ATTACHMENT 2 - QUESTIONS FOR INDUSTRY - EGSS
We look forward to reviewing your response and ideas for this acquisition. Please remember accuracy, brevity, and clarity. Each response should cite the question number and the entire question. Please mark any information that you wish to be protected as “acquisition sensitive” or “proprietary”. All responses should be in Microsoft Word and should not exceed 20 pages.

8. Please indicate your interest to attend IF the Government were to schedule a VIRTUAL preproposal conference. Please note, this question is for informational purposes only for potential planning and does not bind the Government to conduct this or similar event.
9. Is 30 days enough for proposal preparation? If not, what would be and provide rationale?
SMALL BUSINESS SUBCONTRACTING:
10. In the event this requirement is acquired unrestricted (full and open), there will be a requirement for large business offerors to provide a small business subcontracting plan. The Government is interested in input from industry regarding small business subcontracting opportunities. What is a realistic small business subcontracting goal for large businesses to achieve?
COMMERCIALITY:
11. Geospatial support services have been determined commercial IAW FAR Parts 2 and 12; are there any requirements in the draft PWS that would be considered “non-commercial”? Please provide a brief summation if applicable.
COMPANY CAPABILITIES:
12. Has your company performed this type of effort or similar types of effort (to include size and complexity) in the past for another government agency or other non-government customer within the last 5 years? Please provide up to three examples of similar work that your company has performed as the prime contractor supporting this type of requirement:

13. Include information on your company’s technical and financial resources to be able to meet the program requirements of this nature and size as detailed in the draft PWS posted with this notice.
14. Include evidence of your company’s ability to provide program management oversight at geographically dispersed locations for Geospatial support services similar to those in the draft PWS attached.
15. Do you anticipate any problems with acquiring and retaining a trained workforce to support the level of effort described in the draft PWS and attachments/appendices?
a. Identify any risks/concerns you may have.
b. Provide any information/obstacles on commercial practices to train/retain personnel and industry standards for certification.
16. Specifically address the up-front capital investment and ability to hire qualified, experienced personnel and Quality Control capabilities to provide and maintain an inspection system that meets the Government’s inspection and quality requirements.
PERFORMANCE WORK STATEMENT:
17. What changes, if any, do you suggest we make to the draft PWS to allow for a more performance-based requirement?
a. What percentage/areas of the PWS requirements do you see as being performance-based vs non-performance based?
b. Please identify any portions of the draft PWS that, as written, are too restrictive or prohibit the flexibility to perform according to your established practices.
18. Does the PWS and Appendices clearly state the requirements? Any recommendations on improvement?
19. Are there any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work?
20. Do you have any recommendation for additional performance objectives?
21. Is a 30-day transition period sufficient? If not, please provide a brief summation if applicable.
CONTRACT LINE ITEM STRUCTURE (CLIN)
22. The Government anticipates the below CLIN structure. Does this CLIN structure facilitate ease of contract pricing, Task order award, administration and closeout, and contractor invoicing? Please provide any recommendations or improvements.
· CLIN XX01 – IDIQ Geospatial Support Services (Labor) (Firm, Fixed Price - FFP)
· CLIN XX02 – IDIQ (Other Direct Costs for Travel and Training) Reimbursable – No Fee
Note: The Government anticipates providing an IDIQ (parent contract) Labor Categories Pricing Template to allow offerors to submit maximum, fully-burdened labor rate pricing for each labor category identified, by ordering period, throughout the term of the contract. It is anticipated that the proposed Pricing Template will be incorporated into the resultant contract’s “Schedule of Supplies/Services”
CONSOLIDATION/BUNDLING OF REQUIREMENTS:
23. What efficiencies/benefits could be gained by consolidating/bundling multiple agency geospatial requirements into one overarching enterprise contract?
24. What risks/problems do you foresee by consolidating/bundling multiple agency geospatial requirements to one overarching enterprise contract?
25. How would you define recent experience and relevant past experience of similar contracts in order to assess the confidence of a company to perform under a consolidated contract for this effort?
26. Considering the type of work for the consolidated requirements, the Government is considering a firm-fixed priced (FFP), single-award indefinite delivery, indefinite quantity (IDIQ). Is there enough information available for a FFP type contract?
27. The Government is considering five (5), 1-year ordering periods with proposed task order periods of performance of up to five (5) years. What risks/problems do you foresee with a period of performance/ordering period of up to five (5) years?
SELECTION PROCESS
28. The Government will utilize Price Performance Tradeoff (PPTO) source selection process with technical factor(s) rated on an acceptable/unacceptable basis. Do you foresee any additional benefit to the Government utilizing another source selection process/technique? If so, please provide a brief summation if applicable.
29. The Government has identified the below as potential technical discriminators (factors/subfactors). Are there any recommended discriminators for technical or past performance evaluation purposes other than and/or in addition to these potential discriminators?
(1) Management Approach: The Offeror shall demonstrate its approach to manage the work across the PWS, to include proposed on-site and/or remote employees across multiple sites. The proposed approach shall include:
(a) Detailed proposed organizational structure including an organization chart identifying roles of all organizational elements, to include proposed subcontractors, and reporting relationships including Offeror’s management interface(s) with NASA’s multiple locations.
(b) Approach to manage the broad PWS requirements and the offeror’s workforce efficiently and effectively at geographically dispersed locations.
(c) Proposed key personnel for the Program Manager, GIS Architect, and GIS Developer. Detail the proposed key personnel’s qualifications, years of relevant experience, and skills to meet the requirements/duties of each position IAW PWS, Appendix A EGSS Key Personnel.
(2) Staffing Approach: The Offeror shall demonstrate a staffing approach to recruit and retain a fully qualified workforce with the capabilities to perform the requirements of the PWS and to be fully operational/staffed on the effective date of the contract. Additionally, the offeror shall address staffing, recruiting, and retaining qualified workforce and ability to respond to future task order requirements and commence performance within 30-days of future task order issuance. At a minimum, provide the following:
(a) Detailed proposed positions, skill mix, and associated Work Year Equivalents (WYEs) of qualified and trained staff capable of meeting the PWS requirements of the contract
(b) If subcontractor and/or other teaming entities are proposed, the Offeror’s management approach shall clearly detail the positions, roles, and responsibilities of each entity, and its approach to manage and perform the PWS requirements across all entities proposed to perform the work IAW the PWS.
(3) Technical Understanding: The Offeror shall demonstrate a thorough understanding of the requirements in the Performance Work Statement, Paragraph 3 “Task Requirements”. At a minimum, the offeror shall demonstrate the following:
(a) Approach to utilize agile methods for requirements specification, design, accelerated/automated programming, and testing (CI/CD).
(b) Approach to project management, configuration management and applications development that utilizes industry best practices.
(c) Approach to creation and maintenance of geospatial data including data standardization, metadata management, and data quality methods.
