA) - The solicitation contains two ACAs that must be negotiated upon award of the contract. A copy of each ACA must be provided to the Contracting Officer.
Indemnification and Medical Liability Insurance - The contractor shall maintain, during the term of this contract, liability insurance issued by a responsible insurance carrier of not less than $5,000,000 per specialty per occurrence. Evidence of insurance documenting the required coverage for each health care provider who will perform under this contract shall be provided to the Contracting Officer prior to the commencement of services under this contract.

Other Noteworthy Clauses
Key aspects and requirements of this small business set-aside include FAR Clause 52.219-14, Limitations on Subcontracting, which states that by submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
Small Business Objectives
MSFC clause entitled Mandatory and Required Training requires that all on-site contractor personnel complete training courses (or approved equivalent) as well as any future training requirements mandated by MSFC. The clause provides a link to the required training courses.
Training for employees and subcontractors will be the responsibility of the contractor.
MSFC is not obligated to provide training to contractor personnel.

Required On-Site Training
Phase-in will be up to 4 months, occurring prior to contract commencement on or before October 1, 2019. This extended phase-in period will allow the contractor adequate time to obtain the appropriate licensing, credentialing, and privileging requirements to perform the No-Cost Medical Services (e.g., accepting private medical insurance) beginning on the effective date of the contract.
Phase-in activities will be via a firm-fixed-price purchase order (PO) which will be completed and provided with the proposal Volume III – Contract. The phase-in price will not exceed $50,000.
The phase-in PO will include a PWS and delineate all deliverables required during the phase-in period as specified in the Data Procurement Document (DPD).

This is a best value trade off between the factors of Price and Past Performance where price and past performance are considered essentially equal in importance.
Evaluation Factors for Award
No more than five past performance references will be provided. Relevancy will be assessed based on the minimum criteria specified in the solicitation for size, content, and complexity.
To assist with this evaluation, Offerors shall also complete the following tables in Volume II – Past Performance, Section II of the solicitation- Complexity Table - provide the number of average annual actions completed by PWS section for each of your referenced contracts.

Things to Consider
Occupational Health Services As a prospective contractor, you are liable for the proper interpretation, application, implementation, and administration of the mandatory provisions of the Service Contract Labor Standards (SCLS).
You must ensure that your corporate policies are compliant with the spirit and intent of the law.
Work with your staff and subcontractors to ensure familiarity with SCLS requirements.
Ensure correct implementation of Wage Determinations (WDs).
Use the WDs provided in solicitation.

Information resulting from the preparation of Volume I – Price (EPM) shall be utilized to establish the Offeror’s proposed prices.
Contract volumes that do not include all Contract Line Item Number (CLIN) values and indefinite-delivery, indefinite-quantity (IDIQ) fully burdened labor rates, physical unit prices, and medical procedures unit prices, for all contract years, may be considered non-responsive.
The EPM is found in Attachment L-1 and consists of seven tabs. Offerors shall fill in all areas highlighted in yellow on each tab.
Tab PA – Total Price Summary: This tab provides a Total Price Summary by year and is linked to the other tabs within the workbook. Most of this tab will automatically fill in once the other tabs have been completed. The IDIQ Travel and Training values in row 32 shall not be changed and have been locked.
Offerors shall populate the burden percentages from line 19 (Burden Rate on ODC/Materials) into Attachment J-4D, Schedule of Other Direct Cost (ODC) Burden Rates.

