Ground penetrating radar (GPR) is in use at Johnson Space Center. This equipment is owned by NASA and utilitized by the contractor for utility location on a very limited basis. Use and intepretation of GPR is not significant and limited to JSC.

Within (c) where the Government is requesting the table indicating which team member will be leading the PWS areas with %s, can the Government clarify that this information should go after all the project references within the Narrative? This is not directly related to the contract references relevance but is supporting information. Could the Offeror provide this as a summary before diving into the project write-ups and PPQs as the first item in the Past Performance Volume?
It is the offerors' discretion where to insert the table in the Past Performance Volume Narrative as long as it is provided

Appendix 4, Attachment 3 accomodates different rates for each location, however Exhibit 3, the Schedule of rates does not accommodate different rates for each location. Should bidders submit rates in Exhibit 3 for each center?

The government instructs offerors to "Submit with the Executive Summary, a revised Exhibit A, EGSS PWS Attachment 2, Labor Category Definitions, to include the Offeror’s additional proposed labor categories with associated job descriptions, which typically include minimum education, and years of experience using the format provided in Attachment 2, Labor Category Definitions." Is this submission meant to be included within the 4 page limitation on the Executive Summary? Alternatively, would it be acceptable for offerors to submit a revised set of Labor Category Definitions as an attachment to the Technical Volume?
If an offeror chooses to propose additional labor categories, it shall be included within the executive summary and utilize the format provided in Exhibit A, EGSS PWS Attachment 2

Will the government confirm that the "proposed organizational structure" required under 6.2.6. Factor 1, Subfactor B – Staffing Plan, if provided as an organizational chart (commonly part of a Management Approach), would not be included in the page limitations of Tech Volume?
Organizational Charts will not be included in the page count however, it must be submitted in accordance with para 5.3, 5.4, and para 5.6.1

Can bidders propose multiple rates for each Labor Category based on location and cost of living? For example, a GIS Analyst Sr supporting Ames Research Center is likely to have a much higher cost of living than a GIS Analyst Sr with similar qualifications supporting Stennis Space Center.

Can the government please clarify what the 15% is of, specifically? Is it 15% of the work performed on the referenced past performance contract? Is it 15% of the anticipated dollar amount of the NASA EGSS proposed total? Is it 15% of the current/incumbent (2019-2024) NASA EGSS support contract total?
It is 15% of the total annual obligated dollars of the work performed for the contract reference specific to the TPA

Can the government please clarify whether the 15% threshold that must be met is 15% or higher per PWS area or is it 15% or higher as a total dollar value for all TPA/PWS work combined?

20 PWS 7 2.5.1 Work schedule clarification. Does the contractor need to have staff onsite to cover NASA's workday between 6:00 AM to 6:00 PM or just the ability to adjust the normal work (Monday-Friday 8:00 AM to 4:30 PM) hours as needed?
Full coverage between 6am to 6pm is not required. The Contractor shall provide adequate staffing during normal work hours and will be able to adjust shifts to meet programmatic milestones.

In the Background Information (1.1), it stated that the LaRC and JSC have designed and implemented an initial enterprise architecture model that is designed for scalability and supporting unique center-level requirements using Service-oriented architecture (SOA) methodology. Is the intent in section 2.3 for the Contractor to review the LaRC and JSC enterprise architecture and make improvements and changes to roll out to the other sites? Or is the intent to implement the LaRC and JSC methodologies and use the LaRC and JSC standardized enterprise system at the other NASA sites listed?
PWS Section 1.1 Paragraph 4: "OSI is the process of developing an enterprise architecture strategy which will be used to guide consolidation of existing Center GIS enterprise implementations while incorporating Center unique capabilities."
PWS Section 1.2 Paragraph 1: "The Contractor shall implement solutions to consolidate and standardize geospatial data and products into a common resilient operating environment using Esri software products."
EGSS D&F Section II, B, 2, Paragraph 3: "One of the key objectives of EGSS is to provide a centralized architecture to enable the consolidation of OSI GIS IT infrastructure, reducing the need for redundant systems and support personnel."

27 PWS 6 2.4 Does property/inventory include buildings, structures, land and other assets considered part of the real property infrastructure or is this objective focused on the geospatial equipment and software?
Requirements in section 2.4 for inventory and mangement are specific to geospatial hardware and software provided as government furnished equipment and does not include buildings, structures and land.

Offerors may elect to assemble a team with subcontractors. Considering sub rates are already included in the Prime's fully burdened rates, will the subs need to submit separate cost build-ups?

In the workload estimates, there are no hours for GIS Developer Jr. and Remote Sensing Analyst Jr. Should bidders still provide bill rates? Has this been identified as a potential growth billet for future expansion?
Offerors should provide rates for all labor categories, it is unknown at this time if these categories will be obligated in future task orders.
37 Exhibit C Spreadsheet format only allows for a single bill rate for each labor category per Ordering Period. Will bidders have the opportunity to submit different rates for each location or required to offer a single blended rate? GIS Analyst Sr will be located at all locations, but cost of living in California and DC Metro locations is higher than other locations. Out year escalation is further complicated by the staggered start at different sites.

Would the government please provide a list of the OSI functional mission areas? They are frequently referenced in the PWS, thus having this information is critical to developing solutions that accurately address NASA requirements.
