STATEMENT OF WORK

for Multi-Hoist System and Air Caster System Procurement for the NASA Langley Research Center Landing and Impact Research Facility

1.0. Introduction: The purpose of this effort is to procure a multi-hoist system and an air caster system for the NASA Langley Research Center (LaRC) Landing and Impact Research Facility (LandIR) to support impact dynamics testing under the Human Landing Systems (HLS) Program for the Moon Landing Test (MLT) Project.

2.0. Scope of Work: The Contractor shall provide all necessary winches and an air caster system in accordance with the specifications outlined herein. The Contractor shall ensure all winches and the air caster system adhere to industry standards and regulations. Procurement includes materials, transportation, delivery/offloading, warranty, and manufacturer documentation.

3.0. Objectives: The intent of this procurement is to augment the Gantry capability at the LandIR to simulate 1/6th earth gravity for impact dynamics testing of a lunar lander and to evaluate landing dynamics on a lunar surface. The final multi-hoist system will manage the lift and pullback of a lunar lander test article for swing drop tests against an Impact Barrier. The air caster system will adjust the Impact Barrier’s positioning for different test configurations.

4.0. Procurement Specifications:

4.1. 60k lbs. Capacity Winch. The Contractor shall procure one (1) 60k lbs. capacity winch ensuring it aligns with the provided specifications. The winch system shall be double reeved to achieve 120k lbs. lift capacity at the hook on the snatch block. The winch design shall conform to ASME B30.7. The manufacturer shall provide full mechanical and electrical drawings in Imperial unit format.

4.1.1. Fleet Angle Distance. The design of the winch shall accommodate a minimum Fleet Angle Distance of 68-feet and a single wrap drum with 160-feet of active cable travel plus 4 dead wraps to remain on the drum. Fleet angle shall not exceed 2.0 degrees. Total cable length to be at least 310-feet.

4.1.2. Grooved Drum. The design of the winch shall have a grooved drum sized for a single layer cable wrap with 160-foot active cable travel plus the 4 dead wraps.

4.1.3. Winch Speed. The design of the winch shall accommodate a variable line speed at the drum up to 15 feet/minute with a load speed at the hook up to 7.5 feet/minute in a double reeved configuration.

4.1.4. VFD Control System. The Contractor shall supply a closed loop Variable Frequency Drive (VFD) control system with motor encoder feedback and compatible with the 60k lbs. capacity winch. The VFD control system shall incorporate both a radio controller and a backup tethered pendant of at least 5-feet length.

4.1.5. Control Switch. The Contractor shall incorporate a selector / isolation switch to the 60k lbs.

capacity winch, allowing transition between radio and pendant control modes.

4.1.6. Motor Braking. The Contractor shall configure the VFD motor control for primary braking, ensuring the motor brake activates post motor halt. The VFD shall have Torque Proving, confirming the motor is providing enough torque to safely lift the load prior to releasing the motor brake.

4.1.7. Motor Encoder. The Contractor shall fit the 60k lbs. capacity winch with a motor encoder for closed-loop VFD control for precise positioning and monitoring to within +/- 0.1 inches.

4.1.8. Rotary Limit Switch. The Contractor shall incorporate a rotary limit switch into the 60k lbs.

capacity winch and shall calibrate this switch accordingly.

4.1.9. Controls Mount Position. The Contractor shall design the controls to be positioned adjacent to the 60k lbs. capacity winch that is to be on the Gantry Center Bent Platform.

4.1.10. Enclosure. The Contractor shall house the controls within an enclosure with a 4X rating by the National Electrical Manufacturers Association (NEMA 4X).

4.1.11. Conduit and Wiring. The Contractor shall provide at least 400-feet of conduit and wiring (460 V / 3-Phase / 60 Hz) for connecting the 60k lbs. capacity winch to NASA’s primary Gantry disconnect.

4.1.12. Winch Cable. The Contractor shall provide a winch cable specifically designed for the 60k lbs.

capacity winch, with a length of at least 310 feet.

4.1.13. Wire Rope End Termination. The Contractor shall furnish and install an Open Spelter Socket termination on the 60k lbs. capacity winch cable for the purpose of attachment to the dead-end anchor on the Upper Platform on top of the Gantry Center Bent.

