This is a Draft Request for Proposal (DRFP) issued by NASA Langley Research Center for Solicitation No. 80LARC26R0002 concerning the Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) Access to Space (ATS) program. The acquisition seeks a single contractor to provide comprehensive end-to-end services including spacecraft and launch vehicle procurement, integration planning, ground system design and integration, instrument-spacecraft integration and testing, spectrum licensing and orbital slot authorization, launch operations, in-orbit checkout, and on-orbit spacecraft and instrument operations. The contract will be structured as a Firm Fixed Price (FFP) award with milestone-based payments, covering a potential five-year period consisting of a three-year base period plus two one-year option periods. The anticipated contract effective date is Mid-January 2027, with contract performance occurring offsite at the contractor's facilities. The NAICS code is 541715 (Scientific and Technical Consulting Services) with a small business size standard of 1,000 employees.

The Final RFP is planned for release in late July 2026, with proposals due approximately 45 calendar days thereafter. Past Performance submissions (Volume I) are due approximately 15 calendar days after RFP release, with remaining volumes due 30 calendar days later. A Pre-solicitation Conference is scheduled for June 3, 2026, and the deadline for submitting questions and comments on this DRFP is June 22, 2026, at 3:00 PM Eastern Standard Time. NASA is specifically seeking feedback on requirements documents (particularly payload operations requirements and cost-driving elements), technical approach and oral presentation format and attendee clarity, small business subcontracting participation, and evaluation methodologies including past performance and technical approach assessment. Proposals must be submitted electronically through NASA's Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Questions should be directed to Ashley Korahaes (Contracting Specialist) and Stacy Hollis (Contracting Officer) at larc-glimr-ats@mail.nasa.gov.