Price Volume Instructions
Tab PB – IDIQ Labor Model: This tab calculates the fully burdened labor rates by NASA Identified Labor Category. This computed rate shown in Column J will feed into Tab PC for computation of mission labor price. This tab also calculates a total IDIQ labor price for each contract year by multiplying the Offeror’s fully burdened labor rates by a predetermined number of hours for each labor category shown in Column L. The hours in the cells of Column L shall not be changed and have been locked.
Offerors shall populate the fully burdened labor rates from Column J into Attachment J-4A.
Tab PC – Labor Calculation: This tab calculates the fully burdened labor dollars using the proposed Work Year Equivalents (WYEs) multiplied by the proposed fully burdened labor rates from tab PB. The top portion of the tab provides a method to estimate the productive factor utilized in the computation. Offerors must fill in the holiday, sick, and vacation hours in order for the tab to calculate the productive factor. This factor is applied to the WYE and the fully burdened rates from Tab PB to compute a total price by year.
While Offerors are required to provide no less than the WYE minimums specified in Attachment J-13, Minimum Required Staffing Levels, Offerors are not prohibited from proposing additional staffing levels. However, Offerors are cautioned that proposing WYEs above the stated minimums could adversely increase the proposal price ranking utilized in the price performance tradeoff.

Tab PD – Physicals Unit Price Model: This tab represents the unit price per physical type. The unit prices proposed shall be inclusive of all costs necessary to perform these services (e.g., labor, ODCs, profit). This tab calculates a total IDIQ physicals price for each contract year by multiplying the Offeror’s physical unit prices by a predetermined number of physicals for each physical type. The cells in columns D, G, J, M, and P shall not be changed and have been locked.
Offerors shall populate the values from this table into Attachment J-4B, Schedule of IDIQ Unit Prices for OSHA/NASA-Specific Physicals by Type.
Tab PE – Specific Medical Procedures Unit Price Model: This tab represents a unit price list of specific medical procedures. The unit prices proposed shall be inclusive of all costs necessary to perform these services (e.g., labor, ODCs, profit). Tab PF – Other Direct Costs/Materials: This tab represents all other direct costs and materials necessary to perform the effort. The training and travel amounts per contract period have been provided by the Government. Additional ODC/material costs required to accomplish the effort should be added as necessary.
Tab PG – Credit Percentage Resulting from No-Cost Medical Services: This tab represents the percentage credit proposed to be applied against total monthly gross revenues resulting from the performance of the “No-Cost Medical Services” as specified in the Performance Work Statement Section 9.0, of the contract. The cells of row 10 shall not be changed and have been locked.
Offerors shall populate the credit percentages into the clause entitled “Credit Resulting from No-Cost Medical Services” in Section H of the contract.
Note: The Government-provided travel and training value pre-populated in Tab PA (line 32), the number of labor hours pre-populated in Tab PB, the number of physicals by type pre-populated in Tab PD, the number of specific medical procedures by type pre-populated in Tab PE, and the revenue value pre-populated in Tab PG are provided only as a means of establishing the Offeror’s total price for evaluation purposes.

The Government will perform a price analysis of all responsive proposals received in accordance with FAR 15.404-1, Proposal Analysis Techniques.
Excel Pricing Model (EPM) data obtained (i.e., Volume I, Tab PB) may be utilized in future wage determination adjustments under FAR Clause 52.222-41, Service Contract Labor Standards.
For evaluation purposes, the total evaluated price will consist of the total mission services price, the total IDIQ price, and the total price credit which are reflected in Tab PA, Total Price Summary, of Attachment L-1.

MSFC networks will be provided for MSFC provisioned IT equipment used in support of the MSFC Occupational Health Services effort. Commercial products used by the provider solely for MSFC Occupational Health Services in the MSFC Medical Center Building 4249 can utilize MSFC networks.
No-Cost Medical Services provided under this contract (to any MSFC civil servant, on-site contractor or RSA tenant) must use contractor provided IT equipment and network services.
To assist in implementing a contractor provided network service, MSFC Office of the Chief Information Officer (OCIO) will provide through Center Operations, cable transport from the carrier point of entry at MSFC to the Medical Center Building 4249 where the contractor will be located.
The contractor will be responsible for all fees and connectivity for the third party Internet Service Provider, including any modem, distribution routers, or switches. Installation of network equipment must be coordinated and approved by the MSFC OCIO.
Any wireless connectivity provided by a third party Internet Service Provider must be coordinated and approved by the MSFC OCIO.
Commercial products used by the contractor for No-Cost Medical Services, will not be connected to any MSFC Occupational Health Services devices or networks.