4.1.14. Snatch Block. The Contractor shall equip the 60k lbs. capacity winch with a snatch block with a minimum capacity of 120k lbs., complete with sheave and swivel hook (not a swivel shackle) with a safety latch, for easy lifting sling attachment and removal.

4.1.15. Two-Part Reeving. The 60k lbs. capacity winch shall be designed to be installed with a two-part reeving system with the dead-end securely anchored to the Gantry Center Bent Platform. Utilizing the two-part reeving, the system shall provide 80-feet of vertical travel for the snatch block at a capacity of 120k lbs. The Contractor shall not be responsible for providing the dead-end anchor and mount holes for the base mount hardware for the running sheave and the dead-ended sheave on the Upper Platform on top of the Gantry Center Bent. The sheaves with base mounts will allow for a minimum fleet angle distance of 68 feet.

4.1.16. 60k lbs. Capacity Sheaves with Base Mounts. The Contractor shall equip the 60k lbs. capacity winch with a running sheave (60k lbs. Capacity) and a dead-ended sheave (60k lbs. Capacity) with base mounts to enable a two-part reeving system with the dead-end securely anchored to the Gantry Center Bent Platform. Utilizing the two-part reeving, the system shall provide 80-feet of vertical travel for the snatch block at a capacity of 120k lbs. Each sheave and base mount shall have a minimum capacity of 60k lbs. The Contractor shall not be responsible for providing the dead-end anchor and mounting holes for the base mount hardware for the running sheave and the dead-ended sheave on the Upper Platform on top of the Gantry Center Bent. The sheaves with base mounts will allow for a minimum fleet angle distance of 68 feet.

4.1.17. 120k lbs. Capacity Sheave with Base Mount. The Contractor shall supply a sheave complete with a base mount designed to support a high load capacity synthetic rope. The equipment is essential for securely anchoring the Lander’s swing cable to the Upper Platform situated atop the Gantry Center Bent. The provided sheave and base mount shall support a minimum load capacity of 120k lbs. The size of the sheave and base mount shall be compatible with the synthetic rope. The synthetic rope intended for use typically measures 2-3/4 inches in diameter, indicating the size requirement for the sheave system.

4.1.18. 120k lbs. Capacity Synthetic Rope. The Contractor shall supply a high-capacity synthetic rope constructed with a 12-strand design and made from Ultra-High Modulus Polyethylene (UHMPE). This rope shall be engineered to maintain a 5:1 safety factor, with a Vertical Working Load Limit (WLL) of no less than 120k lbs. Typically, these ropes have a diameter of 2-3/4 inches. The rope shall be 160-foot length and is designated for anchoring the Lander’s swing harness to the Upper Platform atop the Gantry Center Bent. The rope shall be fashioned into an eye-and-eye lifting sling, complete with splice-terminated eyes at each end for robust attachment points. Furthermore, the rope shall undergo load testing and be supplied with a load test certificate, ensuring its reliability and adherence to the specified safety factor.

4.1.19. Winch Safety Features. The 60k lbs. capacity winch shall be equipped with an integral fail-safe brake system for added safety during operations. The brake shall be rated for 200% of the motor torque.

4.1.20. Winch Durability. Components of the 60k lbs. capacity winch shall be manufactured using corrosion-resistant materials to ensure longevity, especially in outdoor conditions. To ensure longevity and corrosion resistance the winch shall be painted with an epoxy coating system consisting of zinc primer and epoxy topcoat.

4.2. 30k lbs. Capacity Winches. The Contractor shall procure three (3) 30k lbs. capacity winches ensuring each winch aligns with the provided specifications. The 30k lbs. capacity winches shall conform to ASME B30.7. The manufacturer shall provide full mechanical and electrical drawings in Imperial unit format.

4.2.1. Fleet Angle Distance. The design of the winch shall accommodate a minimum Fleet Angle Distance of 24 feet and a drum with 90-feet of active cable travel plus 4 dead wraps to remain on the drum. Fleet angle shall not exceed 2.0 degrees. Total cable length to be at least 160-feet.

4.2.2. Grooved Drum. The design of the winch shall have a grooved drum sized for a single wrap cable with a 90-foot active travel plus the 4 dead wraps.

