The Offeror’s and any proposed major subcontractors’ past performance shall be limited to no more than five referenced contracts, of which at least two should be for the Offeror.
The Offeror’s and any proposed major subcontractors’ past performance shall be limited to no more than five referenced contracts dedicated to PWS Sections 3.0 through 7.0 and one additional referenced contract (i.e., a sixth referenced contract) dedicated to PWS 9.0, No-Cost Medical Services. With respect to the five referenced contracts, at least one should be from the Offeror.

Offerors which are joint ventures should provide at least one of the five referenced contracts required above in the name of the joint venture. If the joint venture is newly established and cannot provide past performance referenced contracts in the name of the joint venture, then past performance referenced contracts from members of the joint venture should be submitted for consideration. If an unpopulated joint venture is proposed, the managing partner should provide at least one relevant past performance reference. Participation of an individual member in another populated joint venture will not be evaluated. Participation of an individual member in another unpopulated joint venture will be evaluated provided that the effort (i.e., the subcontract between the individual member and the unpopulated joint venture) is clearly described and meets established relevancy criteria.

Section M, ELIGIBILITY REQUIREMENTS
An acceptable No-Cost Medical Services Implementation Plan, DRD 1642MA-002, and an acceptable Government Property Management Plan, DRD 1642LS-001, will be considered eligibility requirements for award. As such, the Government may communicate with the Offerors about these plans outside of the evaluation process. If the submitted plans cannot be made acceptable to the Government, the proposal will be considered ineligible for award.

If the submitted plans and OCI resolution strategy, if applicable, cannot be made acceptable to the Government, the proposal will be considered ineligible for award.
