SITE VISIT

Instructions to Offerors for Solicitation 80LARC858109Q Site Visit – LaRC

Gantry Facility (Building 1297)

U.S. Citizen visitors are required to present a valid U.S. government Issued photo ID (ex. Driver's License, State ID Card). Lawful Permanent Residents must present their valid Permanent Resident Card.

Inspection Notice. All vehicles entering NASA are subject to vehicle inspection, which can be conducted at any entry or exit point, or during continued presence on center. If a driver refuses to consent or chooses to terminate the inspection, their badge will be confiscated, and they will be barred and escorted from the Center immediately. The individual may be subject to disciplinary action. The individual will be required to appeal their access to the Center Chief of Protective Services.

Prohibited Items. Entrances to NASA real property or installations are posted with the following notices:

“CONSENT TO INSPECTION: Your entry into, continued presence on, or exit from this installation is contingent upon your consent to inspection of person and property.” “UNAUTHORIZED INTRODUCTION OF WEAPONS OR DANGEROUS MATERIALS IS PROHIBITED: Unless specifically authorized by NASA, you may not carry, transport, introduce, store, or use firearms or other dangerous weapons, explosives, or other incendiary devices, or other dangerous instrument or material likely to produce substantial injury or damage to persons or property.” A complete list of prohibited items can be found at: https://www.cisa.gov/publication/isc-items-prohibited-federal-facilities

Traffic Laws. Visitors are required to comply with State of Virginia traffic laws and NASA traffic and parking laws and regulations. Due to safety concerns, regulations and speed limits are strictly enforced.

The Chief of Protective Services has the authority to permanently revoke driving privileges on center.

The use of all hand-held wireless communication devices are prohibited while driving on NASA property.

This includes cell phones (talking and texting), UHF radios and other hand-held wireless communication devices. The only exception is for emergency vehicles during official operations.

Photo and Video Restrictions. Photography and video are permissible.

Badge Return Policy. All badges MUST BE RETURNED at the conclusion of the visit. Badges can be surrendered at either the Badge and Pass Office (BPO) – OR – placed in the drive-thru badge return box located at the main gate exit point (left lane only next to security building).

Parking. Visitors shall NOT leave their vehicles parked in the Badge & Pass Office parking during the site visit. The Badge & Pass parking lot is for BPO Visitors, BPO Customers and/or Staff only. Offerors shall park vehicles in designated area(s) nearest the Gantry Facility Bldg. 1297. See figures 1 and 2 provided below.

Note: Langley Boulevard westbound lanes at the traffic circle and the Durand Gate will be closed Dec. 1 through April 5 to implement repairs in Utility Tunnel 1. (See map below for details.)

EVAMS Info & Guidance. In the event less than 15 Offeror request are received to attend the site visit, The Enterprise Visitor Access Management System (EVAMS) will be utilized to grant and manage visitor access for each attendee. EVAMS has replaced the existing LF-103 visitor request process for U.S.

Citizens and Lawful Permanent Residents at NASA Langley as of September 25, 2023.

EVAMS provides a registration process for visitors, with the visit request first being initiated by an active NASA civil servant. Once activated EVAMS will send a Pre-Registration email to the visitor with an embedded link for easy access to add their information and complete the registration for the visit.

The registration MUST OCCUR BEFORE THE START DATE AND TIME OF THE VISIT as the link will not work after that time and a new visit request must then be submitted by the NASA Langley civil servant.

The following fields must be completed by the visitor:

Acknowledgement of Privacy, Paperwork Reduction Act, and Terms of Service Company / Affiliation Date of Birth ID Type Driver’s License / ID Card (Default), U.S Passport, U.S. Passport Card, Foreign Passport, Employment Authorization Document, U.S. Military ID, School ID with Photo (for those under 18 years old)

ID Issuer List of U.S. State, U.S. State Department, Other ID Number Permanent Resident Card Number (For LPR only)

EVAMS Visitor Check-In/Check-Out Process. Visitors may use the self-service automated kiosk -OR-wait for an available Lobby Officer to receive service.

For SELF-SERVICE check-in at a kiosk the visitor:

Places driver’s license in holder.

Selects driver’s license icon on screen.

Software validates driver’s license and finds visitor record.

Prompts visitor to take photo.

Prints visitor badge.

Checks-in visitor.

For FULL-SERVICE check-in with a Lobby Officer the visitor:

Provides name.

Provides required identification to Visit Lobby Officer.

It is recommended that the visitor bring the same identification that they used during the registration process.

The Visit Lobby Officer:

o May narrow registered visitors using the search feature.

o Clicks the visitor’s name.

o Scans and validates the visitor’s ID.

o Takes photo of the visitor.

o Adds badge number for EPACS access (if needed).

o Clicks check-in.

o Prints badge.

Check-out Procedure:

For NASA LaRC, the check-out process will be completed automatically by the system the evening of the last day of the visit. Badges must be returned to the Badge and Pass Office or placed in the drop boxes as visitors depart the center.