4.2.3. Winch Speed. The design of the winch shall accommodate a variable line speed at the drum up to 12 feet/minute.

4.2.4. VFD Control Systems. The Contractor shall supply a VFD control system with motor encoder feedback (one for each of the three 30k lbs. capacity winches) compatible with the 30k lbs. capacity winches. The VFD control system shall incorporate both a radio controller and a backup tethered pendant of at least 5-feet length.

4.2.5. Motor Braking. The Contractor shall configure the VFD motor control for primary braking, ensuring the motor brake activates post motor halt. The VFD shall have Torque Proving, confirming the motor is providing enough torque to safely hold the load prior to releasing the motor brake.

4.2.6. Motor Encoder. The Contractor shall fit the 30k lbs. capacity winches with a motor encoder for closed-loop VFD control for precise positioning and monitoring to within +/- 0.1 inches.

4.2.7. Rotary Limit Switch. The Contractor shall incorporate a rotary limit switch into the 30k lbs.

capacity winches and shall calibrate this switch accordingly.

4.2.8. Controls Mount Position. The Contractor shall design the controls to be positioned adjacent to the 30k lbs. capacity winches that are to be on the Gantry Ground Towers.

4.2.9. Enclosure. The Contractor shall house the controls within an enclosure with a 4X rating by the National Electrical Manufacturers Association (NEMA 4X).

4.2.10. Conduit and Wiring. The Contractor shall provide at least 600-feet of conduit and wiring (460 V / 3-Phase / 60 Hz) for connecting the 30k lbs. capacity winches to NASA’s primary Gantry disconnect.

4.2.11. Winch Cables. The Contractor shall provide winch cables (one for each of the three 30k lbs.

capacity winches) specifically designed for the 30k lbs. capacity winches, with a length of at least 160 feet.

4.2.12. Wire Rope End Termination. The Contractor shall furnish and install an Open Spelter Socket termination on the 30k lbs. capacity winch cables for the purpose of attaching lifting slings.

4.2.13. Winch Safety Features. The 30k lbs. capacity winches shall be equipped with an integral fail-safe brake system for added safety during operations. The brake shall be rated for 200% of the motor torque.

4.2.14. Winch Durability. Components of the 30k lbs. capacity winches shall be manufactured using corrosion-resistant materials to ensure longevity, especially in outdoor conditions. 4.2.15. Cable Pressure Bar. The design of the 30k lbs. capacity winches shall incorporate a cable pressure bar to guarantee even distribution of the cable across the winch drum’s width during winding and to sustain appropriate cable tension.

4.3. 400k lbs. Capacity Air Caster System. The Contractor shall provide a 400k lbs. capacity air caster system, ensuring optimal functionality. The air caster system shall conform to ASME B30.1. The manufacturer shall provide full mechanical drawings in Imperial unit format. The Contractor shall not provide the air compressor necessary to supply air to the air caster system. NASA will provide a compatible air compressor system.

4.3.1. Power Drive. The Contractor shall provide a robust air powered drive system designed to move the Gantry Impact Barrier, which can weigh up to 400k lbs., while using the air caster system. The powered drive system shall allow for rotation, turning, and positioning of the Gantry Impact Barrier with an accuracy of +/- 1 inch. The powered drive system shall have an integral quick-attach system that allows the drive to be easily removed when not in use. The floor slope will not exceed +/- 0.25 inches over a 10 x 10-foot area.

4.3.2. Load Module and Air Caster Construction. The load modules shall be constructed of Aluminum to reduce overall weight. The air casters shall have a minimum effective lift of 2 inches to compensate for floor slope deviations of +/- 0.25 inches over a 10 x 10-foot area.

4.3.3. Mechanical Engineering Standards. The air caster system shall meet the requirements of ASME B30.1. The air casters shall be designed for a 2:1 factor of safety.

4.3.4. Control Console. The control console for the air caster system shall have individual, lockable, precision pressure regulators with gauges for each load module. An integral air-filtration system shall be included.

5.0. Deliverables: The Contractor shall ship deliverables by November 1, 2024. All equipment shall be delivered to NASA at Contractor’s expense.

6.0. Documentation: The Contractor shall provide NASA all essential documentation, including warranty information, operation and maintenance manuals, and maintenance protocols for the winches and air caster system.

7.0. Applicable Documents: The Contractor supplied hardware shall adhere to the standards and guidelines as described in the following documents.
