PWS Appendix A – Key Personnel Geospatial Program Manager Required Education: Bachelor's degree, Management, Information Technology, Engineering, Geography, or closely related field.
Required Experience: Ten (10) or more years of total GIS related experience with at least five (5) years relevant, practical experience managing geospatial programs and teams. Must have demonstrated capability applying industry standard project management methodologies and tools.
Desired: Project Management Professional (PMP) certification or industry equivalent Expectations: Manages program scope, schedule, technical performance, and cost/budget . Develops, maintains, and reports on project plans and schedules; mentors technical staff and fosters good working environments through knowledgeable, effective, hands-on technical and management oversight and support; demonstrated knowledge of project management methodologies and tools; ability to plan, organize and manage project schedules, tasks, and deliverables; outstanding written and oral communication skills. Serves as the company's primary contract representative with the government's Contracting Officer and Contracting Officer's Representative (COR). Assesses staffing needs and identifies shortfalls; demonstrates strong leadership and interpersonal skills and shows a clear commitment to mentoring subordinates; maintains excellent customer relations. Responsible for leading a team and delivering client solutions. Responsibilities include lifecycle project planning and management, and client communications.
Geospatial Developer Sr Required Education: Bachelor’s degree in Geography, Engineering, Environmental Science, Computer Science, or related field.
Required Experience: Ten (10) or more years experience performing application development with five (5) years performing GIS application development including web-based GIS applications. Proven experience with documenting code and performing version control using industry standards tools.
Expectations: Designs, develops, and/or deploys geospatial applications/capabilities to support business/mission activities. Familiar with maintaining or creating geospatial application program interfaces (API) including but not limited to ESRI's ArcGIS Server APIs (JavaScript, REST and Python). Experience with multiple JavaScript libraries (Dojo, jQuery, Leaflet, etc.). Ability to leverage past and present versions of geospatial software programs including ESRI's ArcGIS products (ArcGIS Server, etc.). Thorough understanding of ESRI Enterprise platform. Proficiency with .NET, JavaScript, HTML 5, CSS, Python, and Java. Familiarity with RDBMS software including but not limited to Oracle, Microsoft SQL Server, and PostgreSQL. Strong technical written and verbal communications skills, with the ability to clearly communicate concepts and ideas. Self-starter who can work independently and as part of a multi-discipline team.
GIS Architect Required Education: Master's Degree or higher (or Bachelor’s degree with additional years of experience) in Geography, Engineering, Environmental Science, Computer Science or related field.
Required Experience: Twelve (12) or more years’ experience designing complex architectures and applications with at least 10 years’ experience working with geospatial systems. Excellent IT architecting experience including strong documentation, configuration management, and version control experience. Experience with modern continuous integration / continuous delivery / continuous deployment (CI/CD).
Expectations: Serves as GIS technical lead providing guidance and structure for designing, implementing, and maintaining geospatial system infrastructure utilizing industry best practices. Develops system hardware specifications, design strategies, documentation, and plans. Provides support for planning, design, and implementation of enterprise GIS solutions, including requirements developments, data analysis, modeling, testing, and deployment. Coordinates with Agency IT leads to ensure systems/solutions are developed in accordance with NASA policy and align to enterprise strategies. Thorough understanding of ESRI Enterprise platform. Excellent written and oral communication skills including the ability to interface with various subject matter experts.
