Conference Guidelines
• The purpose of this Pre-ProposalConference is to help industry understand the
Government’s requirements.
• “Real Time" questions will not be taken as a part of this conference.
• All questions/communications pertaining to the Request for Proposal (RFP) or conference must be submitted in writing to Kelli Wright at larc-egss@mail.nasa.gov and cc: kelli.a.wright@nasa.gov utilizing Appendix 4, Attachment 5, Question/Comment Matrix.
• In the near future, the Government will post to SAM.gov formal responses to the questions received.
• List of attendees and the conference presentation will be posted on SAM.gov.
• Communication blackout has been invoked with the issuance of the RFP.
• Nothing stated at this conference should be construed as a revision unless subsequently issued in an amendment.

EGSS Overview
Through the EGSS contract, OSI aims to standardize the institutional geospatial support and services provided to NASA Headquarters (HQ), Centers, and field sites by providing a centrally managed contract vehicle for use throughout the OSI functional communities while supporting Agency strategic sourcing initiatives.
EGSS is not a follow-on contract. It is a re-organization of existing geospatial support from multiple current contracts. Further information on this consolidation is included in the EGSS

Place of Performance
• Initial task orders for support are expected at ARC, JSC, LARC, and OSI HQ support.
• Additional Centers will be transitioned onto EGSS as the current contracts where that work is being performed expires.
Scope of Work
The scope of this effort defines a comprehensive set of geospatial services required to support enterprise operations in areas such as:

Key TechnicalPerformance Areas PWS 3.1.3 – Strategic Support - provide technical support in the development of geospatial strategies to guideadvancement and optimization of the OSI enterprise geospatial capability
PWS 3.1.4 - Geospatial Standards - provide technical support for the development of geospatial data and metadata standards
PWS 3.1.5 - Enterprise Architecture - provide Enterprise Architecture design and implementation support
PWS 3.3.1 - Data Acquisition - provide support for data collection/creation and validation of vector and raster data
PWS 3.3.3 - Data Migration - perform geospatial data migration support including pre-migration planning, schema mapping, data transformation, loading, and post migration data cleanup
PWS 3.4.1 -Geospatial Products - produce geospatial products as requested to meet OSI stakeholder requirements
PWS 3.4.2 - Analysis - provide geospatial analysis and modeling support for OSI functional mission areas utilizing innovative tools and methods
PWS 3.4.3 - Application Development/Configuration - provide support in the development and/or configurationof geospatial applications, tools, and scripts to meet OSI functional area requirements
Key Personnel GIS Program Manager Required Education: Bachelor's in degree, Management, Information Technology, Engineering, Geography, or closely related field.
Required Experience: Ten (10) or more years of total GIS related experience with at least five (5) years relevant, practical experience managing geospatial programs and teams. Must have demonstrated capability applying industry standard project management methodologies and tools.
GIS Developer Sr Required Education: Bachelor’s degree in Geography, Engineering, Environmental Science, Computer Science, or related field.
Required Experience: Ten (10) or more years of experience performing application development with five (5) years performing GIS application development including web-based GIS applications. Proven experience with documenting code and performing version control using industry standards tools.
GIS Architect Required Education: Master's Degree or higher (or Bachelor’s degree with additional two years of experience) in Geography, Engineering, Environmental Science, Computer Science or related field.
Required Experience: Twelve (12) or more years’ experience designing complex architectures and applications with at least 10 years of experience working with geospatial systems. IT architecting experience including documentation, configuration management, and version control experience. Experience with modern continuous integration / continuous delivery / continuous deployment (CI/CD).
Installation Accountable Government
Property (IAGP) IAGP To be identified at the Task Order level
Government will maintain accountability of all IAGP provided to the contractor, including:
• Computer, phone, network
• On-Site office space to include equipment/furniture
• Printing/duplication equipment
• Software to accomplish requirements
• Government Furnished Equipment (GFE) such as GNSS survey equipment, cameras, laser scanners.
Unless NASA specifically states what IAGP or Government Furnished
Property/Equipment/Information will provide in the Task Order, the contractor shall be responsible for providing any and all equipment, tools, materials, and all other items necessary to perform Geospatial Support Services

• The contractor shall provide a full range of geospatial services and consultation to OSI in support of NASA HQ and Centers. Individual task orders issued under this contract are varied, varying in size and complexity, and performed at/for geographically separate locations. The level of effort may change from year-to-year based on government funding levels and program priorities.
• The purpose of this procurement is to standardize geospatial support services provided to OSI functional communities at NASA HQ, Centers, and field sites.
• The EGSS procurement is a re-organization of work to accommodate the Agency strategy by reshaping the way it does business under current multiple contracts

• Per FAR 52.219-14, Limitations on Subcontracting
• e)(1), Services, (except construction) – “(contractor) will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the
50 percent subcontract amount that cannot be exceeded.”
• Any proposal that does not meet this requirement will be considered unacceptable and will not be considered for award.

2 Evaluation Basis for Award:
• Competitive best value source selection using Price Performance Tradeoff (PPTO) approach with TechnicalProposals
• Source Evaluation Board (SEB) procedures in accordance with FAR 15.3, NFS 1815.3, and solicitation
Technical Proposals will be evaluated and rated as “Acceptable” or “Unacceptable” (pass/fail)

2 Evaluation
Summary of Evaluation Process
• The Government will only evaluate Past Performance and Price Factors for offers that are found to be technically “acceptable” proposals.
• Tradeoff process will only be performed between past performance and price only
• The Past Performance Factor will be more important than the Price Factor.
• The Government will not consider or award to an offeror that is rated "Low" or "Very Low" in Factor
2 - Past Performance
• The Government intends to award without discussions however, the Government reserves the right to hold discussions with offerors.
• Offeror’s initial proposal should contain Offeror’s best terms.
• The Source Selection Authority (SSA) will select the Offeror that is determined to be the best value to the Government, all factors considered.
Reminders
• Upon issuance of the final RFP, all NASA personnel, except for the Contracting Officer, will cease communications with industry concerning this acquisition.
• This ‘blackout’ period of communication with industry will continue through the receipt and evaluation of proposals, the award of the contract, and the release of the evaluation board from its responsibilities.
• No information presented herein or stated at this conference should be construed as a revision unless subsequently issued in an amendment to the RFP.
• In the event of any inconsistency between data provided in these charts and the RFP, the language in the RFP, including any amendments, will govern.
